Problems/Comments

Petroleum-contaminated soil was discovered during the demolition of Crowley's former bulk fuel storage facility in Fort Yukon during the spring of 2012. Two source areas were discovered as a result: soil located within the bermed secondary containment area above the liner and the truck rack containment basin located outside the secondary containment area.

6/15/2012 Site Characterization Workplan Approved On this date, ADEC received the Final “WORK PLAN FOR LANDFARMING PETROLEUM-IMPACTED SOIL, CROWLEY FORT YUKON TANK FARM, FORT YUKON, ALASKA” submitted by S&W. Approximately 200 cy of petroleum impacted soil will be land farmed on site. Prior to land farm activities, the liner from the former TF will be removed and four baseline soil samples will be collected from below the liner. The land farm will be tilled a minimum of twice a month in the summer and four discrete performance soil samples will be collected in the fall. Grant Lidren

6/19/2012 Site Characterization Report Approved On this date, ADEC received the report; “SURFACE SOIL SAMPLING, CROWLEY FORT YUKON TANK FARM, FORT YUKON, ALASKA” submitted by S&W and dated June 19, 2012. On April 12, 2012, eleven surface soil samples were collected 2 to 6 inches bgs above the liner at stained areas, near piping joints, and adjacent to tanks. Only three of the soil samples contained petroleum contamination above ADEC migration to GW cleanup levels. Soil sample SS6, collected at the former diesel tank 35, contained GRO at 7,780 mg/kg, DRO at 27,700 mg/kg, benzene at 208 mg/kg, toluene at 1,980 mg/kg, ethylbenzene at 305 mg/kg, and xylenes at 1,520 mg/kg. Soil samples SS8 and SS9, collected at former tank 32, 33, and 38, and contained DRO up to 2,820. On May 4, 2012, an additional 18 soil samples were collected 2 to 6 inches bgs above the liner to evaluate extent of surface contamination adjacent to the former tanks 33, 35, and 38. The soil samples contained DRO up to 5,810 mg/kg. Soil samples collected at the SS6 location analyzed for TCLP for benzene were non-detect. Grant Lidren

6/29/2012 Update or Other Action On this date, ADEC received the Former Crowley Tank Farm Site Characterization Report submitted by BGES, dated June 2012. On May 16 & 17, 2012 the secondary containment basin located at the former truck rack was removed. Contaminated surface soil was removed to a depth of 0.5 feet bgs and put in supersack bags and stored on site. Petroleum contamination was evident by visual staining and odor underneath the containment basin, which contained a slight buldge and crack. In efforts to remove the containment basin, soil was excavated to a maximum depth of 5 feet bgs. Soil was removed and stockpiled on site from the 10 foot wide by 27 foot long excavation. Three soil samples collected 2 feet below the basin at 7 feet bgs contained DRO up to 1,490 mg/kg. A soil sample collected from the north side wall at a depth of 6.5 feet bgs did not contain contaminants above the method 2 migration to GW cleanup level. A soil sample collected from the stockpile contained DRO up to 757 mg/kg. To evaluate extent of contamination, eight soil samples were collected from five test pits advanced to the east, west, and south of the basin from a depth of 0.5 to 9.0 feet bgs. Only one of the testpits, TP3, located to the south of the basin excavation contained contamination above method 2 migration to GW cleanup levels. A sample collected from TP3, at a depth of 3 ft. bgs, contained GRO at 1,110 mg/kg, DRO at 22,800 mg/kg, benzene at 0.329 mg/kg, 1-methylnapthalene at 44.2 mg/kg, and 2-methylnapthalene at 16.1 mg/kg. A sample collected from TP3, at a depth of 8 ft. bgs, contained GRO at 649 mg/kg, DRO at 10,500 mg/kg, and benzene at 0.132 mg/kg. Grant Lidren

12/6/2012 Update or Other Action On this date, ADEC received the Petroleum-Impacted Soil Landfarming, Former CPD Alaska LLC Fort Yukon Tank Farm, Fort Yukon, Alaska submitted by S&W, dated November 20, 2012. Four baseline soil samples collected beneath the containment liner and future landfarm area contained detectable levels of petroleum constituents, but below ADEC cleanup levels (Note: these soil samples were collected in the field in plastic bags without MEOH for the volatile samples. MEOH was added later. The cooler did not contain a temperature blank. The analytical soil samples are considered biased low for DRO/RRO and biased low screening data for the volatiles).The 140 feet by 60 feet landfarm was placed in a 1 foot lift at the north end of the former tank farm berm with no liner. Straw wattles were placed along the south, west and east perimeters. The soil was tilled twice with a loader/backhoe during the summer of 2012. Five soil performance samples collected after the second tilling event from a depth of 6 to 9 inches into the landfarm contained detectable levels of petroleum constituents, but below ADEC cleanup levels. 1/15/2013 Site Characterization Report Approved On this date, ADEC received the Site Characterization Tank Truck Loading Rack Former CPD Alaska LLC Tank Farm Fort Yukon, Alaska January 2013 submitted by Shannon & Wilson. The site characterization field activities consisted of advancing five test pits with three containing pre-pack groundwater monitoring wells, soil and groundwater sampling, conducting a level loop survey, and measuring the onsite stockpile. The onsite stockpile measured 115 cy; it is estimated 50 cy of this soil was from the containment basin excavation. Generally, groundwater was observed at 10 to 14 feet bgs and frozen ground was observed at 7 to 8 feet bgs. Five test pits were advanced and three MWs were installed. Three of the testpits were advanced into the GW interface at 15 to 16 feet bgs. Two of the testpits were limited by frozen ground at 12 and 15 feet bgs. Two soil samples were collected from each testpit; one soil sample was collected at the bottom from frozen ground or groundwater interface and one sample was collected from the surface or elevated pid reading. The twelve soil samples collected, including duplicates, were below cleanup levels except the soil samples collected from the bottom of a SW-TP-2 located adjacent to the former containment basin. SW-TP-2 contained DRO up to 542 mg/kg from a soil sample collected at the bottom of the test pit at 15 feet bgs. Groundwater samples collected from the monitoring wells were below cleanup levels except MW-3 located at the former containment basin with DRO up to 2.94 mg/L. Groundwater was 12 to 13.15 ft. below the top of the casing flowing to the south towards Yukon River. Grant Lidren

This involved placing a permeable liner in the open excavation then filling with the onsite stockpile, covering with a liner and covering with onsite remediated soil. 12/11/2013 Site Characterization Report Approved On this date, ADEC received the “SITE CHARACTERIZATION AND CLEANUP ACTIVITIES, FORMER FORT YUKON TANK FARM, FORT YUKON, ALASKA” submitted by S&W, dated November 12, 2013. Five soil samples collected 0.5 feet below the former liner at the landfarm area did not contain detectable concentrations of contaminants. Four soil samples collected 1.5 to 2 feet into the onsite stockpile contained DRO up to 2,310 mg/kg. One composite sample collected from the six supersack bags contained DRO at 3,510 Note: this sample result is considered bias low due to low surrogate recovery). MW-1 and MW-2 were not sampled, because they were broken and bentonite was present in the wells at approximately 5.4 and 5 feet bgs. A groundwater sample collected from damaged MW-3 with a micro-bailer contained DRO at 28.9 mg/L. Water was measured 8.2 feet below the top of the casing(note: GW was measured at 12 ft. below the top of the casing in 2012) On October 16th and 17th, the site was winterized from any potential spring 2014 flooding events. This involved placing a permeable liner in the open historic Truck Loading Rack excavation then filling with soil from the onsite contaminated stockpile, then covering with a permeable liner and the covering with some of the onsite remediated soil from the landfarm. 9/24/2014 Site Characterization Report Approved On this date, ADEC received the Additional Site Characterization And Cleanup Activities Former Crowley Tank Farm Facility Fort Yukon Alaska submitted by S&W dated September 2014. The site characterization and cleanup field activities consisted of a limited soil removal action, groundwater characterization, and transport/treatment of soil and groundwater. A limited removal of 40 cubic yards of petroleum contaminated soil identified at historic test pit BGES-TP-3 was removed put in 40 supersack bags. The excavation measured 12 feet long, 10 feet wide, by 8.0 to 9.5 feet bgs. A total of four confirmation soil samples were collected: two from the base and two from the sidewalls. Soil samples collected from the base at 8.0 and 9.5 feet bgs contained GRO up to 388 mg/kg, DRO up to 7,180 mg/kg, and benzene up to 0.0364 mg/kg. Soil samples from the sidewalls contained GRO up to 379 mg/kg, DRO up to 20,400 mg/kg, and 1-methylnapthalene up to 17.5 mg/kg. Historic monitoring wells MW-1, MW-2, and MW-3 were decommissioned. Prepack well section for new monitoring wells: MW1B, MW2B, and MW3B were placed into testpits where groundwater was encountered 10.5 to 12 feet bgs. All three monitoring wells contained DRO above groundwater cleanup levels up to 25.2 mg/L. A total of 49 supersacks (including the nine supersacks that were stored at the new tank farm) and one 55-gallon drum of development water were transported to Emerald and OIT respectively. 7/30/2015 Document, Report, or Work plan Review - other Reviewed the Work Plan for Additional Site Characterization Activities, dated July 23, 2015. The proposed activities consist of advancing four test pits, installing four groundwater monitoring wells (one in each test pit), and collecting analytical soil and groundwater samples as appropriate. In a letter dated 7-30-15, ADEC recommended installing an additional monitoring well south of Monitoring Well MW1B to better evaluate the potential southern migration of groundwater contamination. 2/3/2016 Document, Report, or Work plan Review - other Reviewed the Report for Additional Site Characterization Activities, dated December 2015. Activities described in the report consisted of excavating five test pits; installing five monitoring wells in each test pit, accordingly; and collection of soil and groundwater samples as appropriate. Each test pit was roughly 5 feet wide, 10 feet long, and 15 feet deep, depending on the depth of groundwater. Two analytical samples were collected from each test pit. One sample was collected from the location exhibiting the highest field screening result, and the other from the soil-groundwater interface. A pre-pack monitoring well was installed in each test pit prior to backfilling. The wells were developed and sampled in the same day. Based on topography and well depths, it was estimated that the groundwater flows generally south or southwest, toward the Yukon River. Analytical results revealed that concentrations of diesel range organics (DRO) remain in the subsurface soils and groundwater above ADEC cleanup levels. In a letter sent February 2016, ADEC requested further groundwater monitoring to establish a stable or decreasing trend. Work plan requested by March 31, 2016. Joshua Barsis

11/2/2016 Document, Report, or Work plan Review - other Reviewed the document titled Groundwater Monitoring, and dated November 1, 2016. Water samples were collected from eight monitoring wells (MW1B, MW2B, MW3B, and MW4 through MW8) on August 25, 2016 and were analyzed at the laboratory for diesel range organics (DRO) only. Wells MW3B, MW5, and MW6 exhibited concentrations of DRO at 23.1 mg/l, 2.08 mg/l, and 1.68 mg/l, respectively, all of which exceed the Table C groundwater cleanup level of 1.5 mg/l. DRO was also identified in Wells MW1B, MW2B, MW4, MW7, and MW8, but below the Table C groundwater cleanup level. Flow direction was measured to be northeast, but generally tends to fluctuate between a southern and northeastern direction. Joshua Barsis

11/7/2017 Document, Report, or Work plan Review - other Reviewed the report titled Groundwater Monitoring, dated November 6, 2017 for the Crowley Tank Farm - Fort Yukon site. Groundwater monitoring was completed on September 20, 2017. Only four of the eight proposed wells were sampled because of low water levels. Diesel range organics (DRO) sample results for Wells MW1B, MW3B, MW4 and MW6 was 0.615 mg/kg, 26.0 mg/kg, 1.72 mg/kg, and 1.64 mg/kg, respectively. All results were higher than reported in 2016. Additional groundwater monitoring is planned in 2018 and 2019. Joshua Barsis
10/22/2018 Document, Report, or Work plan Review - other Reviewed the report titled Groundwater Monitoring, dated October 16, 2018 for the Crowley Tank Farm - Fort Yukon site. Groundwater monitoring was completed on September 6, 2018 from all eight monitoring wells (MW1B through MW3B, and MW4 though MW8. Monitoring Well MW5 purged dry and was allowed to recharge to 80 percent prior to sample collection. Diesel range organics (DRO) sample results for Wells MW3B and MW5 were 19.0 mg/l and 2.12 mg/l, respectively; both of which exceed the Table C groundwater cleanup level of 1.5 mg/l. All other sample results were below the groundwater cleanup level and ranged in concentrations from 0.270 mg/l to 1.22 mg/l. Other than Well MW4, the groundwater results appear to be stable and/or decreasing. Additional groundwater monitoring is planned in 2019. Joshua Barsis
10/17/2019 Document, Report, or Work plan Review - other Reviewed the report titled Groundwater Monitoring, dated October 14, 2019 for the Crowley Tank Farm - Fort Yukon site. Groundwater monitoring was attempted on September 4, 2019 from eight monitoring wells (MW1B through MW3B, and MW4 though MW8); however only one water sample was actually collected (from MW3B). Monitoring Wells MW2B and MW6 were dry. Monitoring Wells MW1B, MW4, MW5, MW7, and MW8 had less than 0.5 foot of water. These wells purged dry and did not recharge sufficiently to sample. The sample collected from Well MW3B was analyzed for DRO and had a concentration of 23.7 mg/l, which exceeds the Table C GCL of 1.5 mg/l. In a letter dated 10/17/2019 ADEC requested additional sampling in 2020. Joshua Barsis
3/5/2021 Site Characterization Report Approved In the Report for August 2020 Groundwater Monitoring at the Former Crowley Tank Farm, Fort Yukon, Alaska, received October 20, 2020, groundwater was sampled for DRO in wells: MW2B, MW3B, MW4, MW5, MW6, MW7, and MW8. MW1B could not be located. DRO in Wells MW3B and MW5 exceeded groundwater cleanup levels for DRO at 25.23 mg/L and 3.72 mg/L, respectively. The department concurs with recommendations for further delineation to the north east and replacement of damaged wells. Lisa Krebs-Barsis
8/26/2021 Site Characterization Workplan Approved A Site Characterization Workplan was received on August 13, 2021 and is approved. The Work Plan proposes decommissioning of the eight existing monitoring wells. MW3B, MW4, MW5, MW7, and MW8 will be replaced with wells installed by drill rig. Three new wells MW9, MW10, and MW11 will be installed north and east of the existing wells to delineate contamination in those directions. The newly installed wells will be surveyed and sampled for VOC, DRO, RRO, GRO, PAH, and lead. An Optical Image Profiling survey using fluorescence will be conducted. Twenty-two OIP borings will be advanced. Sixteen soil samples will be collected for correlation. Soil samples will be analyzed for DRO, RRO, GRO, VOC, and PAH. Lisa Krebs-Barsis

4/4/2024 Site Characterization Report Approved Final report approved. Following the OIP mapping, 22 borings were advanced and 22 primary samples were collected near the groundwater interface and at depths of previously known contamination. Samples from borings D5 and F10 exceeded cleanup levels for DRO. Eight monitoring wells were decommissioned. Wells MW3B, MW4, MW5, MW7, and MW8 were replaced and three new wells MW9, MW10, MW11 were installed. Groundwater was approximately 10-12 feet bgs. During this sampling event, the calculated flow direction of groundwater was to the west Each well except MW11 was sampled for DRO, RRO, GRO, VOC, PAH, and Lead. The boring for MW11 met permafrost refusal at 10 feet. MW11 was dry when sampling was attempted. Groundwater in MW3R and MW10 exceeded cleanup levels for DRO. No other contaminants exceeded cleanup levels in soil or groundwater samples. Further soil characterization between D5 and F10 and east of F10 is needed. Groundwater is not yet delineated to the north and east. Maximum allowable concentrations detected in shallower soils in 2012 and 2014 may remain in place and should be removed or sampled to demonstrate attenuation. Lisa Krebs-Barsis
