Problems/Comments

The Alaska Department of Transportation and Public Facilities (ADOT&PF) is planning to construct a concrete floor in the Snow Removal Equipment (SRE) building at the Beaver Airport. During the evaluation of the shop floors, the presence of contamination was identified on the gravel floor of the SRE building at the Beaver Airport. Nortech estimates that less than 1.2 cubic yards of impacted soil remain at the building. Most of the stains on the floor appear to be from hydraulic fluid and diesel.

Action Information

Action Date Action Description DEC Staff
12/16/2003 Cleanup Plan Approved Cleanup workplan approved for the limited soil contamination present in the SRE building. This work will be completed in the summer of 2003 while installing a concrete floor in the building. Deborah Williams
12/17/2003 Site Added to Database DRO and hydraulic fluid contamination. Deborah Williams
12/17/2003 Site Ranked Using the AHRM Preliminary ranking. Deborah Williams
5/2/2005 Update or Other Action Final Field Report for Beaver received by the Department. Approximately 40 cubic yards of contaminated soil was excavated and stockpile on site. There is an estimated 225 cubic yards of POL contaminated soil remaining beneath the SREB floor. Laboratory results from soil remaining in place have maximum concentration of 533 mg/kg DRO. Deborah Williams
4/4/2006 Conditional Closure Approved Soil sampled from the limits of the excavation contained soil contamination up to 550 mg/kg diesel range organics (DRO) and that 225 cubic yards of soil above the most stringent DRO cleanup level of 250 mg/kg might remain in the ground. Site was capped with geomembrane, concrete pad and site is inside the SREB. Shannon Oelkers
4/4/2006 Institutional Control Record Established In accordance with 18 AAC 75.325(i), ADEC approval is required prior to removal and/or disposal of soil or groundwater from this site. Shannon Oelkers
3/30/2011 Institutional Control Compliance Review IC review conducted, PM changed to IC Unit, tickler updated, and periodic reporting requirement added. Evonne Reese
5/27/2014 Institutional Control Update An IC reminder letter was issued to the responsible party on this date. Kristin Thompson
7/15/2014 Institutional Control Update Contacted by ADOT regarding proposed movement and landspreading of a stockpile that has been stored on a liner and covered onsite. This stockpile was mentioned in the 2006 Record of Decision letter and contains about 40 cubic yards of soil. The 2006 letter mentions that the soil was approved for incorporation into base material from the airport apron. Two samples were taken on July 3, 2014 in locations that showed the highest PID readings and were analyzed for DRO and RRO. One of the samples showed concentrations below the cleanup levels for both DRO and RRO and the other sample had DRO levels at 522 mg/kg and RRO at 2930 mg/kg. The cleanup levels being used are Method 1 Category B which is DRO 200 mg/kg and RRO 2000 mg/kg. The proposed location for the landspread soils is not in an environmentally sensitive area and is over 1,000 feet from any surface water or drinking water intakes. Approval was given for this project to proceed. Evonne Reese
8/6/2019 Institutional Control Compliance Review An Institutional Controls reminder letter e-mailed to the responsible party on this date. Mossy Mead
