Problems/Comments

Fuel supply line to furnace leaked heating oil to floor and soils under the building. Spill volume estimated at 70 gallons. The building is cribbed with an open crawl space, the floor has been replaced and contaminated soil is not accessible at this time. 9/19/2001 Update or Other Action Received letter from City of Ruby. Repairs were made to the building that included replacing the affected floor, insulation and walls. The old furnace was removed and a new monitor furnace was installed. Attempts to remove soil from underneath the building were unsuccessful due to limited space between the ground and the building foundation. Added to database in 2007 to reflect administrative file. 1/30/2007 Update or Other Action Called City of Ruby to determine location of site in relation to the two regulated wells in Ruby. Site is downhill from the school well, and approximately 2,000 feet from the Washeteria well source. Nearest residence is the Library, which hauls water. Teen Center not currently in use, but is likely to be used in the future. Shannon Oelkers
1/30/2007 Update or Other Action As of 11/28/06 City of Ruby Water System is in compliance with Drinking Water standards, however, xylenes were detected at 1.79 ug/L. Well is 128 feet deep, accessing the deep aquifer. Shannon Oelkers
1/30/2007 Update or Other Action Review of ADEC File 870.38.002 Ruby Radio Relay Site gives groundwater information for the Ruby area. Two aquifers are known to exist in the Ruby area. The shallow aquifer is an iterbedded sandy silt unit with thin lenses of gravelly sand and a static water level of 12 feet bgs. The deeper aquifer occurs in fractured limestone bedrock between approximately 45 and 185 feet bgs. It is unknown if either of the aquifers are confined. Shannon Oelkers
2/1/2007 Conditional Closure Approved Based on the information provided to date, ADEC has determined that the City of Ruby Teen Center site does not pose an unacceptable risk to human health or the environment. The contamination remaining under the building is limited in extent and, if the conditions established by this decision are complied with, no further remedial action will be required. Shannon Oelkers

In accordance with 18 AAC 75.370(b), ADEC approval must be obtained prior to removal and/or disposal of soil or groundwater from this site to an off-site location. 2. If the contaminated soil remaining on site becomes accessible and/or is determined to pose a risk in the future, a plan to address the contamination shall be submitted to ADEC for review and approval. 11/28/2012 Institutional Control Record Removed The conditions at this site meet the 2009 closure policy, therefore ICs can be removed. The default requirement of no offsite transport of soil or groundwater will still apply. In accordance with 18 AAC 75.380(d)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment.
