Problems/Comments

Hydrocarbon soil contamination at abandoned tank farm. The highest extractable petroleum hydrocarbon (EPH) concentrations in all borings were obtained at the water table 13 feet below grade. Samples from below the water table (14 to 15.5 feet) contained EPH concentrations ranging from 13 to 71 milligrams per kilogram (mg/kg). Samples collected above the water table in all borings ranged from 460 mg/kg at 2.5 - 4 feet to 1,700 mg/kg at 8 - 9.5 feet.

Request that Hilcorp provide an assessment of the site, including groundwater flow characteristics. Include a narrative site history. The assessment should be written with enough detail to support a closure decision. Are the remaining wells in a location that is representative of historical groundwater impacts? What are the current operation conditions at the pad? Evaluate the site and determine if additional investigation is necessary to close the site with confidence. It may be important to explore deeper into the aquifer to determine the vertical extent of contamination at this site. Peter Campbell
8/3/2023 Workplan Requested The property in question is owned by the Kenai Peninsula Borough. The monitoring wells sampled indicate that groundwater contamination has attenuated over time. To close this site, Hilcorp should assess the source area to assure that contaminated soils or groundwater are not present. Hilcorp will submit a work plan to assess the site. If the site is free of contamination below cleanup levels, prepare a detailed site history to document the site conditions for closure. Peter Campbell
8/22/2023 Meeting or Teleconference Held The property is owned by the Kenai Peninsula Borough. One soil boring will be installed in the source location. Soil samples will be collected from the smear zone and from the location with the highest PID result. If there is evidence of subsurface contamination, a temporary well will be installed. Soil and groundwater samples will be analyzed for GRO, DRO, BTEX, and PAHs. If the source boring is clean, Hilcorp can move the site towards closure. Peter Campbell
