Problems/Comments

Site Assessment Phase II sampling found that 4-5,000 mg/kg DRO/RRO was present in soil across the back of the shop in the northwest corner of the property where fuel and equipment were stored. The historical contamination is attributed to incidental fuel spillage and solid waste casually buried in the fill material that was imported to cover native forest soil root layer and muskeg. Concerns about off-site migration to muskeg along north boundary are not supported by results of Phase II sampling and analysis. No floor drains or signs of petroleum spillage are associated with the building. Facility operator Mitkof Logging was under lease by BLM prior to property transfer to State of Alaska. Property known as Falls Creek parcel (land sale contract MHT 0100112) 2.2 acres. Muskeg is anoxic peat soil with intersperced areas of perched ground water and surface water ponds.

The Document contains final sampling locations at the limits of the contaminated soil on the property displayed on a scaled plat map. The remediated and stabilized petroleum contaminated soil is located on the rear half of the northwest corner of the 2.2 acre property extending to an average depth of four feet below ground surface. Beginning at the former fuel storage area southwest of the shop building and continuing behind the building toward the north just beyond the northwest corner of the building where a stretch of clean soil was found; the remediated soil then resumes near the north property line where buried solid waste was recovered. Pursuant to 18 AAC 75.370 (b), none of this soil can be transported to an off-site location without coordinating with the DEC to ensure protection to human health and the environment. Bruce Wanstall
10/7/2005 Conditional Closure Approved NFRAP letter was sent to the land manager; pursuant to 18 AAC 75.370 (b), a property Deed Notice was recorded informing prospective purchasers that if removal of soil from the areas of contaminated soil on the property becomes necessary, DEC must be notified in advance to ensure that final placement of the soil does not violate water quality or petroleum regulations. Description Details
Excavation / Soil Movement Restrictions Concentrations of diesel range hydrocarbons (DRO) and polycyclic aromatic hydrocarbons (PAHs) above the most conservative Method Two cleanup levels for the migration to groundwater pathway remain beneath the generator building and in heterogeneous soil and cobble in the down-gradient spill plume areas designated as SB1 and SB3. The quantity of remaining contaminated soil above Method Two cleanup levels is estimated at 23 cubic yards. If removal of soil from the contaminant plume area of the property becomes necessary the DEC will be notified in advance to ensure that final placement of the soil does not violate water quality or petroleum regulations.
Groundwater Use Restrictions If groundwater well installation on the property is planned, notify the DEC.
Periodic Review Every three years.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
