Problems/Comments

Approximately 127,000-166,000 gallons of diesel #2 spilled on January 15-16, 1990 at Trident's tank farm in Sand Point. Spill impacted approximately 4.5 miles of ocean shoreline. Also it contaminated soils on slope between the tank farm and the ocean. No known human health impact. Bolsing lime process used to encapsulate tainted soils. Sand Point is located on Popof Island in the Shumagin Islands, Aleutian Islands. Contact: Mr. Paul C. Padgett, 383-4848. Last staff assigned was Dronenburg.

1/16/1990 Interim Removal Action Approved (Old R:Base Action Code = SC - Site Control (Emergency Response)). Spill discovered by Trident personnel at about 8:00 AM 1/16/90. Fuel escaped from the containment dike through and around pipes penetrating the dike. The fuel originated from the upper 370,000 gallon tank. Apparently fuel from an upper tank overfilled a lower tank, discharging fuel from the lower tanks overfill relief pipe. Trident personnel began pumping pooled product in the dike area into an empty tank. Seepage of product through the dike was observed. An estimated 6,000 gallons of product was recovered. A containment berm was deployed at the breach on 1/16. By 1/21/90 beach cleanup had produced 1,850 (25 pounds) plastic bags with oiled sorbent pads and shore debris. (16) 55 gallons drums of oil/water mixture wrung from sorbent pads. A make-shift oil/water separator was installed to deal with the rainwater accumulating behind the dike. Fuel was collected off the water surface using sorbent pads. Product tainted debris was stored on and covered by a reinforced plastic membrane. 2/5/1990 Notice of Violation Letter to Trident requesting corrective action to contain/cleanup contamination was issued. Former Staff
4/23/1990 Update or Other Action (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Plan for site closure. Proposed that heavily contaminated soils outside the berm on slopes that should not be disturbed, be treated in-situ. Excavated tainted soils and shredded cleanup debris are to be encapsulated with using a modified line technique. The encapsulated material will be tested for TCLP benzene/25 yards of treated material. Pending test results, the treated soils will be placed on and covered by a HDPE, petroleum resistant liner within the contaminant dike area. Bolsing lime fixation process. ADEC completed its review of the workplan on 7/3/90 and responded with specific items still to be addressed. RPCON, Sound Environmental Services, responded on 7/11/90 with a revised workplan. 7/18/1990 Site Characterization Workplan Approved In a letter dated 7/18/90, the ADEC was in basic agreement with the revised work plan of 7/11/90. ADEC would prefer piping go over the dike rather than through the dike. Former Staff

Treated material (Bolsing Process) has been placed and compacted on liner within the containment dike. Installation of top liner not installed due to weather conditions. All liner activities completed; 19 vents installed; boots installed for pipe penetration. Palco Linings, Inc. signed off. Conducted weld and tank bottom inspections on Tanks #6, 9, and 10. Inspection uncovered deficiencies; repairs currently (12/6/90) being made. A severe storm damaged the liner after installation. Need to repair 500 lineal feet of liner and replace all pipe penetration boots. Former Staff
