The Charter for Development of the Alaskan North Slope, signed December 2, 1999 is an agreement between the State of Alaska, BP and ARCO which led to State of Alaska support of a merger between BP and ARCO. The Charter as it has come to be known, is unique and includes significant environmental commitments by industry that go above and beyond regulatory requirements. The Alaska Department of Environmental Conservation (DEC) is responsible for overseeing the environmental provisions under section II.A and II.B of the Charter. The Charter’s environmental accomplishments achieved to date are noteworthy: both BP and ConocoPhilips moved ahead of regulatory schedule to employ a state-of-the-art fleet of double-hulled vessels to ensure safe transportation of Alaska’s crude oil; industry financed special research projects to advance oil spill response efforts; and significant efforts were made to cleanup abandoned contaminated sites, remove abandoned drums, and close drilling reserve pits on the North Slope. While all of the Charter’s monetary environmental commitments were met as of 2010, other environmental commitments continue for the life of the agreement. These ongoing commitments include further clean up of abandoned drums; continued participation by Alaskan North Slope producers in the spill response cooperative, Alaska Clean Seas; ensured attention to corrosion monitoring of North Slope pipelines; and continuing efforts to maintain one of the world’s best ship-escort response-vessel systems for Prince William Sound.
