The Trans-Alaska Pipeline System (TAPS) Unit is part of the Trans-Alaska Pipeline System, Financial Responsibility & Prevention Initiatives Section.  There are two primary functions of this Unit:  The DEC Liaison Officer to the Joint Pipeline Office (JPO) coordinates within State and federal agencies of the JPO to ensure DEC’s Air, Water, and Environmental Health oversight is accurately understood and coordinated within the complex multi-jurisdictional authorities represented at the JPO.  DEC’s two Plan Review staff work closely with State and federal agency representatives to assure coordinated review and approval of the TAPS Pipeline and VMT Oil Discharge Prevention and Contingency Plans. In addition to this the Plan Review staff  work with the public, conduct inspections and jointly participate in exercises to ensure compliance with plans.
