Problems/Comments

The AP&T property was originally developed in 1994. The current generator building was constructed in 2006, replacing the original structure. The generator building was abandoned and inaccessible at the time of the 2008 site visit. The power plant had a waste-heat system and supplied heat to the school. No fuel tanks were present in the vicinity of the building at the time of the site visit, however, a fenced area which is assumed to be the former location of the fuel tanks was noted on the property. In 2010 Brownfield contractors collected soil samples at suspected areas of contamination. Several potential source areas were investigated but contamination above the cleanup levels was found only in stained soil collected under a leaking oil drum. In 2016 the oil drums and contaminated soil from a 10x10 surrounding them were removed from the site.

3/22/2011 Brownfields Award DEC reviewed the EPA Targeted Brownfield Assessment ($21,573 EPA TBA funds expended for multi site report, covering multiple sites) that was completed on Allakaket. During the site visit, four primary soil samples and one duplicate sample were collected from the Former AP&T Power House area. All samples were located around the outside perimeter of the existing building. Samples were analyzed for GRO, DRO, RRO and BTEX. One sample was located adjacent to where the pipeline connects into the existing building (results were below DEC most stringent cleanup levels). One sample was located adjacent to two leaking used oil drums (results indicated DRO levels up to 3,510 ppm and RRO levels up to 19,400 ppm, all other compounds were below DEC cleanup levels.). A small pond with absorbent booms floating in it was observed behind the former power house. No evidence of petroleum hydrocarbon sheen was observed on the surface of the pond. Deborah Williams

9/26/2018 Update or Other Action Attempted to visit the site with RP personnel but were unable to land due to weather, prior to and during the flight we discussed the site and cleanup that had occurred. Soil stained by the leaking oil drum was the only known impacted soil at this site. The Drums and 100 sq ft of contaminated surface soils were removed from the site last year. Michael Hooper
