Problems/Comments

380 gallons 22 Baume' hydrochloric acid spilled on 12/5/89, reported 12/11/89. Storage tank is in bermed enclosure. While offloading to storage tank, weld leaked causing spill. Oily waste complaint 6/4/90. Soils excavated. Stockpiles moved off site. Extent of remaining contamination unknown. Site assessments found contamination from several spills that happened during the operation of the Halliburton facility. HCL spill on concrete pad was soaked up with sorbents, they neutralized what had spilled on ground to pH of 10. Halliburton Services contact: Mr. Jim Givens. Halliburton Services has moved operations from 240 Trading Bay Drive to Mile 16.2 North Kenai Road. Mailing address for Joe Rouswell, Operations Supervisor, is P.O. Box 637, Kenai, Alaska 99611. 6/11/1992 Update or Other Action Excavation of contaminated soils, identified by the phase I and II site assessments, were initiated on June 11, 1992. Contaminated soils were identified during the excavation with the use of an on-site laboratory which tested for total petroleum hydrocarbons (TPH) using EPA test method 418.1. Once the excavation of contaminated soils were thought to have been complete or if stopped by physical constraints of gas lines or building foundation, then confirmation sampling was conducted and soil samples were sent to a lab for analysis. The test results and report on the excavation were received from CH2M Hill on October 22, 1992. The report was reviewed and a letter was sent on November 6, 1992 to Halliburton requesting further remediation of the remaining adjoining site to the south-west where the contamination had migrated. As of December 8, 1992 there has not been a reply from Halliburton. The contamination from this site has migrated onto the property owned by Jim Dowle, Weaver Brothers, Inc.; P.O. Box 2229; Kenai, Alaska 99611. The legal description of Mr. Dowle's property is Lots 5 and 6, Block 4, Cook Inlet Industrial Air Park, Kenai, Alaska. Halliburton has signed an agreement with Mr. Dowel to allow contamination on Mr. Dowle's property on July 7, 1992. The contamination found during the site assessments and excavation samples was mostly diesel with some BTEX contamination. The excavated contaminated soil was transported to the Halliburton site in Nikiski, Alaska where it is being treated by bioremediation. The excavation of the Halliburton site in Kenai was back filled with clean soil. The first batch of remediated soil meeting Department cleanup guidelines was completed and the remediated soil was spread on the Halliburton site at Nikiski in October 1992. The second batch of contaminated soil was placed in bio-treatment cell for treatment which will start when the weather warms in the spring. Bryson Twidwell

8/5/1993 Update or Other Action (Old R:Base Action Code = RAU - Remedial Actions Underway (General)). The last half of the stockpiled petroleum contaminated soils are being bioremediated. The estimated amount of soil being remediated is approximately 3,500 tons. Part of the contaminated soils were used for making the parking lot at the Halliburton- Nikiski facility. Bryson Twidwell

10/14/1993 Site Characterization Workplan Approved (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)) (Old R:Base Action Code = CORR - Correspondence (General)). Halliburton submitted a site assessment plan for the property to the south-southwest, Weaver Brothers Trucking, Jim Doyle, owner on October 4, 1993. Also sent was a CH2M Hill report, dated 12/22/92 that clarified some of the closeout sampling for the Halliburton property in Kenai. The department approved the Weaver Brothers site assessment plan on October 14, 1993. The Halliburton property still has contamination remaining in some areas where they were unable to excavate due to physical constraints like buildings and gas mains. Bryson Twidwell

12/16/2004 Update or Other Action Reviewed the long-term monitoring report for 2004. All the contaminant levels are below the alternate cleanup levels established for the site. Three monitor wells (MW-8R2, MW-15 and MW-7R) continue to have diesel contaminant levels exceeding Table C cleanup levels. There are spots of contaminated soil around piping and utility right of ways that exceed cleanup levels. The soil contamination is in a layer about 8' to 9' below ground. It diminishes rapidly below that layer. Still waiting for the Deed Notice to be filed. A no further action decision is possible, with full site closure when data demonstrates that soil and groundwater contaminant levels are below Table B and Table C cleanup levels. Donald Seagren
1/26/2005 Conditional Closure Approved Analytical data has shown that the soil and groundwater contaminant levels meet the alternate cleanup levels in the Record of Decision. Annual groundwater monitoring will be continued. Should the remaining contaminated soil become accessible, or if contamination poses a risk to human health or the environment, additional assessment &/or corrective action will be required. Item 4 required annual LTM, a reduction from current quarterly sampling, to establish that the contaminant plume is stable or decreasing. At the end of two years the data will be reviewed to establish trends to either terminate, or continue LTM. Alternative is to scrap NFRAP and require active soil and GW remediation. 1/26/2006 Update or Other Action Telephone call with Liz Shen of GeoEngineers to discuss closure strategy for the site. Final decision will come after ADEC's review of the ground water monitoring program summary report. If data demonstrates that the GW contaminant plume is stable or decreasing, and residual groundwater contaminant levels are below ADEC cleanup levels, the GW monitoring program may be closed and some or all MWs allowed to be decommissioned. Soil contamination exceeding cleanup levels still exists on the property. Full site closure requires data showing that soil and GW meets cleanup levels. 9/26/2006 Long Term Monitoring Complete Reviewed the report on 05 & 06 groundwater monitoring events. All contaminant levels in all MWs sampled are below site specific ACLs established in the ROD. The data shows that the contaminant plume is stable and not migrating. Approval to discontinue the LTM program is approved. Should evidence show that there is a risk to human healeth and the environment in the future, re-establishment of the LTM &/or other corrective measures will be required. If the remaining contaminted soil becomes accessible, corrective actions must be taken at that time. Full site closure will be approved when data shows that the soil and groundwater meet the applicable cleanup levels in 18 AAC 75. Donald Seagren
