APDES Capacity Building

With combined efforts from the Environmental Protection Agency (EPA), the Department of Environmental Conservation (DEC) has built on existing permitting and inspection experience to build capacity for the Alaska Pollutant Discharge Elimination System (APDES) program. DEC developed a Capacity Building Plan to outline the past, current, and future capacity building strategies with specific goals in the areas of permitting, compliance and enforcement, staffing, recruitment and retention, training, and professional development.

The Plan was complemented by biannual summaries, updated by July 31 and January 31 of each year, until full authority to administer the APDES Program transferred to the state of October 31, 2012. The final Capacity Building Summary will detail efforts conducted during the period from July 1, 2012 to October 31, 2012
