Problems/Comments

Two USTs were removed as part of a MOA in 1998; tank #1 was a 3,000 gallon diesel UST, and tank #2 was a 4,000 gallon gasoline UST. The dispenser island was located directly above the two UST's. The tanks, and piping which had threaded fittings, were observed to be in good condition at the time of removal. 130 cubic yards of contaminated soil (DRO 2,950 mg/kg, GRO 11,500 mg/kg, toluene 913 mg/kg , benzene 451mg/kg, ethylbenzene342 mg/kg, and xylenes up to 1,836 mg/kg) was removed and stockpiled at the time of the UST removal. Further site characterization was performed by Shannon and Wilson in August 2002, at which time another 1,600 cy of soil was excavated and stockpile at a nearby gravel pit, as there was not enough room at the site. The stockpiled soil has been approved (and used) as cover material in the community landfill

The 1998 stockpile was not on site and has not been accounted for. 2002 stockpile remains above migration to groundwater cleanup levels for GRO, DRO, and BTEX. Groundwater at the site is believed to be at 80' bgs, bedrock at 34'. On site and down gradient drinking water wells were not impacted by the spill. The contaminated soil was excavated to the greatest extent possible and none of the confirmation samples was above the inhalation or ingestion cleanup levels. Completion of the migration to groundwater pathway seems unlikely due to a confining layer of silt soils over the bedrock. Kim DeRuyter

Darren will call the Manley Village Council to see if they can use the remaining soil for landfill cover, as contaminant levels have remediated far below the inhalation and ingestion cleanup levels. 9/25/2006 Institutional Control Record Established In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to the removal and or disposal of soil or groundwater from this site to an off-site location. IN addition, the ADEC should be notified prior to any excavation in the impacted area as screening for impacted material and the use of properly trained excavation personnel may be required. In accordance with 18 AAC 78.276(f)(2), additional investigation and cleanup may be required if new information is discovered which leads the ADEC to make a determination that the cleanup described in the decision is not protective of human health, safety, and welfare or the environment. ADEC will consider a Site Closure and removal of institutional controls only after the soil and groundwater achieves the established cleanup levels for the site. Kim DeRuyter
9/25/2006 Conditional Closure Approved BETX analytes were detected above the migration to groundwater cleanup level in the soil at the limits of the UST excavation. GRO, and DRO were not detected and the groundwater at the site has not been impacted. The contamination is greater than 10' bgs, and does not pose a risk to human health or the environment provided institutional controls are maintained at the site. Kim DeRuyter
