Overview
The programs of the Spill Prevention and Response Division (SPAR) address different aspects of the mission to protect public safety, public health and the environment by preventing and mitigating the effects of oil and hazardous substance releases and ensuring their cleanup through government planning and rapid response.
The Contaminated Sites Program (CSP) oversees cleanup of contaminated soil and groundwater to a level protective of public health and the environment.
The Industry Preparedness Program (IPP) works to ensure that industry prevents spills and is fully prepared materially and financially to respond to spills.
The Prevention and Emergency Response Program (PERP) prepares for, prevents, responds to and mitigates the effects of oil and hazardous substance releases.

PERP | Response | Spill Cleanup Plan Approval: A responsible person shall investigate, contain, and perform cleanup of a sudden or recent discharge or release of hazardous substance in consultation with the department and use cleanup methods approved for that site. Approval includes treatment or disposal of the contaminated equipment, materials, soil and water collected. | Contact DEC by phone when reporting spill, approval may be verbal or in writing. | Anyone cleaning up an oil or hazardous substance spill which has been referred to the contaminated sites program for cleanup, risk reduction or long-term management. |
