SNC List Definition:
The Significant Non-Complier (SNC) List is tool created by the Environmental Protection Agency (EPA) to help State Drinking Water (DW) Programs track Public Water Systems (PWS) that are deemed by EPA to be significantly out of compliance with Safe Drinking Water Act (SDWA) regulations. This list is generated quarterly by EPA based on the PWS information transferred to them from the Alaska’s DW Program database, SDWIS/State.
Starting October 2010 the DW Program will be using the new version of the SNC List developed by EPA. The new version of the SNC List will assign PWS a point total based on violations they’ve received which have not been returned to compliance (RTCd), over the past 5 years. EPA has assigned a point value to each violation with a higher “weight” being placed on health-based violations. In addition to these violations EPA will add the number of years the PWS has been out of compliance to determine the total system SNC score. PWS with a score of 11 or higher are considered a national enforcement priority.
This list is used by multiple agencies such as Village Safe Water (VSW), Municipal Grants & Loans (MG&L), Alaska Native Tribal Health Consortium (ANTHC), Rural Utility Business Advisor (RUBA) Program, EPA, and native health corporations as an indicator of capacity, to determine grant eligibility, and to prioritize enforcement.
Due to the increased focus on the SNC List we recommend contacting the Environmental Program Specialist (EPS) assigned to the area if your PWS is on this list. The EPS can assist in identifying why the PWS is on the list and the steps needed to come back into compliance (i.e. be removed from the list).
