Problems/Comments

Reported to ADEC on 8/6/90 that a paint spray booth located at the hanger has been cited in the past for storing hazardous waste for more than 90 days and the potential exists for minor spills of POL or solvents to the soil at the waste accumulation point. No staining evident during Visual Site Inventory, but past photographs show evidence of significant staining. Extent of contamination and threat to human health unknown. OU-1, change to 2 party after ROD. Army recommended RCRA Facility Investigation. (rpltr7) The site is assigned a HIGH rank on the Army Defense Site Environmental Restoration Tracking System Worksheet dated 11/8/96. The worksheet indicates that there are potential downgradient users of groundwater and that contaminants have leached into the groundwater. The aquifer is a sole-source aquifer. Groundwater contamination: 940 ppb benzene, 1580 ppb xylenes, and 1580 ppb 1,2,4-trimethylbenzene. Last staff assigned was Markey. Site also includes contamination discovered on 9/11/10 (FWA 10-091), ADEC spill no. 10309925401, during construction activities at FTW 336A (Aircraft Parts Storage Facility).

12/12/2001 Institutional Control Record Established 1. All organizations conducting activities on United States Army Alaska (USARAK) controlled land are responsible for complying with established institutional controls (ICs). ICs are administrative, procedural, and regulatory measures to control human access to and usage of property. They are applicable to all known or suspected contaminated sites where contamination has been left in place. 2. These controls have been established to implement the selected remedial actions agreed upon by the U.S. Army (Army), the U.S. Environmental Protection Agency (USEPA), and the Alaska Department of Environmental Conservation (ADEC) in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Superfund Amendment Reauthorization Act (SARA). These controls also apply to remedial actions agreed upon under Two-Party Compliance Agreements. These agreements are concluded between USARAK and ADEC and apply to petroleum/oil/lubricants- (POL) contaminated sites. 3. ICs such as limitations on access, water use, excavations, and property transfers will supplement engineering controls as appropriate for short-term and long-term management to prevent or limit human and environmental exposure to hazardous substances, pollutants, or contaminants. Specific ICs include, among other things: limitations on the depth and location of excavations, prohibition of or restrictions on well drilling and use of ground water, requirements for worker use of personal protective equipment, site monitoring, and prohibition of certain land uses, types of vehicles, etc. 4. Organizational units, tenants, and support/contractor organizations must obtain an Excavation Clearance Request (ECR) for all soil disturbing activities impacting soils six inches or more below the ground surface. The review process for approval of an ECR begins with the identification of the current status (known or suspected hazardous waste site or “clean” site) of a work location. ECR’s for work in known or suspected hazardous waste sites: a. will include specific limitations and controls on such work; b. will include specific IC procedures, and notification, monitoring, reporting, and stop work requirements; c. may include procedures for management, characterization, and disposal of any soil or groundwater encountered or removed; d. will identify “project managers” for both the unit/contractor requesting the work and DPW Environment Resources. 5. The DPW project manager will conduct on-site inspections of each work site (at which ICs apply) to determine continued compliance with the terms and conditions of the approved ECR. DPW has the authority to revoke ECR approval if the specified terms and conditions are not being met. ECR forms are available at the Customer Service Desks at: a. Building 730 at Fort Richardson; b. Building 3015 at Fort Wainwright; c. Building 605 at Fort Greely. 6. USARAK has negotiated (with USEPA and/or ADEC) decision documents and/or Records of Decision (RODs) that mandate the implementation of ICs USARAK Directorate of Public Works, Environmental Resources Department (PWE), maintains copies of all decision documents and RODs requiring ICs in its real property files. PWE provides regularly updated post maps showing all areas affected by ICs. These maps can easily be accessed by using an approved intranet mapping interface application. Copies of these maps will be available to each directorate, activity, and tenant organization. To ensure the effectiveness of ICs, all organizational units and tenant activities will be informed on an annual basis of ICs on contaminated soils and groundwater in effect near their facilities. 7. ICs are enforceable by the U.S. Environmental Protection Agency (USEPA) and the Alaska Department of Environmental Conservation (ADEC). Failure to comply with an IC mandated in a decision document or ROD will violate the USARAK Federal Facility Agreement and may result in stipulated fines and penalties. This does not include the costs of corrective actions required due to violation of an established IC. Sharon Richmond

4/15/2004 Update or Other Action Staff reviewed Draft Removal Action Report Building 2077 Contaminated Soil Removal, Fort Wainwright. This report describes work done in October 2003. An Army contractor removed approximately 1,127 cubic yards of contaminated soil at the Building 2077 site. Confirmation samples showed three samples exceeded cleanup levels for benzene, toluene, ethylbenzene, and xylenes (BTEX) compounds in soil remaining in the northeast corner of the excavation. The excavation was limited in this area due to the proximity of the building. The area has been backfilled. The contractor plans to repave and reseed the area this summer. As we discussed in March 8, 2004 teleconference, the Army plans to install a new monitoring well in the location of the worst contamination. Patrice Buck

8/16/2010 Document, Report, or Work plan Review - other Staff recieved the Chemical Data Report,Foundation Study HTRW Survey,Aviation Task Force Phase I, Aircraft Parts Storage, FTW336A (08-047)Fort Wainwright, Alaska April 2009 Based on the results of this sampling, the soil samples revealed the presence of the following contaminants: 1. Benzene was found at one location exceeding ADEC cleanup levels. The surface sample at AP-9695 had a benzene concentration of 0.034 mg/kg, exceeding the cleanup level of 0.025 mg/kg. This sample also had a DRO concentration of 230 mg/kg, which is approaching the ADEC cleanup level of 250 mg/kg. 2. Arsenic was detected at levels above ADEC cleanup limits in eight of fourteen samples. Four of these samples had concentrations at levels above the ingestion limits established in Table B-1 of 18 AAC 75. These concentrations are consistent with known background soil concentrations of arsenic in Fort Wainwright soils. 3. Benzo(a)pyrene was detected at levels above ADEC cleanup limits at the surface of AP-9697. This compound has a cleanup level of 0.49 mg/kg and was detected at a concentration of 0.63 mg/kg. 4. Methylene chloride was detected above cleanup levels in six of the project samples. However, a similar concentration of the compound was found in the accompanying trip blanks and its presence can likely be attributed to laboratory contamination. Debra Caillouet

9/21/2010 Document, Report, or Work plan Review - other Sampling and Analysis Plan, Aircraft Parts Storage Building and Utility Service Extension, FTW 336A was reviewed. DEC requests that along with the PID screening for volatiles, the soil should be field screened for chlorinated organics using a Dexil L2000 or similar to detect chlorinated compounds in the less than 25 ppm range. Lab samples should be obtained at the limits of the excavation for any areas that are positive with the field screening. The laboratory analysis samples at the limits of excavation should include EPA 8260 for volatiles along with GRO, DRO, 8270 and lead. Soil that is positive for chlorinated compounds should be segregated and stockpiled separately from any soil that is only positive for volatiles. Debra Caillouet

The well should be installed near the northwest corner of the newly constructed building to determine if any contamination is migrating from the site. 9/9/2011 Update or Other Action notified of a new discovery of release. Suspected contamination was encountered while excavating (trenching) for new HBOs in the parking lot south of building 2077 (hangar 7/8). Demo of existing pavement and excavation for the new pavement structure had already been accomplished, but trenching for HBO circuitry went deeper into silty, what appears to be previously undisturbed soil which lies at the southern edge of the former paved area (the southern portion of the lot was previous unpaved). PID samples which ranged from 1140ppm to 1642ppm. Due to the odor and the high PID readings, we suspect diesel; however, a sample obtained from the "hottest" area of the trench will be tested for POL, VOCs, SVOCs, & RCRA Metals. Work in the immediate area was halted and the site was cordoned off to prevent entry. We've asked for 24hr turn around. Debra Caillouet
