Problems/Comments

Old power plant that is no longer used. Contamination is due to power generating activities and handling of petroleum products. Petroleum hydrocarbons are migrating by surface water pathways and being discharged into Womens Bay via the storm sewer system that drains the old power plant area. Adjacent to and downhill from Site 17. 5th Street also known as Cape Spence Street. Last staff assigned was Patrick-Riley.

1/19/2006 Meeting or Teleconference Held Contaminated Sites staff participated in a Kodiak Island Borough Assembly meeting to discuss the recent documents available for the review and the field work the COE will be doing this summer in the island. The COE and DEC were interviewed on public radio to discuss the Kodiak projects and overall contaminated site cleanup process. There was also a public open house to give community members the opportunity to bring up concerns and ask questions in person. As typical for Kodiak turn out was light Janice Brinck
3/16/2006 Update or Other Action Contaminated Sites staff reviewed a Supplemental Corrective Measures Study, PCB removal Report and a Groundwater Monitoring Report for Site 23 on the Coast Guard Base in Kodiak. Site 23 was the power plant for the base from 1940’s to 1978. A PCB cleanup on the west side of the building has removed about 400-tons of soil over action levels. Low level PCBs have been detected in surface soils and sediment downgradient of the former power plant. Aroclor 1260 has been detected in groundwater in five monitoring wells below cleanup levels. Diesel Range Organics (DRO) is present in groundwater above cleanup levels in wells near the building Jeff Brownlee

9/14/2006 Update or Other Action Contaminated Sites staff reviewed a Land Use Assurance Plan for Environmental Activities for the U.S. Coast Guard Base in Kodiak. The document outlines a plan to track institutional controls (ICs) at the various contaminated sites on base. There are currently about fifteen sites on base with institutional controls. The plan objective is for the Coast Guard Environmental Section to screen contractor and other activity such as above or below ground construction, well drilling, etc. against the sites listed in the plan. Work can then be tailored to meet any existing ICs Jeff Brownlee
9/19/2006 Update or Other Action Staff participated in site inspections at several Formerly Used Defense Sites and Coast Guard sites at Kodiak. The EPA and Coast Guard also participated in the inspections. Remedial actions were being conducted at Drury Gulch, Airport Staging Area Fire Training Pit and Building A-711. The team spent a fair amount of time going over historic data with the contractor for the PCB cleanup at Drury Gulch. We also observed a test run of direct push sampling using a Geoprobe rig at the gulch for sampling data gap areas that were erroneously backfilled due to an extraction method error at the lab Jeff Brownlee
3/15/2007 Update or Other Action CS staff reviewed a Polychlorinated biphenyl (PCBs) characterization report for the Old Power Plant (Site 23) on the Coast Guard Base in Kodiak. PCBs were detected in surface soil above the cleanup level of 1 mg/kg. Subsurface samples were clean, but sampling was limited in some areas due to utility set back requirements. An estimated 425 cubic yards of PCB impacted material needs to removed from several areas near the building. Groundwater monitoring doesn’t show any impacts from PCBs Jeff Brownlee

8/12/2008 Site Visit Contaminated Sites staff conducted site inspections with the EPA and Coast Guard at several Formerly Used Defense Sites (FUDS) and Coast Guard sites on Kodiak Island. Field work had been done this season at Building A-711, Building A-141, Drury Gulch, Airport Staging Area, and the Site 3 Laundry. PCB and TCE soil removals have been completed at Drury Gulch and the contractor is working on the cap over the entire gulch and the drainage channel realignment. The biosparging pilot study at the Fire Training Pit is being evaluated and the cleanup team has decided to go back to the feasibility study and consider other remedial alternatives for the site Jeff Brownlee

11/16/2009 Document, Report, or Work plan Review - other ADEC received and reviewed the June 2009 Quarterly Groundwater Sampling and Analysis Report. Groundwater from eight monitoring wells were sampled as part of the semiannual monitoring effort as required under the USCG-Kodiak EPA RCRA permit. Two monitoring wells exibited total PCB concentrations above the marine surface water screening level, but below the ADEC groundwater cleanup level. Three PAH compounds - benzo(a)pyrene, benzo(b)fluoranthene, and dibenzo(a,h)anthracene were detected above the respective ADEC groundwater cleanup levels in June 2009. Curtis Dunkin

6/16/2021 Site Characterization Workplan Approved ADEC participated in a comment resolution meeting with the USCG project team on May 20, 2021 for the draft 2021 OPC/FRC Sampling and Analysis Plan; and after which ADEC received and reviewed revised responses to comments from the USCG. The USCG's primary work plan objectives involve focused geotechnical and environmental characterization activities to facilitate the development of an environmental management plan that will support the implementation of the prospective OPC/FRC construction project. ADEC completed its review of the revised responses to comments as well as the revised redline and final versions of the work plan and submitted written approvals of the documents to the USCG and project team, including approval for the USCG to implement the plan in the field. The report detailed results from soil borings, temporary and permanent monitoring wells, and sediment borings to support the design and construction of an Offshore Patrol Cutters and Fast Response Cutters Homeport. One onshore soil sample and one sediment sample showed DRO above MtG CULs, and the temporary MWs were not developed or screened and showed exceedances of DRO, RRO, chloroform, lead, and mercury. 7/29/2022 Site Characterization Workplan Approved DEC issued approval to the U.S. Coast Guard for the "Final (Revision) Supplemental RCRA Facility Investigation/Uniform Federal Policy for Quality Assurance Project Plan, Site 23 Old Power Plant, RCRA Solid Waste Management Unit, U.S. Coast Guard Base Kodiak, Kodiak, Alaska” revised July 2022. The document describes proposed sampling of soil, sediment, groundwater, and surface water for contaminants including diesel range organics, residual range organics, volatile organic compounds, polycyclic aromatic hydrocarbons, and polychlorinated biphenyls as part of determining nature and extent of contamination at Kodiak’s Site 23. The sampling is intended to evaluate the potential for impacts from contamination migrating through groundwater to Inner Women’s Bay. Melinda Brunner
