Problems/Comments

On 12/6/89 ADEC was informed that the ground surrounding the village utilities diesel tanks had become saturated with fuel. The tank farm consisted of four 5,000-gallon and one 7,000-gallon ASTs. Overfilling and leaks from piping, valves, and couplings were noted. Period of release estimated to have been since August 1988. Village well located within 100 feet of the aboveground storage tanks and gasoline contamination found at the tap. Interim removal actions occurred in July 1991. Drums and contaminated soil was moved and stored at Rock Hill Warehouse. Surface soil in contaminated area was scraped, mounded, and covered with impermeable membrane. Clean back fill was put on top of the area. Later in 1991, a site assessment was conducted and indicated remaining petroleum contamination both at the surface and at depth in the soil. An investigation took place in 2012-13, through EPA's Targeted Brownfield Assessment (TBA) program, at the Rock Hill Warehouse site where excavated contaminated soil from multiple releases from the Tetlin Utilities Tank Farm (Hazard ID 859), and other material, was drummed and stored. The TBA was requested by the Tetlin Village Council. Brownfield file number 230.57.002 was set up to track brownfield project work at the disposal site.

Staff proposes using 470 funds to conduct excavation of the most seriously contaminated surface soils and capping of the immediate area with a suitable geotextile membrane and backfill material available on site. Contaminated soils, numerous drums of mixed petroleum products and water, and others containing as yet unidentified fluids will be stockpiled in a secure, fenced and locked compound to be constructed north of the village. Emergency activities will be followed by a comprehensive site assessment of the contaminated area, and the development of a range of remedial alternatives to be used as the basis for the pursuit of further funding. 7/17/1991 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). VRCA commenced containment activities at the former tank farm and generator facility site. Approximately 35 drums of diesel fuel and water mixture, waste oils, gasoline, and insulation compounds were either transferred to new 55 gallon drums or placed in overpacked drums and stockpiled in a lined, bermed containment facility located in a maintenance building north of the village. Contaminated surface soils were scraped from most of the site and mounded in two of the most heavily fuel contaminated locations. Mounded soils were covered with an impermeable membrane, and scraped areas covered with a geotextile filter fabric. Entire site capped with 12 inches backfill. Former Staff
