Problems/Comments

Petroleum contamination discovered during removal of two 15,000-gallon underground storage tanks used to heat the school building. The tanks were installed in 1971 and were taken out of service approximately 5 years prior to removal. Sampling results indicate virtually all contaminated soil was removed, however, 800 cubic yards of contaminated soil remain stockpiled on a 10 mil liner at the City of Tanana old dumpsite on the west end of town. Landfarming is the approved method for remediating the stockpiled soil.

12/1/2008 Update or Other Action Received from Independent Consultant Associated an update on the Contaminated Stockpile from Two 15,000-gallon Buried heating Oil Tanks Removal Summer 2006. The City Manager/Administrator indicated that City workers spread the top foot of the stockpile out from the center to get an even layer of soil in the summer 2007. Workers then added approx. 1/2 ton of 20 10 10 fertilizer to the entire pile . No liner is under the spread pile, no odors were detected. Sampling of the soil is planned for the summer of 2009. 12/27/2010 Institutional Control Record Established 1. The existing land-farmed soil located at the old dumpsite must be properly disposed of by July 31st 2011. Any proposal to transport the soil off site requires DEC approval in accordance with 18 AAC 75.325 (i). A brief report including proof of soil transport to an approved disposal facility/location must be provided (i.e. photos or similar). 2. 9/19/2013 Institutional Control Record Removed Landfarmed soil has been moved and is being used in landfill operations. The conditions at this site meet the 2009 closure policy, therefore ICs can be removed. The information included in the 2010 conditional closure decision document is still applicable along with the default requirement of no offsite transport of soil or groundwater without prior approval from ADEC. In accordance with 18 AAC 75.380(d)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment.
