Problems/Comments

Barrel Bay and Scrap Metal Disposal Area. LF24 and LF26 are often discussed together because they are located adjacent to one another and have geographic and ecological similarities. The LF24/26 sites are located along the southern coast of Shemya Island. LF24 includes 9.8 acres of the intertidal zone and flat lands above the coastal bluffs directly north and west of Skoot Cove. LF24 was used as a disposal area for empty 55-gallon drums, most of which formerly contained fuel. In 1984, the majority of these drums were removed from the island. As a result of this drum removal effort, the hillsides surrounding LF24 became unstable and considerable sloughing occurred. To stablize the area, most of LF24 was covered with large rocks in 1987. Environmental studies have been conducted at LF24 since 1988 to characterize the nature and extent of contaminants. These studies included collecting samples of soil, groundwater, surface water, and sediment. The samples were analyzed for petroleum hydrocarbons, VOC, SVOC, pesticides, PCB, and metals. The selected remedy is Institutional Controls with NFRAP status to be noted in the state land records and Air Force comprehensive map and master plan. A 5-year review will be conducted to ensure remedy is protective, and to evaluate landfill cover, institutional controls, and general site conditions. In addition to ICs, a land survey will be performed and recorded, any uncovered debris will be removed with additional cover placed, and 3 inspections prior to 5-year review. Eareckson AS is situated on Shemya Island, approximately 1,500 miles southwest of Anchorage, Alaska at the westernmost tip of the Aleutian Islands. Shemya Island is part of the Near Islands group of the Aleutian Archipelago. Shemya Island is owned by the U.S. Government and is under the jurisdiction of the United States Fish and Wildlife Service (USFWS) as part of the Alaska Maritime National Wildlife Refuge. The U.S. Army first developed facilities on Shemya Island in 1943 to support operations against the Japanese occupation forces on the nearby islands of Attu, Agattu, and Kiska. In 1954, the site was deactivated, and was turned over to the Civil Aeronautics Authority in 1955. In 1958, the Air Force returned to Shemya Island to support various Air Force and Army strategic intelligence gathering activities. It has remained active in this capacity to the present. In 1995, the station was downsized and reverted to caretaker status and a private operation and maintenance contractor took control of the facility under contract to the Air Force.

The meeting was mainly focused on the metals remaining on-site at the landfills and it was agreed upon that sampling for these metals would occur as part of the long term monitoring program at the landfills in either the summer of 2010 or the summer of 2011. It was also agreed that if there is a risk demonstrated in the next round of sampling then the remedy would be reevaluated at that time to make sure that it is stil protective. Additional capping may be necessary if there is an unaccpetable risk deomonstrated at that time. Jonathan Schick

5/13/2010 Update or Other Action ADEC staff recieved Version 3 of the prefinal Record of Decision for ladnfill sites LF018, LF24 and LF26 in our office on May 13th. 5/28/2010 Update or Other Action ADEC staff submitted comments on version 3 of the Prefinal Record of Decision for Landfill Sites LF018, LF024 and LF026. The comments mostly deal with corrected wording of some stipulations within the Record of Decision, as well as request for additional documentation in some instances. Jonathan Schick
7/16/2010 CERCLA ROD Approved ADEC and the USAF signed a Record of Decision agreeing on the selected remedy for the landfill sites will be Institutional Controls to eliminate the direct contact exposure route and protect the public from exposure to the contents of the landfills. The Record of Decision dealt with sites LF018, LF024 and LFo26. Additional surface soil samples will be collected at the sites to coonfirm that historical metals concentrations were an analtyical error and that the selected remedy is protective. If the results of that sampling shows that there is a health risk associated with any of the sites, the decision reached in this document will be revisited and re-evaluated. Jonathan Schick

The sites that will be sampled within this program include Fire Training Ground 2 (FT002), Landfill 018 (LF018), Landfills 24/26 (LF024 and LF026), Engineered Wetland (SS007), and the Drinking Water Gallery (OT048). 3/1/2011 Report or Workplan Review - Other Contaminated Sites staff submitted a letter to the USAF regarding the Work Plan for Environmental Long-Term Monitoring and Maintenance at Eareckson Air Station sites FT002, SS007, LF018, LF024, LF026, and OT048. The plan details the surface water, groundwater and soil sampling that is scheduled to be conducted this spring. The main issues with the work plan were regarding the Multi-Incremental soil sampling plan for the landfill sites. The proposed decision units were too large and the RP will have to redesign the methodology prior to finalization of this plan. Jonathan Schick
4/11/2011 Site Characterization Workplan Approved Contaminated SItes Staff sent a letter to the Air Force's Remedial Project Manager stating that with the agreed upon changes in the work plan, that it is approved to be finalized and implemented in the field. 7/21/2011 Update or Other Action Contaminated SItes Staff recieved a Draft Report from the Long-Term Monitoring at several sites at Eareckson Air Station. 8/23/2011 Update or Other Action Contaminated Sites Staff submitted a comment letter to the Air Force's Remedial Project Manager for Eareckson with comments on the Draft Report for Long-Term Monitoring at Eareckson Air Station. Our main concerns were regarding the calculation of the surface water quality requirements at the fire training ground site and the metals detections at the landfill sites. ADEC requested that groundwater monitoring be conducted at the landfill sites to determine if the metals detected in the surface soils are migrating to and potentially impacting groundwater. 9/23/2011 Update or Other Action Contaminated Sites Staff recieved Response to comments submitted on August 23, 2011 regarding the Draft Long-Term Monitoring Report for several sites including FT002, SS007, OT048, LF018, LF024 and LF026. Generally the responses were acceptable with the exception of the requested additional sampling for metals detected in the soils at the landfill sites. This scope of work is not sufficient to meet the long term monitoring objectives outlined in the most recently established RODs. 11/14/2016 Site Visit ADEC staff travelled to Eareckson Air Station for 4 days to conduct site visits and become familiar with the ecology and topography of the island. 3/31/2017 Report or Workplan Review - Other The ADEC Contaminated Sites Program approved the Final UFP-QAPP Site Investigation for Perfluorinated Compounds and Long Term Management Studies, Eareckson Air Station. The work plan was approved with the condition that the monitoring program proposed was not sufficient to meet the requirements in the RODs.
