The Contaminated Sites Program (CSP) within the Department of Environmental Conservation (DEC) has reviewed and approves your work plan "Concentrate Recovery and Recycling Plan DeLong Mountain Regional Transportation System, Alaska" (PDF 2.67M) dated June 14, 2002. The work plan was prepared by your environmental consultant Exponent and submitted to CSP via e-mail. The final work plan addresses verbal comments that I provided to you on June 12, 2002 regarding a draft of the work plan.
While CSP approves the work plan, as we have previously discussed, DEC has not yet established cleanup levels at this site. Therefore, it may be possible in the future that concentrations of metals, e.g., zinc, in the road may be elevated above either the default (Method 2) or an alternative cleanup level (ACL) established for this site. The CSP will continue to work with you on a timely manner during the risk assessment process to determine cleanup levels that are protective to human health and the environment.
As we also discussed, neither the subject plan or the previous road sampling plan (PDF 691K)addresses the shoulders of the road. During the meeting on June 12, Mr. Larry Hartig noted that Teck Cominco will be addressing this issue in the near future. Please submit all such future characterization work plans to my attention.
