Site Narrative

The Organized Village of Kasaan (OVK) requested DBAC services to conduct assessment activities at a former residential property that they purchased in 2011. The intended reuse of this site is for the cultivation of native berry-producing plants as well as parking and trails to support their Discovery Campus. The residential structure and associated heating oil tank were removed in 2011 and stained soil was noted to be present.

In FY19, DEC conducted assessment activities through the collection of soil and groundwater samples at the area of stained soil as well as a down-gradient location near the beach where debris had been dumped. Petroleum-contaminated soil was found to be present at both the former residence and downgradient location and a localized area of petroleum-contaminated groundwater was found to be present at the former residence.

In 2020, OVK applied for additional DBAC services to conduct cleanup activities of the property, which were awarded. DEC conducted site cleanup activities between November 2020 and January 2021, removing an estimated 369 tons of contaminated soil from the property and transporting off-site for proper disposal. In addition, DEC installed a long-term groundwater monitor to track levels of naphthalene until cleanup levels are attained.
