EDMS Anchorage Airport General Permit (ANC-GP) No Exposure Certification (NEC)

Instructions to complete application for the No Exposure Certification (NEC) for Exclusion from APDES Ted Stevens Anchorage International Airport General Permit (ANC-GP) Stormwater Permitting using EDMS.

Contact Information

Enter the legal name of the person, firm, public organization, or any other entity that operates the facility described in this certification. The name of the operator may or may not be the same as the name of the facility. The operator is the legal entity that controls the facility's operation, rather than the plant or facility manager.

Enter the telephone number of the facility operator.

Enter the email address of the facility operator.

Enter the mailing address of the operator (P.O. Box numbers may be used). Include the city, state, and zip code. All correspondence will be sent to this address.

Facility Information

Indicate whether the facility has been previously covered by an APDES DEC permit. If “Yes” enter the permit authorization number that the facility was covered under.

Enter complete street address, including city, state, zip code, and county or similar government subdivision of the facility. Do NOT use a P.O. Box. If the facility lacks a street address, indicate the general location of the facility (e.g., Intersection of State Highways 61 and 34). Complete facility location information must be provided for permit authorization to be granted.

Select correct borough for facility location.

Enter the latitude and longitude of the facility in decimal degrees format with up to 6-digit accuracy. You can obtain your facility's latitude and longitude through Global Positioning System (GPS) receivers, internet map service, U.S. Geological Survey (USGS) quadrangle or topographic maps, or EPA's web-based siting-tools, among other methods. For consistency, DEC requests that measurements be taken from the approximate center of the facility.

Select the method used to determine geographic coordinates.

Select the North American Industry Classification System code (NAICS) that best describes the primary activity your facility is primarily engaged as defined in MSGP Appendix D.

Select the Standard Industry Code (SIC) code that best describes the primary activity your facility is primarily engaged as defined in MSGP Appendix D.

Enter the estimated area of industrial activity at your facility exposed to stormwater, in acres. Indicate to the nearest tenth of an acre. Note: 1 acre = 43,560 sq. ft.

Identify the type(s) of category of Operator.

Identify Type(s) of Activities at the facility.

Select “Yes” or “No” as appropriate to indicate whether you have paved or roofed over a formerly exposed, pervious area (e.g., lawn, meadow, dirt, or gravel road/parking lot) to qualify for no exposure. If yes, also indicate approximately how much area was paved or roofed over and is now impervious area.

Exposure Checklist

Select “Yes” or “No” as appropriate to describe the exposure condition at your facility. If you answer “Yes” to ANY of the questions, (1) through (11), in this section, a potential for exposure exists at your facility and you cannot certify to a condition of no exposure. You must obtain (or already have) coverage under an APDES stormwater permit. After obtaining permit coverage, you can institute modifications to eliminate the potential for a discharge of stormwater exposed to industrial activity and then certify to a condition of no exposure.

This step allows you to review the form to confirm the form is populated completely and accurately, prior to certification and submission.

This step allows you to certify the form as complete and accurate and to submit the form to DEC for review and processing.

At the time of submission, it will be transmitted to DEC and it will become part of the public record.
