Problems/Comments

Trichloroethylene (TCE) was found in groundwater at this location and the adjacent McCall Property (Hazard ID 718; File #100.23.025) in 1995. In the 1950's, a U.S. Army Antiaircraft Artillery (AAA) site operated on the McCall property, the Holder property, and the Davison Street right-of-way which is located between the two properties. The AAA site included four gun emplacements and a generator building where solvents may have been used. A 1999 interim investigation of the Holder Property and Davison Street right-of-way identified several areas where elevated levels of TCE, tetrachloroethylene (PCE), cis-1,2-dichloroethylene, and vinyl chloride were present in groundwater, soil, or soil gas, including at the former location of the western gun emplacement. Benzene and diesel range organics (DRO) were also observed in groundwater, soil, or soil gas at several locations. This site is associated with the areawide TCE-contaminated groundwater plume addressed in the Six Mile Richardson Highway Groundwater Contamination site (Hazard ID ; File #100.38.112). The Holder Property is located east of the Walsky Property (Hazard ID 2479; File #100.38.110) which is also contributing to the Six Mile TCE contamination in groundwater.

6/21/1999 Update or Other Action Shannon and Wilson issues "Interim Report of 1998/1999 Site Investigation Findings Holder Property." Major conclusions: 1) At least two, possibly three, sources of TCE groundwater contamination are present; 2) The TCE plume originating on the Holder property extends downgradient onto the Walsky property, where it joins a plume of groundwater contamination originating on that property; 3) TCE groundwater contamination exceeds MCL both on the Holder property and at the downgradient property line with the Walsky property; 4) Benzene groundwater contamination exceeds MCL at a small area on the Holder property, but not at the downgradient property line; 5) An area of subsurface soil in the Davison R.O.W. is contaminated with Diesel fuel above cleanup levels; 6) Petroleum hydrocarbon constituents in the groundwater in the Davison R.O.W. do not exceed MCL; and 7) a small area of groundwater with the Davison R.O.W. exceeds the MCL for TCE. 3/2/2005 Update or Other Action The water quality results for 1378 Smithson were returned in the mail as undeliverable because of no mail box. The results were sent to Mr. Curtis & Shana McNeal at 1370 Smithson the registered owners of the property. A check with the Fairbanks North Star Borough (database query and telephone call by Mitzi Read) found 1370 Smithson as the only valid mailing address. The water quality results were hand delivered by Mr. Douglas Bauer on 3/2/2005. There was no one home at a green house trailer at 1378 Smithson at the time so the results were left in the front door sill. The residence at 1378 Smithson qualifies for a water treatment system since the TCE concentration is 4.0 µg/L which is above the 3.5 µg/L water treatment criterion. The TCE increase is statistically significant based on previous sampling. Douglas Bauer
3/2/2005 Update or Other Action A gentlemen interested in purchasing property at the corner of Warner Road and the Old Richardson Highway visited the office. He was interested in ground water contamination in the Six Mile area. He was given two color prints of the ground water plume from the contaminated sites site summary page. The property in question has not been impacted by the Six Mile ground water plume; he was advised to test the drinking water anyway because of other unknown sources in the area. Douglas Bauer
4/19/2005 Update or Other Action Telephone call with Greg Ashbach, the owner of the former Holder Property TL2841. Greg would like the shop well and his residential well tested this year. He was advised that funding for this testing will likely be available. Douglas Bauer

7/6/2005 Update or Other Action Received a telephone call from Ms. Colleen Conley. She was interested in testing her new wells located on Westcott Avenue. Mr. Conley was advised that her properties were outside of the TCE ground water plume. She could test for TCE and daughter products and BTEX using EPA Method 8260 or EPA Method 524 (VOCs). 11/22/2005 Update or Other Action Mr. Greg Ashbach telephoned. He expressed concern that ADEC only wanted to sample his shop wells and not his residential well. Mr. Ashbach stated that he is refusing access to his property. Mr. Ashbach was reminded that his property is a contaminated site, and as the landowner, he is the responsible party who has certain responsibilities under the law. Mr. Ashbach was advised to seek legal counsel. Mr. Ashbach was also advised that the shop wells are near the two source areas on his property while his residential well is not.
