Problems/Comments
The former City Diesel Tank Farm, constructed in the 1970s, historically included two diesel storage tanks (5,300 and 5,700 gallons) and a small pump house. By 2008, the original tanks had been abandoned. and the site consisted of a gravel pad containing a 5,300-gallon diesel tank within a 40-by-50-foot lined and diked area, along with pipeline segments, a fuel pump shed, and a trailer-mounted fuel tank. Strong fuel odors and dark staining were documented within the diked area. Fuel pipelines are present adjacent to the former tank farm on the south side of the road and between the tank farm and school district property. A 2010 Targeted Brownfields Assessment included the collection of eight primary soil samples, one discretionary sample, and one duplicate sample from the Former City Diesel Tank Farm. Exact sample depths were not recorded; however, based on observed permafrost conditions, samples were likely collected no deeper than approximately five feet below ground surface. Permafrost was encountered at shallow depths across the site, generally 1–2 feet below ground surface in vegetated areas and 3–5 feet in disturbed or fill areas. Analytical results from 2010 show diesel range organics (DRO) concentrations exceeding the maximum allowable concentration, with the highest reported level of 17,900 mg/kg. Gasoline range organics (GRO), benzene, toluene, ethylbenzene, xylenes, 1-methylnaphthalene, and 2-methylnaphthalene exceeded migration-to-groundwater cleanup levels. Hydrocarbon contamination was estimated to cover a surface area of at least 2,500 square feet, with the highest concentrations located beneath the former tank farm liner.

| 3/11/2011 | Brownfields Award | DEC received the Final Targeted Brownfields Assessment Report dated February 5, 2011. The former diesel tank farm was constructed in the 1970's and originally contained two diesel storage tanks (5,300 and 5,700 gallons each) and a small diesel pump house. During the time of the site visit, the tank farm was abandoned and the 5,300-gallon diesel tank was remaining on a 40 by 50 foot lined and diked area. Both a strong fuel odor and dark staining were noted within the diked area. Eight primary soil samples, one discretionary sample and on duplicate sample were collected from the Former City Diesel Tank Farm area. Samples were analyzed for GRO, BTEX, DRO, RRO and PAH (from one sample). Concentrations of GRO (up to 3,559 mg/kg), DRO (up to 17,900 mg/kg), benzene (up to 0.247 mg/kg), ethylbenzene (up to 22 mg/kg), xylenes (up to 144.7 mg/kg) exceeded DEC cleanup levels in multiple samples. In addition, toluene, 1-methylnaphthalene (14.1 mg/kg),and 2-methylnaphthalene (10.9 mg/kg) exceeded soil cleanup levels in one sample.
