Problems/Comments

Lease tract has history of reported and unreported oil spills and also potential dumping of solid wastes. Fuel storage and dispensing activities resulted in diesel contamination in large portions of the pad and petroleum contamination appeared to be migrating from the pad into the surrounding tundra during a site visit in 2009. Corrective action is underway at the site including the installation of a barrier liner and the excavation and treatment of contaminated soil via landfarming.

Soil samples indicate TPH up to 5000 mg/Kg and Arsenic up to 15 mg/Kg Borings advanced throughout pad. No base map and sample location map to identify exact location of samples. 10/15/1997 Update or Other Action Environmental Investigation report submitted by Oil Spill Technology, Inc dated and recieved on this date. Visual inspection of area indicate potential areas of contamination around fueling area and the fuel storage area as well as 15 minor soil stains around perimeter of gravel pad. 44 test holes, three to six feet deep, were screened with PID. The 8 highest were sent to the lab for analysis. Lab results indicate DRO up to 4220 mg/Kg, GRO up to 341 mg/Kg, and total BTEX up to 59.2 mg/Kg. Grant Lidren

The site characterization activity shall identify the nature and extent of contamination in the fuel storage area and that information shall be submitted to the ADEC for review prior to determining additional work under the Site Cleanup Agreement and Release document." 8/21/2003 Update or Other Action Letter from FESCO attorney (Susan Reeves) regarding difficulties gaining access to the site from the lessee (Bernie Karl). FESCO has reportedly spent $81,362 to date on their $200,000 obligation. They propose to submit the balance ($118,638) to the State (DNR or DEC) in order to fulfill the commitment in the 2001 agreement. AG Cam Leonard will draft a response proposing FESCO submit $$ to DNR. DEC could then work with DNR to ensure the site investigation continues. Jim Frechione

11/20/2006 Meeting or Teleconference Held ADEC (Frechione) and ADNR (Menefee; Fogels and Menge) met with Bernie Karl to discuss cleanup of the Frontier Equipment Pad. It was agreed that the fuel storage area to be addressed under the FESCO agreement should continue. There is $118,000 remaining from the agreement to be used for cleanup. All parties agreed that the tanks need to be moved; the soil sampled and impacted soil excavated and treated. Mr Karl indicated he could do the work cheaper than others and wanted to discuss how this could be accomplished. ADNR will evaluate contractual requirements prior to a decision. Jim Frechione
12/1/2006 Update or Other Action Letter sent from ADNR to Bernie Karl detailing the agreement made during the 11/20/06 meeting. The activities noted above; tank removal, cleaning, excavation and treatment of contaminated soils are the focus of the agreement and are considered Phase I of the cleanup. Mr. Karl is interested in moving forward with investigation/remediation at the site and ADEC will work with ADNR and DOL to prepare a COBC outlining Mr. Karl's responsibilities at the site. Mr. Karl will be hiring a consultant with the objective of investigating contamination at the former drum storage area, removing contaminated soil from former fuel storage areas and installing a vertical barrier liner to inhibit ongoing transport of contaminants off site to the surrounding tundra. 12/2/2010 Cleanup Plan Approved ADEC submitted comments to the Draft Corrective Action Plan for Frontier Base Camp which were addressed in the Final, submitted December 2, 2010. Corrective action at the site will include the installation of a vertical barrier liner (VBL) around the perimeter of the pad, excavation and landfarming of approximately 35,000 cy of contaminated soil from 5 areas, and additional characterization at locations identified during previous investigations. The VBL will be installed in Spring 2011 prior to commencement of excavation activities. The five planned excavation areas A-E correspond with areas found to be contaminated during previous investigations. Excavated soil will be landfarmed on the eastern portion of the pad and then used as backfill in open excavations once it has been treated and DRO concentrations are below 500 mg/kg. It is anticipated that excavation will proceed to the maximum recommended depth of 0.5 feet below tundra grade after which composite confirmation samples will be collected from the floor and sidewalls. It is also anticipated that it will take 2-3 years to complete the excavation and landfarming effort. Bill O'Connell

5/12/2011 Update or Other Action Based on schedule proposed by Alaska Frontier Construction, the date for the installation of the vertical barrier liner has been extended from June 30, 2011 to December 30, 2011. The liner will be installed in two phases beginning in June 2011. Excavation and landfarming are anticipated to begin in 2012 after equipment is removed from the pad. Bill O'Connell
3/13/2013 Document, Report, or Work plan Review - other Reviewed 2012 Frontier Pad Field Summary Report. Activities conducted in 2012 included excavating and landfarming soil from Area E, excavating test pits at Area E to evaluate the extent of contamination, and segregating and landfarming soil generated during the installation of the vertical barrier liner. Area E is located to the east of the Former Fueling area and Former Fuel Storage Area. Surface soil in portions of Area E to a depth of approximately 1 foot bgs was determined to be clean and was stockpiled for sampling and potential reuse as backfill. Contaminated soil was then excavated to the pad/tundra interface at approximately 5 feet bgs resulting in the removal of approximately 1,250 cy of contaminated soil which was landfarmed just to the west on top of Area D. Confirmation samples contained DRO up to 5,640 mg/kg and GRO up to 885 mg/kg in a sidewall sample from 18 inches bgs. Bottom samples contained DRO up to 1,960 mg/kg at 5 feet bgs. In an effort to evaluate the extent of contamination at Area E, three test pits were excavated to the north, south, and east of Area E. Test pit samples indicated DRO contamination above the Method One cleanup level of 500 mg/kg was present to the east of Area E and to a lesser extent to the north. 12/17/2013 Document, Report, or Work plan Review - other Reviewed 2013 Frontier Pad Field Summary Report. The objective of the 2013 work was to delineate and excavate contaminated soil from the east side of Area E, located near the Former Fueling Area and to evaluate remedial progress at the landfarm area known as Cell 2. Cell 1 was sampled in 2012 and did not contain contaminants above cleanup levels. Samples from Cell 2 collected in July 2013 contained DRO up to 1,140 mg/kg, so landfarm tilling continued in July and August. The landfarm was sampled again in August 2013 and DRO was detected up to 825 mg/kg. Due to the slow attenuation of soils during 2013, no additional excavation was conducted in Area E. Bill O'Connell

6/9/2016 Document, Report, or Work plan Review - other Reviewed Pilot Study Work Plan for Area E. Prior to beginning remediation activities, test trenches will be excavated to the pad/tundra interface along the boundaries of Area E to confirm the area that requires remediating. Trenches will be placed every 100 feet along the boundary of Area E and soil samples will be collected from one-foot intervals for field screening using a PID with approximately one sample per trench submitted for laboratory analysis for DRO, GRO, RRO, and BTEX. Following the additional characterization, baseline soil samples will be collected on 50-foot centers across the area proposed for remediation and the five soil samples with the highest PID results will be submitted for laboratory analysis for DRO, GRO, RRO, BTEX, and PAHs. The objective of the baseline sampling is to document contaminant concentrations in Area E prior to remediation. Surface water and sediment samples will be collected from three locations, one along each of the North, East, and South sides of the pad and shovel sheen testing will be conducted at 25 foot intervals where surface water is present adjacent to the pad. Surface water and sediment samples will be analyzed for DRO, GRO, RRO, BTEX, and PAHs. Remediation at Area E will be conducted via in-situ landfarming using a Rockwheel attachment that will till the soil from the surface to the 6 inches below tundra grade. Tilling will occur weekly from June to September. Progress soil samples will be collected at the end of each season in the same manner as the baseline samples however progress soil samples will consist of soil increments from one foot intervals composited into a single sample. Debris removal will be conducted on an ongoing basis based on availability of backhauls. Final confirmation sampling frequency will be determined at a later date Bill O'Connell
7/6/2016 Site Visit S. Schlichting conducted a joint site visit with DNR staff, P. Burns and S. Willison of Division of Land Mining and Water out of Fairbanks and T. DeRuyter, Northern Alaska Region Manager for Prevention, Preparedness and Response, SPAR. Advance notice was provided to the responsible party and environmental consultant. The site visit is detailed a site visit report found in the site electronic file and provided to the RP and his consultant. The visit consisted of a walkthrough of the property including the pad and the surrounding surface water to inspect source areas of contamination previously identified in the March 15, 2016 Corrective Action Plan and determine whether site preparation had occurred for the work outlined in the May 23, 2016 Area Pilot Study Work Plan, scheduled for implementation in June of 2016. Based on the site inspection, contamination from the pad appears to have impacted adjacent surface water and sediments based on presence of sheens along much of the pad's perimeter, and no work has commenced in Area E in accordance with the approved work plan for the pilot study.
