9/12/2007 Meeting or Teleconference Held Staff is in the process of contacting PRPs for the MC Commercial Cleaners site in Fairbanks. Concentrations in the groundwater and soil gas from samples collected in 2002 are significantly higher than those found at Gaffney Road. Therefore, further investigation at the MC site is considered a priority. Staff met with the current owner, Eugene Solin, who bought the property from Robert H. Campbell in 2004. He asserts that he was not aware of the full extent of contamination when he bought the property. Mr. Campbell was contacted in 2002 and declared he was unwilling or unable to do any investigation. He also denied responsibility for a release. PRP letters will be sent to both parties. Ann Farris

11/2/2007 Update or Other Action Received a call from Mr. Campbell, owner of the dry cleaner from 1986 to 2005. He has spoken to Mr. Solin, the current owner, and Nortech has been hired to collect a water sample from PP5 on the property. The sampling should be done by next week. Mr. Campbell will also send a copy of his paperwork for the sale of the property, which he believes discusses the environmental issues. He indicated he is unable to do anything else with the environmental issues. Ann Farris
11/29/2007 Update or Other Action An NTP has been issued to Oasis environmental for the MC Cleaners site in Fairbanks to do vapor intrusion assessments at 4 buildings in early January and 9 buildings in May (the original 4 plus 5 additional). Building owners are being contacted for access. Sampling is scheduled for the week of January 7th. A response was received from a Mrs. Hagar. Mr. Moran is the only remaining PRP that has not responded. Mrs. Hagar indicated there were insurance policies in place, but she does not know the company name or any other information. Ann Farris
12/3/2007 Update or Other Action Staff spoke with Nortech regarding the sampling that was to be completed at the monitoring well at the dry cleaners. This sampling did not occur as Mr. Solin has not yet hired Nortech. Mr. Solin and his attorney plan to meet with Nortech on Dec. 7 to discuss the project. The consultant was informed that the State is assuming the lead for the vapor intrusion assessments and work is to proceed this winter. Ann Farris
12/14/2007 Update or Other Action Staff spoke with the attorney for Mr. Moran. He indicated that Mr. Moran does not have much recollection or records of the operation at the former White Swan Laundry, but he was involved in a corporation with Mr. Hagar that owned and operated the business during the 70's. Mr. Moran does claim that they installed a closed loop dry cleaning system in order to minimize discharge of PCE. They asked for an extension until January to reply in writing to the ADEC PRP letter that was sent. Staff also contacted Mr. Moloney, the owner of the Midnite Mine. He received the letter requesting access to his site for a vapor intrusion assessment and is considering the request. He indicated he would let us know by next week. Ann Farris
1/8/2008 Update or Other Action The first round of vapor intrusion assessments have begun at Wendell Avenue. Access was only granted at the Fairbanks Native Association buildings, 315 and 317 Wendell, so sampling will be focused there. Staff met with Oasis at 315 wendell to discuss exact sample locations and observe the sub-slab sample ports being installed. Access and other issues at the dry cleaners facility will continue to be worked through the AGs office. Ann Farris
1/31/2008 Update or Other Action Staff received preliminary results from the vapor intrusion assessments at Wendell Avenue in Fairbanks. Permission was obtained to conduct sampling at the Fairbanks Cleaners (former MC Commercial Cleaners) and the two Fairbanks Native Association Buildings: the Hannah Solomon Elder’s Center and the Head Start Facility. Staff is working with OSHA and Department of Health to evaluate these data. Ann Farris
2/7/2008 Update or Other Action Staff have met with both the current and former owner of Fairbanks Cleaner (formerly MC Commercial Cleaners) regarding the results from the vapor intrusion assessments at Wendell Avenue in Fairbanks. They are in dispute over who is responsible for the cleanup. DEC will send a letter to all responsible parties detailing the necessary investigation and stating that this site is a high priority due to the observed concentrations in groundwater and soil gas. Staff is also in communication with Utility Services of Alaska due to the likely impact to the sewer line. Ann Farris
3/25/2008 Meeting or Teleconference Held CS Staff and Steve Ross, from the Attorney General’s office, met with the owner of Fairbanks Cleaner, his attorney, and his consultant regarding the Wendell Avenue chlorinated solvent contamination. We sent Mr. Solin, the current owner, a letter indicating his responsibility in conducting a release investigation. Mr. Solin denys responsibility, but appears to be willing do some site characterization on his property. They indicated they would respond to our letter with their intentions by the end of April. 4/29/2008 Update or Other Action Staff received a response from Mr. Solin's attorney indicating her client could not afford to do any site characterization activities at this time. They indicated they will continue to be cooperative with DEC's investigation and allow access to the property within reason. Staff forwarded this response to the Attorney General's office for advisement. Ann Farris
5/5/2008 Update or Other Action The contract for Oasis was modified to only include the Fairbanks Native Association Buildings in the second round of vapor intrusion assessments along Wendell Avenue. These assessments will be completed this week (May 6th- 9th). Results should be available by the end of the month. No further sampling at the Fairbanks Cleaners is currently scheduled; however Oasis will develop a work plan for a complete release investigation of the area for implementation in the next fiscal year beginning July 1, 2008. 9/29/2008 Site Characterization Workplan Approved ADEC received and approved the Wendell Avenue Areawide Release Investigation Work Plan. OASIS, Inc. will perform the following tasks to investigate the potential sources of chlorinated solvents in the soil and groundwater as well as determine the extent of that contamination: • Install test borings to determine source areas in the vadose zone and detail the extent of impact to groundwater. • Install and sample permanent monitoring wells for long-term monitoring of groundwater contamination. • Evaluate the vapor intrusion pathway at two buildings by collecting exterior soil gas samples. • Evaluate the vapor intrusion pathway at four buildings by collecting interior and exterior air samples. • Assess potential impact to the Chena River by collecting interstitial pore water samples along the south shore of the river. • Use video documentation to assess the condition of the sewer service line at Fairbanks Cleaners. • Support University of Alaska Fairbanks (UAF) personnel with installing instrumentation for additional vapor intrusion assessments separate from those detailed in this plan. 10/1/2008 Update or Other Action ADEC has been denied access to the properties immediately adjacent to the Fairbanks Cleaner to collect sub-slab soil gas and indoor air samples. The potential for vapor intrusion will be assessed through shallow and deep soil gas samples collected on the outer edges of the dry cleaners property and the information will be provided to the adjacent landowners. 10/17/2008 Update or Other Action Field work has been completed on the Wendell Avenue Areawide Release Investigation. The preliminary screening data indicates that contamination may extend to the Chena River and soil gas near buildings may be an issue for vapor intrusion. Preliminary analytical results are expected by mid-November. If laboratory results confirm the screening results, further characterization and source treatment options will be evaluated. Landowners will be notified of the results and a fact sheet will be developed for the public. Ann Farris
2/26/2009 Site Characterization Report Approved Staff received the Draft Release Investigation Report for Wendell Avenue from Oasis Environmental. Results indicate vapor intrusion is occurring at 3 buildings and we are working with the Dept. of Health and the landowners. Exterior soil gas indicate a strong vapor intrusion potential at two other buildings as well. Staff will contact these landowners also. PCE and TCE contamination was found in the surface and subsurface soil throughout the site. Groundwater was impacted above cleanup levels from Wendell Avenue to within approx. 60 of the Chena River. The next work plan will include an evaluation of cleanup alternatives and insurance archeology. Staff is also working with the City and Utility Services for options to upgrade the sewer lines in this area. Ann Farris
5/11/2009 Update or Other Action The final round of air sampling for FY09 in Fairbanks Cleaners will be completed this week in conjunction with sampling by UAF. Ann Farris
8/26/2009 Update or Other Action Data Summary Report received documenting the results of May VI assessment in ES Cleaners, pore water samples at Chena River ad sewer video of east line from the cleaners. Pore water indicates migration to river that needs further evaluation. The sewerline may be an additional release point and VI is still occurring at the cleaners. Remedial action will be evaluated this fall. The owners were notified again. Ann Farris
9/29/2009 Update or Other Action Staff spoke to Mr. Moloney, the owner of the Midnite Mine, regarding the PCE vapors that are outside his building. He does not want sampling done on his property. We have informed him that the indoor air quality in his building has a very high potential of being negatively impacted by the chlorinated solvent contamination detected in the soil immediately outside the building. His lawyers, however, have advised him to not conduct sampling. Given the soil, groundwater, and soil gas concentrations detected near the Midnite Mine, ADEC assumes vapor intrusion is occurring above risk-based levels and will proceed forward with addressing the source area to the extent possible. 10/15/2009 Update or Other Action Source characterization is being completed this week with GPR and soil borings at the dry cleaner. Concentrations are very high close to the building on the west side, indicating the sewer line may not be the primary source and pure product release may have occurred. Drilling to depths of 80 feet will occur in this area and 5 new monitoring wells will be installed, primarily to assess vertical gradients and movement to the river. Ann Farris
12/2/2009 Meeting or Teleconference Held Staff received recommendations from Oasis environmental on how to investigate potential impacts to the Chena River from PCE contamination at 314 Wendell Ave. We held a teleconference with the contractor today to discuss the recommendations and status of overall project. Highlights are: 1. The report summarizing all of the site characterization activities that took place this fall (i.e. source delineation, installation of more nested wells downgradient, GPR work, eastern sewer line inspection, and more vapor intrusion sampling) will be completed in draft by end of January. 2. The Chena River recommendations will be incorporated into a work plan, which will be completed in January as well. 3. A survey of the wells will be completed in December. 4. A summary report of the vapor intrusion data collected in late October will be completed this week. 5. The next vapor intrusion sampling event is scheduled for February 2010. 6. The insurance archeologist is encountering difficulties reaching previous owners and with recalcitrant parties, however work is continuing and he expects to complete his report by end of January. 7. Next steps are to begin the feasibility study, which Oasis expects to do in the next month and have a draft report done by end of February, and to put together an RFP to implement the chena river work plan, which ADEC will need to do upon receipt of the plan. 12/30/2019 Update or Other Action A prospective purchasers agreement was successfully negotiated between the State and a new owner of the property. The new owner will continue to operate a modified sub-slab depressurization system, mitigating vapor intrusion risks, while DEC will decommission and removal the soil vapor extraction system components. 7/21/2023 Document, Report, or Work plan Review - other DEC approved installation of a vapor intrusion mitigation system (concurrent with a chemically resistant vapor barrier) for a new building construction. The system will operate continuously with a radon-away fan and quarterly sampling of indoor air and exhaust vent will occur during the first year of operation. After completing the four quarterly sampling events, alteration in the sampling frequency or system operation, may be requested based on evaluation of vapor intrusion sampling results. DEC also concurred with propsoed soil and stockpile management and agreed it is consistent with previously approved approaches to soil management pertinent to this site. Jim Fish
