Problems/Comments

In 1995, three USTs (two 4,000 gallon and one 2,000 gallon), a dispenser station near the water’s edge, and associated buried fuel lines were removed. In 1998, a fourth UST, able to hold 1,000 gallons of fuel ,was removed from the south property boundary in 1998. Since 1995 three excavation events have taken place at Lake Hood Air Harbor to remove contaminated soil near the former USTs. Confirmation soil samples collected during the 1998 and 2003 excavations revealed that the eastern side walls (adjacent to Lake Hood) of both excavations exceed Department's most stringent cleanup levels for petroleum constituents. Moreover, contaminated soil beneath a power line which crosses the northern portion of the 2003 excavation was not removed. Monitoring wells placed down-gradient of the former tank farm and adjacent to Lake Hood have repeatedly exceeded Departmental cleanup levels for benzene. FKA L55.212

Five passive diffusion bag were used to sample the sediment/surface water interface along the Lake Hood Air Harbor shoreline. The samplers were deployed for approximately two weeks, and then retrieved for an analysis of the water for BTEX. Benzene was the only contaminant detected at a level of 0.0054 and 0.0042 mg/L – which are below the 18 AAC 70 standards Todd Blessing
9/9/2005 Conditional Closure Approved Based on the information provided to date, the Department has determined that no further remedial action is required at the Lake Hood Air Harbor site. There are areas of soil and groundwater contamination that remain above the 18 AAC 75 soil and groundwater cleanup levels established for this site but it does not pose a risk to human health or the environment. 9/9/2005 Institutional Control Record Established The following intitutional controls are established for this site: 1. any proposal to excavate or transport soil or groundwater from the site requires ADEC approval in accordance with 18 AAC 78.274(b); 2. groundwater and surface water will require periodic monitoring to ensure contamination is decreasing and not migrating into Lake Hood and/or off site. A monitor plan shall be prepared and submitted to ADEC for review and approval. 3. additional investigation and/or cleanup action may be necessary in the future if new information indicates there is hazardous substance contamination at this site that may pose a risk to human health and the environment. 11/9/2007 Update or Other Action DEC received a letter from John Schwamm that was dated November 2, 2007. Mr. Schwamm noted that his prior consultant no longer has offices in Alaska and therefore, cannot do further work. Mr. Schwamm proposed to commit to hire a new consultant to conduct groundwater monitoring during the summer of 2008. DEC issued a response letter agreeing to the summer of 2008 groundwater monitoring but also requesting that Mr. Schwamm's new consultant develop a groundwater monitoring plan prior to doing any field work. 2/15/2008 Long Term Monitoring Established DEC staff reviewed and approved a work plan titled “Long Term Monitoring for Groundwater and Surface Water at Lake Hood Air Harbor.” The work plan was prepared by Restoration Science and Engineering (RSE), dated January 08, 2008 and received at DEC’s Anchorage office on January 18, 2008. This work plan presents proposed long term groundwater and pore water monitoring activities. Pore water and groundwater will be sampled every other spring beginning in 2008. Todd Blessing
6/3/2008 Update or Other Action DEC staff reviewed a spring 2008 groundwater and pore water sampling report. The report was received on May 31, 2008 and was prepared by Restoration Science and Engineering. Four monitor wells and three piezometers were sampled and analyzed for gasoline constituents. The pore water samples were also evaluated for volatile organic compounds (VOCs). The levels of gasoline constituents in two of the monitor wells (i.e. MW-7 and MW-9) exceeded DEC cleanup criteria. The levels of benzene in two of the pore water samples collected from piezometers PW-1 and PW-2 exceeded DEC cleanup criteria. In pore water samples, benzene ranged from 0.0978 to 4.6 mg/L. 6/21/2010 Update or Other Action DEC staff reviewed Restoration Science and Engineering's "Spring 2010 Results for Groundwater and Pore Water Sampling at Lake Hood Air Harbor", dated May 25, 2010. In this report, Restoration Science and Engineering (RSE) discussed the results of groundwater and pore water sampling. Groundwater samples were collected from monitoring wells MW-5, MW-6, MW-7, and MW-9. Pore water samples were collected from piezometers at the Lake Hood shoreline. Groundwater samples were analyzed for GRO and BTEX while pore water samples were analyzed for TAH and TaQH. The levels of benzene in groundwater samples collected from wells MW-7 and MW-9 exceeded DEC cleanup values. In addition, benzene and toal aqueous hydrocarbons concentrations exceeded DEC surface water criteria from pore wate samples collected from piezometers PW-1 and PW-2. Todd Blessing

5/28/2013 Institutional Control Update Approval was given for excavation of approximately 200 cubic yards of soil for the construction of a new hangar. Any contaminated soil encountered will be kept onsite and segregated from other soil. 6/4/2013 Institutional Control Update Approval was given for the removal of approximately 10 cubic yards of topsoil from the construction site. The topsoil is derived from a 15 foot by 30 foot area and less than 8 inches deep and generally not considered a part of the subsurface soil which was previously impacted and covered with clean backfill. 7/8/2013 Update or Other Action DEC staff reviewed Restoration Science and Engineering's "Spring 2013 Results for Groundwater and Pore Water Sampling at Lake Hood Air Harbor," dated July 5, 2013. Groundwater samples were collected from monitoring wells MW-5, MW-6, MW-7, and MW-9. Three pore water samples (PW-1, PW-2, and PW-3) were collected. Groundwater samples were analyzed for GRO and BTEX while pore water samples were analyzed for BTEX, TAHs, and PAHs. The concentrations of GRO and benzene in groundwater samples collected from wells MW-7 and MW-9 exceeded DEC cleanup values, but have decreased since the last sampling event. In addition, benzene, TAH, and TAqH concentrations exceeded DEC cleanup criteria in pore water sample PW-2. Kristin Thompson

8/12/2015 Institutional Control Update DEC staff reviewed Restoration Science and Engineering's "Spring 2015 Results for Groundwater and Pore Water Sampling at Lake Hood Air Harbor," dated August 5, 2015. Monitoring wells MW-5 and MW-6 were decommissioned in accordance with the ADEC Monitoring Well Guidance. Groundwater samples from wells MW-7 and MW-9 were analyzed for GRO and BTEX. Pore water samples from PW-1, PW-2, and PW-3 were analyzed for BTEX, TAHs, and PAHs. ADEC Table C cleanup levels were exceeded for GRO and benzene in MW-7, and for benzene only in MW-9. Pore water samples PW-1 and PW-2 measured above Table C cleanup levels for benzene. All pore water sampled exceeded the cleanup criteria for TAH and TAqH. Kristin Thompson

8/24/2017 Institutional Control Update During the construction of the Lake Hood Seaplane Base West Ramp, which is adjacent to this property,30 yards of soil was excavated. This soil showed GRO concentrations above cleanup and is attributed to the historic contamination remaining on this property. Lake Hood management (DOT) will work with the property lessee to dispose of the soil on airport property, either in the airport landspread area or thermally treated in the airport soil burner.
