Problems/Comments

Former gas/service station in Moose Creek with history of releases associated with operations. Stained soil and dying vegetation observed. Five regulated storage tanks and two heating oil tanks previously existed on property and were removed in 2004 by DEC contractors. In addition, 400 cubic yards of contaminated material were removed from the site. One dilapidated building remains. Other buildings and structures were demolished. Foreclosed by Fairbanks North Star Borough (FNSB) in 2003-2004. Identified for a brownfield site assessment by the DEC in 2004. 900 tons of contaminated soil were removed and transported to OIT for thermal treatment in 2012 by DEC's contractor. Six monitoring wells were installed by DEC's contractor in 2012 to assess the groundwater.

Identification of a site as part of the DEC's Brownfield Inventory does not automatically qualify a site for any specific brownfield benefits, liability protection, or funding. 6/21/2007 Update or Other Action In light of upcoming tax foreclosure sale, the file was reviewed by project staff to determine the current status of the site. This information may prove useful for a future buyer as to what conditions exist that may require future action or long-term management. 6/19/07 - File review by Ann Farris (Not intended to be interpreted as an opinion or decision statement) A conditional closure is likely not appropriate at this site at this time. However, it may be possible to reach Conditional Closure with a minimal remedial effort and institutional controls. There is surface staining/contamination and subsurface soil contamination at a minimum of three areas. There is also debris on site that may cover additional contamination, although likely minor in volume and extent. Further there is subsurface contamination and limited groundwater contamination. There does not appear to be off-site migration of contaminants. Nortech estimated the remaining subsurface contamination at approximately 800-1,000 cy. Primary contaminants of concern are BTEX, TMBs, EDB, lead, and GRO, DRO, RRO. The highest concentrations found in the soil were 536 mg/kg GRO, 21,000 mg/kg DRO, 14500 mg/kg RRO, 0.151 mg/kg EDB, 0.112 mg/kg benzene, 95.4 mg/kg Xylenes. The TMBs and lead were found at notable levels, but not above cleanup levels. These samples are likely not representative of the worst contamination on site. There are no buildings currently on site, only remaining foundations. A possible route to a conditional closure may be to remove the debris and surface contamination, pave the site and restrict groundwater use. Evaluate the need for groundwater monitoring wells at the downgradient edge of the property as there was only one round of groundwater sampling. Another option may be to remove the surface and subsurface contam., put in 3-4 groundwater monitoring wells for a few years of semiannual sampling, and then look at unconditional closure.~~ John Carnahan

4/29/2013 Site Characterization Report Approved The report entitled, “Former Sani-Klean Service Station, Moose Creek, Alaska, Remedial Action Report” dated April 2013 submitted by OASIS Environmental is approved. The report describes the removal of approximately 900 tons of contaminated soil from the site, groundwater monitoring well installation, groundwater sampling, and drinking water well sampling. The sampling found that only the well installed in the source area contained contaminant concentrations above DEC cleanup levels. Sampling showed that the monitoring well (MW-5) located in the previous source area is contaminated with EDB, benzene and GRO above DEC's cleanup levels. The other five monitoring wells sampled on-site showed no contaminant concentrations above DEC's cleanup levels. 6/15/2015 Report or Workplan Review - Other Brunner approved the "Sani-Klean Service Station 2015 Monitoring Well Decommissioning Report" dated 11 June 2015. The report describes the decommissioning of six monitoring wells (MW-1 through MW-6) at the former Sani-Klean site on May 21 and 22, 2015. Melinda Brunner
10/5/2016 Update or Other Action This property is listed in the Borough October 2016 land auction. In order to adequately inform potential buyers of known and suspected contamination, a Notice of Environmental Contamination (NEC) was filed with the Recorder's Office. In addition, a letter was sent to the Borough outlining DEC concerns about the property, and the Borough intends to attach the letter to the land description for the property. Conditions of the NEC included advisories against installing groundwater wells, against performing excavation without a DEC-approved work plan, and for conducting a vapor intrusion assessment if any buildings will be constructed. Additional areas of hazardous contamination may be present on the property that have not yet been investigated. Joy Whitsel
