Received NORTECH report "Hazardous Materials Survey - Stevens Village Old School Building." Report identifies the following areas of concern: asbestos, lead paint, PCB light ballasts, and petroleum contamination adjacent to the building, the tank farm and the buried piping connecting the two. Further sampling and analysis to determine the extent of the petroleum contamination was recommended. Three above ground storage tanks were located on site within a bermed gravel pad. Added to database in 2007 to reflect administrative file. |

Call to Dewey Schwalenberg SVS 478-7420. Robert Layne has all information I need. Asbestos removed via barge 3 years ago. DNR did LBP survey. Dismantled building last summer, used up materials in the village. Nugget construction picked remaining materials to the dump. ½ generator building remaing 10 x 10 with active power running. 3 AST’s 3 to 4,000 gallon each remaining on site. No plan to reuse old tanks. 2 big railroad car tanks on tribal land. New power line up and generator plant being built. Fuel line running from the tanks to the generator plant. |

DEC contacted by Jacob Hess, Project Engineer-Interior Region, Alaska Native Tribal Health Consortium requesting update on upcoming site work. DEC responded via e-mail: "have submitted an RFP for the investigation of the site. The investigation includes looking at the surface and subsurface soil along with an inventory of public and private water wells within a 1/4 mile of the site. Scheduling is based on breakup. Once we find out if we have to deal with any contaminated soil we can make a plan for that." |

Received HartCrowser report "Soil Removal Report; Stevens Village Old School Site." 1,500 cubic yards of soil and three ASTs
were removed. Two soil stockpile cells were constructed to contain diesel and gasoline contaminated soils. Soil analytical samples from the limits of excavation showe DRO levels up to 25,300 mg/kg 6 feet bgs. Underneath the Former Maintenance Room benzene was detected above ADEC cleanup levels (0.138 mg/kg). Added to the database in 2007 to reflect administrative file. |

Confirmed with City of Stevens Village that clinic has not been built. Funding is secured, but village has not passed their RUBA assessment. No building on site. Pikul reports that building plans for clinic included refridgerated piers and no skirting. Indoor air unlikely to be affected by vapor intrusion. |

DEC met with the term contractor awarded the RFP for additional site work to discuss tasks, and determined that soil sample collection from the soil stock pile generated in 2004 is not warranted. The soil was placed adjacent to the landfill for the purposed beneficial reuse as landfill cover. Excavation samples will be used to consider an average soil concentration in the stockpiled soil. In-door air vapor intrusion modeling will not be conducted based on the lack of volatile contaminants at the site and understanding that any structure erected will be built on pilings (refrigerated) to protect against damage during flooding of the Yukon River and structure subsidence due to permafrost thawing. It was further determined that no monitoring wells should be installed due to the sites position in the floodplain of the Yukon River, the relative shallow depth to groundwater, existence of permafrost at 5 to 8 feet below the ground surface and the propensity for any permanent wells to be damaged during seasonal freezing and thawing. A “snap-shot” groundwater investigation is proposed by DEC and costs will be submitted from the term contractor for both groundwater sample collection using mirco-rig technology and manual hand hammer techniques. Because the highest likelihood to encounter free subsurface interstitial water is following the longest thawing period, August 2007 was selected for implementation of the release investigation. A CSM will be completed during this phase of site work |

SLR assessed groundwater conditions and the soil stockpile in August 2007. Groundwater was not encountered on site (above permafrost level) but four temporary well points sampled ground -surface water interface along Yukon River. No contamination above cleanup levels was detected in water samples. The soil stockpile (approximately 1400 cubic yards) located at the community landfill was sampled. The 10 samples detected elevated levels of contamination above migration to groundwater levels (7 of 10 samples) and inhalation levels (2 of 10 samples). |

DEC recognized that the tanks and contaminated soil were removed from the site. there was residual soil contamination remaining on site because it could not be excavated without compromising the road or because permafrost prevented further removal. No further action is required and the site was closed subject to the owner / operator of the property coordinate with DEC for any future soil excavation.
Also - the soil that was transported off site to the landfill is stored there until treatment or disposal options are approved |

the closure document is subject to: 1. The owner/operator of this site shall not excavate or transport soil off site without prior notification to ADEC. In the event soil excavation is proposed, ADEC shall be contacted to determine if a qualified environmental contractor may be required to provide environmental oversight in accordance with 18 AAC 75 regulations.
2. A Notice of Environmental Contamination will be posted on the ADEC database to identify issues and/or conditions associated with the residual contamination remaining on site. This notice should also be attached to any conveyance deed or document when (or if) the property is conveyed to another party.

During the cleanup efforts at this site, contaminated soil was taken to and stored at the village dump. Due to pending efforts to close the dump and develop a new permitted landfill for Stevens Village at a different loction, DEC determined that further remediation of these soils may be necessary.
Using CIP funding, DEC has contracted with Shannon & Wilson to sample the soil stockpile in the summer of 2012 to determine the remaining concentrations present in the soil.
The stockpile was entered as a source area, and work assocaited with the stockpile will be tracked under the school site. |

Received sampling report for soil stockpiles totaling 1500cy near the Steven's Village Landfill. Samples collected from the stockpiles were analyzed for GRO, DRO, RRO, BTEX, and PAHs. Contamination in stockpiles exceeded the migration to groundwater cleanup levels for DRO but were below all other cleanup levels. The stockpiles appear overgrown with foliage in the report photos. The contaminated soils tested at above migration to groundwater for DRO in 2012. The stockpiles are overgrown with foliage and are on top of a liner that is in questionable condition. |
