Problems/Comments

1986 site assessment documented soil/groundwater contaminated by petroleum hydrocarbons. Four monitoring wells were installed. Two gasoline, one heating oil, and one used oil tank were removed in 1995 and additional contaminated soil was discovered. In 1995 180 tons of contaminated soil was excavated and thermally treated. A SVE/bioventing system was installed in September 2004 to treat the remaining soil contamination and to monitor the groundwater at the site. At the gasoline tanks up to 900 mg/kg GRO at 6 feet and up to .058 mg/kg benzene at 2 feet (northwest dispenser). At the used oil/heating oil tank excavation up to 7000 mg/kg DRO at 8 feet, 21,567 mg/kg TPH at 13 feet, 0.12 mg/kg PCE at 13 feet, and 0.13 mg/kg methylene chloride at 13 feet. A stained soil layer was identified at 12.5 feet below ground surface at the used oil/heating oil tank excavation. F.K.A. L35.02

11/1/1986 Site Visit RZA Consultants performs a subsurface petroleum hydrocarbon evaluation. Unocal had this report prepared in anticipation of selling the facility. Monitoring wells had no sheen or free product; but petroleum odor in wells 1,3 & 4. Soil sample MW1S1 had 903 ppm oil and grease and 427 ppm petroleum hydrocarbons. Groundwater sample MW-4 had 42 ppm total petroleum hydrocarbons. * Not Assigned

9/5/2003 Release Investigation Approved release investigation/corrective action plan for borings, monitoring wells, and bioventing. Robert Weimer
4/23/2004 Leaking Underground Storage Tank Corrective Action Underway Approved a revised corrective action plan dated April 22, 2004 and submitted by Oasis Environmental. The plan includes five soil borings, groundwater sampling of three or four existing wells, potential installation of a replacement monitoring well if the original MW-4 is missing or destroyed. It describes a soil vapor extraction and bioventing system to be installed. Also conditionally approved an addendum to the work plan pertaining to anticipated annual groundwater monitoring and system operation, maintenance, and monitoring activities. Scott Pexton
5/19/2004 Report or Workplan Review - Other Seven soil borings were drilled at the site. Two were completed as monitoring wells bringing the total to 6 at the site. Up to 0.0201 mg/kg benzene, 60.2 mg/kg GRO, 1890 mg/kg DRO, 6900 mg/kg RRO in the soil sampled in the borings. Monitoring well MW-4 had 1.51 mg/l DRO and 9.44 mg/l RRO in the groundwater. Robert Weimer
6/8/2004 Update or Other Action ADEC approved request from Oasis Environmental to transport five drums of soil to Alaska Soil Recycling for treatment and one drum of water to Alaska Pollution Control. Scott Pexton
6/15/2004 Report or Workplan Review - Other Received Remediation System Installation and Groundwater Monitoring Report prepared by Oasis Environmental. Scott Pexton
8/20/2004 Update or Other Action Letter sent to William Dam requesting that he submit his intentions on what he intends to do to address remaining hydrocarbon contaminated soil and groundwater. Site transferred from Pexton to Jim Frechione. Scott Pexton
9/13/2004 Update or Other Action Received letter from RP (William Dam) that he intends to complete the remediation system and test its effectiveness. Based on the test results and in consultation with the property owner (AKRR), he will determine what the long term remedial approach he will propose for this site. If there is any change he will submit a workplan for ADEC review. Site transferred from Jim Frechione to Robert Weimer. Robert Weimer
9/21/2004 Update or Other Action ADEC letter thanking RP for update on site. RP estimates that the remediation system to be installed and startup by end of September. Robert Weimer
8/18/2005 Report or Workplan Review - Other The SVE/bioventing system was installed in September 2004. It is operating on a pulsed system 50% of the time. Monitoring well MW-4 has been repaired. Alternative remedial approaches are also discussed in the report. Robert Weimer
2/22/2007 Exposure Tracking Model Ranking Initial ETM rankings Robert Weimer
6/7/2007 Conditional Closure Approved The Department of Environmental Conservation, Contaminated Sites Program (ADEC) reviewed the environmental records associated with the former underground storage tanks (USTs) at the Former Unocal/Short’s Texaco at 566 Bluff Road in Anchorage Alaska. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that the Former Unocal/Short’s Texaco USTs can be closed subject to the conditions outlined in the Record of Decision for conditional closure. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. Bill O'Connell
6/7/2007 Institutional Control Record Established The conditional closure decision is subject to the following conditions: 1. A Notice of Environmental Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels; 2. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 78.274(b) Bill O'Connell
9/4/2008 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 78433 Gasoline USTs. Bill O'Connell
9/4/2008 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 78434 Used Oil/Heating Oil tanks. Bill O'Connell
1/7/2009 Report or Workplan Review - Other Monitoring well decommissioning report received from ARRC. MW 1, 4, 5, and 6 were decommissioned. MW-2 and MW-3 were not found and are believed to have been destroyed when the building was demolished. Bill O'Connell
12/15/2011 Institutional Control Compliance Review IC review conducted and staff name changed to IC Unit. Erik Norberg
12/22/2011 Institutional Control Record Removed This site conditions meets the 2009 closure policy therefore ICs can be removed. The default requirement of no offsite transport of soil or groundwater from this will still apply. Evonne Reese
