Problems/Comments

The power plant was in operation from the 1950s until the early 1980s. Floor drains from the former power plant discharged to the ground. Pipeline and 10,000 gallon tank also suspected as source of extensive POL soil (10,000 - 25,000 mg/Kg) and groundwater contamination (120 mg/L). Soil contamination estimated at 2000 cubic yards. 1994 bioventing pilot study in place. Located in the old composite building. The site is assigned a HIGH overall risk on the Air Force Relative Risk Evaluation Worksheet dated 8/23/95. The worksheet indicates that both the soil and groundwater are contaminated with DRO and BTEX. The town of Fort Yukon is located downgradient from the site. There is a potential for the contaminated groundwater to migrate toward the city water supply.

10/24/2006 Institutional Control Record Established DEC is issuing a Closure decision for SD03 with the following conditions: 1. The Air Force will maintain the restriction on excavation of soil containing diesel range organics above 250 mg/Kg in the Base Master Plan. Approval for transport or disposal of the subject soil is required under 18 AAC 75.325(i). The placement of any contaminated soil into surface water or at a location where any runoff or leachate could cause a violation of water quality standards is prohibited. 2. The Air Force will perform Five Year Reviews to verify the effectiveness of the restriction on the excavation of the impacted soils until it is demonstrated that all soil is below the 250 mg/Kg level. 3. DEC will maintain a listing of these restrictions in our Contaminated Sites database for the Fort Yukon LRRS, Site SD03, RecKey: 198931X102527. Debra Caillouet
10/24/2006 Conditional Closure Approved Sampling and analysis of the soil in the impacted area was performed in 2005 and indicated that the site was close to the 8,333 mg/Kg DRO level that the Decision Document signed in 2000 stated would be the goal for the bioventing system. Additional samples were collected and analyzed in 2006 based on sampling design developed using Visual Sample Plan with an á error of 5% and a â error of 15% that consisted of 18 sampling locations. Six of these locations were very close to the locations of samples obtained in 2005 and the 2005 data was used along with 12 additional samples obtained in 2006. Utilizing EPA's ProUCL software, the DRO remaining at the site was calculated to be 6733 mg/Kg at the 95% Upper Confidence Level. A cleanup level of 5 ìg/L for benzene in groundwater was also agreed upon in the Decision Document. Groundwater has not been detected at the site since 2000 and when sampled in 2000 benzene was not detected. Debra Caillouet
