Problems/Comments

Monitoring well samples collected in early 1990 have revealed high concentrations of chlorinated solvents present in the groundwater. The contamination plume is estimated to be 500 feet long and moving in a northerly direction. Presence of drinking wells in the area is unknown at this time. Arctic Slope Consulting Group has been hired by Alyeska to do further testing. Previous site address was 701 Bidwill Ave., Fairbanks North Star Borough map currently shows this property as 925 Bidwill Ave.

2/28/2008 Exposure Tracking Model Ranking Initial ranking with ETM completed. Tamara Cardona-Marek
9/1/2010 Document, Report, or Work plan Review - other DEC received and reviewed the draft 2010 Groundwater Monitoing Workplan submitted by SLR for GVEA. SLR proposes to sample 8 of the existing monitoring wells. Two other wells will be decommissioned. Comments to the workplan were submitted to GVEA and SLR. Pending a revised version. Tamara Cardona-Marek
9/3/2010 Site Characterization Workplan Approved DEC approved the SLR 2010 Groundwater Monitoring Work Plan. Tamara Cardona-Marek
2/10/2011 Document, Report, or Work plan Review - other DEC received and reviewed the Final North Star Terminal #2 Groundwater Monitoring Report submitted by SLR. Eight wells were sampled for volatile organic compounds. PCE concentrations ranged from non detect to 58.6 ug/L in well MW-3. The presence of TCE and DCE in several of the wells suggests that reductive dechlorination is reducing PCE concentrations at the site. SLR recommends continued groundwater monitoring over a 5 year schedule. Tamara Cardona-Marek
2/10/2011 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 72066 PCE plume/ discharge adjacent to Bldg 23. Tamara Cardona-Marek
3/14/2012 Update or Other Action DEC requested from the HolmTown and Miller Salvage porperty owners information regarding the pumping wells on their properties. No response has been received from HolmTown. Miller Salvage owner indicates that the cost of sampling is too high and they dont plan to sample at this time. Well is reportedly approximately 30 feet deep and is located on the parking area (northwest section of the lot). Tamara Cardona-Marek
8/12/2013 Update or Other Action Site symbol visually adjusted using ArcGIS, Bing satellite imagery, and documents from the file. 64.816906, -147.724748. 8/12/13; MLB. Michelle Barnes
11/12/2014 Update or Other Action New information request letter to RP sent asking for intentions of groundwater moniotring, plume delineation, and private water well sampling. Jim Fish
9/23/2015 Document, Report, or Work plan Review - other Reviewed workplan from TPECI to decommission monitoring wells at the North Star Terminal, Building 23 site (Haz ID 4034). MW1, which is used to monitor solvents from this site, may be decommissioned if it is not functioning. Janice Wiegers
5/17/2016 Update or Other Action Received a Draft Sampling and Analysis Work Plan from consultant Jim Fish
5/31/2016 Update or Other Action Approved Sampling & Analysis plan; an initial sampling effort will be conducted to sample eight existing deeper wells and two down-gradient water supply wells. A survey of the remaining monitoring wells associated with the site will also be conducted to ascertain their status and functionality. Using results and findings from these initial efforts, a work plan revision will be submitted to DEC for review, and will propose decommissioning of non-functioning wells; replacement of select wells, and the installation of new monitoring wells to determine the extent of groundwater contamination. Groundwater depth will be recorded and groundwater flow direction will be determined using EPA’s OnSite online calculator for hydraulic gradient. Jim Fish
8/17/2016 Update or Other Action Received groundwater monitoring report from consultant Jim Fish
10/4/2016 Update or Other Action Received results of groundwater flow direction calculation from consultant; data indicate groundwater flow slightly east of north. Consultant assumes the high water from the Tanana River may have changed the gradient this year. The northern extent of the groundwater plume remains unresolved. The groundwater gradient information suggests that additional wells will need to be installed and/or existing wells replaced. A plan is being developed for additional delineation at the site. Jim Fish
3/6/2017 Meeting or Teleconference Held Met with landowner and consultant to discuss potential for UIC injection well, and further delineation of contaminant plume. Contacted EPA Region 10 UIC Program for information on class V injection well; EPA had no records of injection well on Bidwell Avenue. Jim Fish
5/30/2018 Meeting or Teleconference Held Meeting with RP (GVEA) and consultant (TPECI) to discuss plans for 2018. Jim Fish

8/27/2021 Document, Report, or Work plan Review - other Received 2020 Report describing results from pressure transducer deployment during 2018-19. According to the report, "...the groundwater flow direction is pre-dominantly northwest. There is very little seasonal variation, the total range is 2°, meaning flow direction is fairly consistent year-round. Groundwater gradient averaged 0.021239455, with a maximum gradient of 0.028842717 and a minimum gradient of 0.019535524." Jim Fish
