Problems/Comments

During the removal of a 5,000-gallon heating oil tank located at the Yukon Flats Rural Center in Fort Yukon a leak was discovered. Once removed, the tank revealed eight holes, up to one-quarter inch in diameter. Following removal of the tank, two confirmation soil samples collected from the base of the excavation contained DRO up to 1,290 mg/kg and benzene up to 0.091 mg/kg. Approximately 80 cubic yards of contaminated soil were removed and stockpiled on site. Three stockpile soil samples contained DRO up to 372 mg/kg and benzene up to 0.0246 mg/kg. An estimated 40 cubic yards of contaminated soil was not removed, so as not to threaten the structural integrity of the surrounding buildings. In August 2005, the existing 80 cubic yard stockpile was land spread and the groundwater was analyzed for petroleum constituents. The soil stockpile was spread as a 2 inch layer at the north and western portions of the building at the site. Groundwater samples collected from the former tank excavation at approximately 10 feet below ground surface contained DRO up to 2.2 mg/L and benzene up to 0.0115 mg/L.

According to the report, approximately 80 cubic yards of contaminated soil was stockpiled at the site and Nortech estimates approximately 40 cubic yards of contaminated soil remain at the site under the structure. One groundwater monitoring well was installed in the middle of the excavation and the results indicated 0.0115 mg/l benzene, 2.2 mg/l DRO, ND for toluene, 0.0067 mg/L ethylbenzene, and 0.00221 mg/L xylenes. The stockpile was sampled and field screened. All the samples were below 500 mg/kg so the soil was landspread on-site. Nortech recommends resampling the monitoring well in 2007. Deborah Williams

No drinking water wells exist; instead water is supplied by the City of Fort Yukon. Water is hauled in for sewage. Plans are in the works for the summer of 2009 or 2010 for the school to go on city sewer. UAF is planning to get back to DEC on whether any future drinking water wells are planned to be installed in the future. Grant Lidren

5/6/2009 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed review of the environmental records associated with the Yukon Flats Rural Center Heating Oil Tank (HOT). Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and no further remedial action will be required as long as the site is in compliance with established institutional controls.
