Spill Response Exercise Improvements
The Alaska Department of Environmental Conservation (ADEC) is working on improvements to the Spill Response Exercise Program. The goal of this effort is to improve the program to better serve the needs of regulators, regulated operators, spill response organizations, and other stakeholders, while maintaining or improving the state of oil spill response readiness within the State of Alaska.
In the spring of 2016, we solicited and received comments on a draft whitepaper on response exercise improvements.
In November 2016, we embarked on a stakeholder outreach effort to further collaborate with the response community. We conducted an on-line survey in November, 2016, and two web-based visioning sessions in December, 2016. Over 90 stakeholders completed the on-line survey and over 60 stakeholders participated in the visioning sessions. Combined, these two techniques provided ADEC with tremendous stakeholder input needed to begin building our new Response Exercise Program framework. We are very appreciative to those who took the time to participate in the survey and visioning sessions.

On April 18, 2017, more than 80 participants attended the Response Exercise Improvements Workshop. ADEC presented a framework for the direction of the Response Exercise Improvements Project. The presentation included a summary of the input received to date and an introduction to the preliminary decisions made by ADEC. The workshop concluded with a Homeland Security Exercise and Evaluation Program (HSEEP) presentation and exercise. End of summer 2017 - Target Timeframe for Release of Draft Exercise Guidance Document
A draft of the exercise guidance document will be released for stakeholder comment. We anticipate the guidance document will include: ADECís Statutory and Regulatory Foundation; ADEC Roles and Responsibilities; Exercise scheduling; and an exercise management and planning process based on HSEEP. HSEEP provides a common methodology for planning, conducting, and evaluating exercises, including improvement planning.
End of calendar year 2017 - Target Timeframe for Release of Final Exercise Guidance Document
ADEC will review the comments provided on the draft guidance document and incorporate them, as appropriate, into the final guidance document.
