Problems/Comments
A 1993 Phase I ESA identified four properties owned by Alaska Villiage Initiatives (formerly Community Enterprise Development Corporation) in Fort Yukon with possible contaminated sites. The ACC Store and the Marina properties were moved to reckey 1994310132602. The Old Warehouse and House properties remain under reckey 1994310132601. The House property had no evidence of contamination. The Old Warehouse had a surface soil stain approximately 24 feet long and 4 feet wide on the east side of the warehouse. COC are GRO, DRO and solvents. Montgomery Watson undertook Phase 1 and 2 assessments for 33 village property sites. Alaska Village Initiatives (AVI) formerly Community Enterprise Development Corp. NFA suggested at AVI and ACC store. Old Warehouse site needs further characterization.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
4/26/1994 | Cleanup Plan Approved | (Old R:Base Action Code = SA2R - Phase II SA Review (CS)). Reviewed Phase II assessment and agreed that corrective action necessary. ADEC authorized pre-approval to treat contaminated soils so long as treatment guidance is followed. | Ben Thomas |
12/5/1994 | Site Added to Database | Old Warehouse. | Former Staff |
8/16/1996 | Site Ranked Using the AHRM | Ranked by Shannon and Wilson. Insufficient data to generate a AHRM score. NOTES: Site Access Value has been assigned despite the proximity to the school is unknown. | S&W |
8/13/1998 | Update or Other Action | Broke this original Reckey into two sites. Severed the data for the "Alaska Commercial Company - Marina" into Reckey 1994310132602. | Former Staff |
3/22/2006 | GIS Position Updated | Updated GIS using TopoZone Pro and site maps. Accuracy to within 200 feet. | Shannon Oelkers |
3/22/2006 | Update or Other Action | Reviewed file, updated database. Sent letter to Alaska Villiage Initiative requesting further information on any possible actions to site since 1994. | Shannon Oelkers |
3/22/2006 | Update or Other Action | Changed file name to better reflect site name. Original file name was Alaska Village In. Old Warehouse | Shannon Oelkers |
4/12/2006 | Update or Other Action | Tom Harris, CEO of Alaska Village Initiatives responded to earlier letter. Site will be characterized in 2006. Contractor chosen is Chemtrack. | Shannon Oelkers |
10/25/2006 | Update or Other Action | Phone call from AVI representative Winona Beesing. She provided documentation for this site from 1995, 1996, and 1997 that was missing from the file. She also provided pictures of the site after the removal of the warehouse building around 1999. AVI has contracted with Monaska Consulting to prepare a current CSM document for this site. | Shannon Oelkers |
12/5/2006 | Update or Other Action | Received CSM from Monaska for site. The building was burned by the village fire department for training purposes by 1997. Also noted was the absence of the three 55-gallon drums, and the 500-gallon AST, which was owned by the bulk fuel storage facility located on an adjacent lot. These were identified as possible areas of concern in the original Phase I by Montgomery Watson. The 24 foot long soil stain was noted to be decreasing in size by observations in 1995 and 1996. Since then the stained area has been excavated by the village as part of a river erosion control effort. | Shannon Oelkers |
12/11/2006 | Site Closure Approved | The nature and use of this property has changed over time. The removal of the tank, drums, building, and subsequent roadwork has removed the source(s) of contamination. The impacted soil has either been removed or covered by the construction activities. Based on the information provided to date, ADEC has determined that any soil contamination remaining on site is minor in volume and/or covered by clean fill material. As a result, there is no unacceptable risk to human health or the environment provided the former soil stained area remains covered to prevent a complete exposure pathway. This site is approved for closure and will be noted as such in the ADEC database. | Shannon Oelkers |
