Problems/Comments

ADEC received information on this site in November of 2004. In August 2000, Shannon & Wilson was hired by the current owner to field screen the indoor air at the subject property. The owner stated that the occupants had detected fuel odors throughout the house since about 1990 or 1993. The indoor odor was apparently strongest near the laundry room, where access to the crawl space is located. Heating oil for the residence is stored in a 1000-gallon buried tank on the south side of the house; the furnace is in the northwest corner of the garage. The supply and return lines run within the crawl space along the wall adjacent to the attached garage. In about 1993 a cracked fitting on the supply line near the northeast corner of the crawlspace was repaired. In August 2001, Bryan Borjesson performed an assessment of the residence and provided corrective action recommendations. During that time, approximately 20 cubic yards of soil were removed from an approximately 10- by 15-foot area by 4 feet deep near the northeast corner or the crawlspace adjacent to the garage. Three layers of perforated pipe and clean soil backfill were placed in the excavation. The top pipe layer was set on the ground and covered with plastic sheeting. The piping was connected to a blower motor that exhausted air from the soil to the outside. The final disposition of the 20 cubic yards of contaminated soil is unknown.

In the event the SVE system is shut off, the indoor air pathway shall be re-evaluated. In accordance with 18 AAC 75.325(i), ADEC approval shall be obtained prior to removal and/or disposal of soil or groundwater from this site to an off-site location. The on-site drinking water well will be sampled in the summer of 2005 and analyzed in accordance with Environmental Protection Agency (EPA) Method 524. The chemicals of concern in future sampling events shall be determined based on 2005 sample results. In accordance with 18 AAC 75.380(d)(1), additional investigation and cleanup may be required if new information is discovered which leads the ADEC to make a determination that the cleanup described in this decision is not protective of human health, safety, and welfare or the environment.
