Problems/Comments

15 leaking drums containing used motor oil and possibly hazardous waste. Amount, extent, and type of contamination unknown. Impact to human health unknown. ADEC visited the site 8/25/89. 15 drums removed from site by APC, however, two more were discovered. Kenai River Realty and Investments, Inc. last known agent for HUD. 8/28/1989 Notice of Violation Need workplan detailing cleanup and disposal methods for the 15 drums + following removal of drums to remove all oil saturated soil and dispose of in an approved manner-to be included with workplan. Jane Tonkin
9/12/1989 Update or Other Action (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Kenai River Realty contracted Northern Test Lab to sample drums and do composite sample of the soil. Alaska Pollution Control to handle the disposal of wastes. They received OK from HUD to go ahead. 9/26/1989 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). Northern Test Lab found lead ranging from 423ppm-689ppm > allowable limit and recommended 2 phase approach- drum removal and site assessment and removal of contaminated soil surrounding drums. Jane Tonkin

7/5/1990 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). Per phone conversation, Alaska Pollution Control removed 15 drums exact date when done unknown. 2 more drums found when drums were sampling drums, waste oil and soil. Soil excavation still needed. 3/9/2005 Site Closure Approved Reviewed file. From notes and data, site was cleaned up to less than Table B cleanup levels. Final report and post treatment report missing, but telephone conversation notes confirm that cleanup is complete. Risk to human health and the environment is minimal. Donald Seagren
