Problems/Comments

Eareckson AS is situated on Shemya Island, approximately 1,500 miles southwest of Anchorage, Alaska at the westernmost tip of the Aleutian Islands. Shemya Island is part of the Near Islands group of the Aleutian Archipelago. The U.S. Army first developed facilities on Shemya Island in 1943 to support operations against the Japanese occupation forces on the nearby islands of Attu, Agattu, and Kiska. In 1954, the site was deactivated, and was turned over to the Civil Aeronautics Authority in 1955. In 1958, the Air Force returned to Shemya Island to support various Air Force and Army strategic intelligence gathering activities. It has remained active in this capacity to the present. In 1995, the station was downsized and reverted to caretaker status and a private operation and maintenance contractor took control of the facility under contract to the Air Force.Shemya Island is owned by the U.S. Government and is under the jurisdiction of the United States Fish and Wildlife Service (USFWS) as part of the Aleutian Islands National Wildlife Refuge. Scrap Metal Landfill. LF28 occupies an area of about 3 acres located adjacent to the active municipal solid waste landfill. It is bordered on the west by a road, and on the east by grass-covered cliffs that slope down to the Pacific Ocean. LF28 was used to dispose of scrap metal and various domestic wastes until 1988. Aerial photographs and historical maps indicate that materials were being disposed of at this site as early as 1971, but the date when the site first started being used in unknown. The landfill was used primarily in the late 1980s when scrap metal was collected and buried there as part of an earlier Air Force cleanup effort. The surface was graded sometime after 1988 and is currently a series of hummocks with broken concrete. Since 1988, environmental studies have been conducted at LF28 to characterize the nature and extent of contaminants. The studies included collecting samples of soil, groundwater, and surface water. The samples were analyzed for petroleum hydrocarbons, VOC, SVOC, pesticides, PCB dioxins, and metals. The selected remedy is Institutional Controls with NFRAP status to be noted in the state land records and Air Force comprehensive map and master plan. A 5-year review will be conducted to ensure remedy is protective, and to evaluate landfill cover, institutional controls, and general site conditions. In addition to ICs, a land survey will be performed and recorded, any uncovered debris will be removed with additional cover placed, and 3 inspections prior to 5-year review.

11/17/2010 CERCLA ROD Periodic Review Contaminated Sites staff recieved a Draft version of the Five-Year Review for Site LF028, a scrap metal landfill on Eareckson Air Station. The landfill was active until 1988. The Record of Decision was signed by the Air Force in January of 2006 and ADEC concurred with its contents in October 2006, though the ROD was not signed by ADEC. This Five-Year Review details the site inspection conducted in the summer of 2010 and the photos indicate that some metal solid waste has protruded through the cap material and should be removed as an action item in the follow-up from this Five Year Review. 12/22/2010 CERCLA ROD Periodic Review Contamianted Sites Staff submitted a letter to the Air Force Remedial Project Manager with comments on the Draft 5-year review document for the selected remedy for LF028. There is some confusion about the association between LF027 and LF028 as they are adjacent ton each other but managed separately. LF027 is under the compliance program and LF028 is manged under the restoration program, though only LF028 is listed as a contaminated site. Solid Waste Division of the ADEC may take over control of this site and the maintainence of the cap and periodic reviews and inspections since there is groundwater monitoring associated with the closure of LF027, but not LF028. 11/14/2016 Site Visit ADEC staff travelled to Eareckson Air Station for 4 days to conduct site visits and become familiar with the ecology and topography of the island. Site visits were conducted to all pertinent sites and meetings were held to with ADEC and USAF to discuss a path forward for the sites. Jessica Morris
