Problems/Comments

The Defense Reutilization Marketing Office (DRMO) Yard is a fenced area of approximately 25 acres located in the southeast portion of the U.S. Army Garrison Alaska Fort Wainwright. Historical activities conducted at the DRMO Yard included vehicle maintenance, drum storage, and open burning. The site was operated as a vehicle maintenance shop from 1945 to 1961 when it was converted to a salvage yard. A remedial investigation (RI)/feasibility study (FS) was conducted in 1995, and based on results, the DRMO Yard was divided into five subareas. DRMO1 and DRMO4 are being cleaned up under the Three-Party (and Operable Unit 2 Record of Decision), and DRMO2 (Former Building 5001), DRMO3 and DRMO5 (across Channel B) are being cleaned up under the Two-Party Agreement. DRMO1 and DRMO4 are currently being sampled for diesel range organics (DRO), benzene, tetrachloroethene (PCE), trichloroethene (TCE), cis-1,2-dichlorethene, 1,1-dichloroethene and vinyl chloride on an annual basis (during the fall typically). DRMO2 (former Building 5001) and DRMO5 (across Channel B) are sampled for petroleum (DRO) and natural attenuation parameters. DRMO2 is sampled annually, and DRMO5 is sampled every five years for the Five-Year Review. DRMO3 is not actively being remediated, and there has been no groundwater sampling in this area since 1994. Long-term monitoring of the groundwater continues at the DRMO Yard to monitor groundwater concentrations and plume stability trends. Institutional control inspections are conducted annually. The corresponding Army HQAES site number is: 02871.1024. This site also includes spill numbers 10309911902 and 10309911903.

12/12/2001 Institutional Control Record Established 1. All organizations conducting activities on United States Army Alaska (USARAK) controlled land are responsible for complying with established institutional controls (ICs). ICs are administrative, procedural, and regulatory measures to control human access to and usage of property. They are applicable to all known or suspected contaminated sites where contamination has been left in place. 2. These controls have been established to implement the selected remedial actions agreed upon by the U.S. Army (Army), the U.S. Environmental Protection Agency (USEPA), and the Alaska Department of Environmental Conservation (ADEC) in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Superfund Amendment Reauthorization Act (SARA). These controls also apply to remedial actions agreed upon under Two-Party Compliance Agreements. These agreements are concluded between USARAK and ADEC and apply to petroleum/oil/lubricants- (POL) contaminated sites. 3. ICs such as limitations on access, water use, excavations, and property transfers will supplement engineering controls as appropriate for short-term and long-term management to prevent or limit human and environmental exposure to hazardous substances, pollutants, or contaminants. Specific ICs include, among other things: limitations on the depth and location of excavations, prohibition of or restrictions on well drilling and use of ground water, requirements for worker use of personal protective equipment, site monitoring, and prohibition of certain land uses, types of vehicles, etc. 4. Organizational units, tenants, and support/contractor organizations must obtain an Excavation Clearance Request (ECR) for all soil disturbing activities impacting soils six inches or more below the ground surface. The review process for approval of an ECR begins with the identification of the current status (known or suspected hazardous waste site or “clean” site) of a work location. ECR’s for work in known or suspected hazardous waste sites: a. will include specific limitations and controls on such work; b. will include specific IC procedures, and notification, monitoring, reporting, and stop work requirements; c. may include procedures for management, characterization, and disposal of any soil or groundwater encountered or removed; d. will identify “project managers” for both the unit/contractor requesting the work and DPW Environment Resources. 5. The DPW project manager will conduct on-site inspections of each work site (at which ICs apply) to determine continued compliance with the terms and conditions of the approved ECR. DPW has the authority to revoke ECR approval if the specified terms and conditions are not being met. ECR forms are available at the Customer Service Desks at: a. Building 730 at Fort Richardson; b. Building 3015 at Fort Wainwright; c. Building 605 at Fort Greely. 6. USARAK has negotiated (with USEPA and/or ADEC) decision documents and/or Records of Decision (RODs) that mandate the implementation of ICs USARAK Directorate of Public Works, Environmental Resources Department (PWE), maintains copies of all decision documents and RODs requiring ICs in its real property files. PWE provides regularly updated post maps showing all areas affected by ICs. These maps can easily be accessed by using an approved intranet mapping interface application. Copies of these maps will be available to each directorate, activity, and tenant organization. To ensure the effectiveness of ICs, all organizational units and tenant activities will be informed on an annual basis of ICs on contaminated soils and groundwater in effect near their facilities. 7. ICs are enforceable by the U.S. Environmental Protection Agency (USEPA) and the Alaska Department of Environmental Conservation (ADEC). Failure to comply with an IC mandated in a decision document or ROD will violate the USARAK Federal Facility Agreement and may result in stipulated fines and penalties. This does not include the costs of corrective actions required due to violation of an established IC. Sharon Richmond
9/16/2002 Update or Other Action Staff received reports from Kate Siftar describing that contaminated soils have been found at the DRMO Storage Yard during excavation for a paving project. The area to be excavated was field screen with PID, and elevated levels of hydrocarbon concentrations were found and flagged. During the excavation of these flagged areas, turquoise-green dirt was uncovered at about 18-20 inches bgs and estimated dimension of material was 20 feet by 30 feet This soil was place in a new stockpile (approximated 400 cubic yards). There was an existing stockpile on the site (approximately 170 cubic yards). During field screening of the existing pile, the sampler experienced a strong odor and taste. The old stockpile was relocated on the west end of DRMO property, north of the 400 cubic yard stockpile. While sampling of this pile during the relocation, the sampler experienced numbness of her tongue. This relocated stockpile grew from 170 cubic yards to 250 cubic yards because PID readings under the stockpile were over 1000 ppm. Final excavation depth was 3 feet and final PID readings were less than 50 ppm. Analytical results of three samples showed fairly high concentrations of some metals, also found were DDD, DDT, and DDE. The Army has taken 6 samples in each stockpile and plans to sample a full matrix for unknown substances. Patrice Buck

1/16/2004 Update or Other Action Staff reviewed and commented on the CLOSES report for the DRMO salvage yard in OU2 at Fort Wainwright. The report included the results of 4-phase and risk calculations. These calculations were not reviewed and the Army was informed that they could not be used for making site management decisions. The site is divided into five separate areas with various combinations of DRO, PCE, and TCE. Recommendations to decrease sampling frequency in some areas, leave one existing AS/SVE system off, optimize performance of another AS/SVE system, install an AS/SVE system in another area, and perform an indoor air evaluation in Building 5010 were approved. 7/28/2005 Update or Other Action Contaminated Sites staff reviewed and provided comments to the Draft 2004 Annual Report for Operable Unit 2, DRMO Yard, Fort Wainwright, Alaska. This site is contaminated with petroleum and chlorinated solvents and is being treated via air sparging and soil vapor extraction (AS/SVE). Concentrations of diesel-range organics (DRO) continue to decline but in some areas, tetrachloroethene (PCE) and trichloroethene (TCE) concentrations are stable in spite of treatment. A source area for PCE and TCE has not been found. Staff agreed with the recommendation to continue operation of the AS/SVE system until DRO concentrations are below cleanup levels and then, if solvent contamination still remains, evaluate monitored natural attenuation or biostimulation as alternative treatments. 11/16/2005 Meeting or Teleconference Held ADEC attended regularly scheduled meeting with the Army, EPA, Corps and consultants. The AS/SVE system was rrehabilitated summer 2005. After restarting the system vapor samples were collected and only those systems showing actual VOC removal were operated. System removal rates have declined dramatically and groundwater concentrations of solvents fluctuate but remain fairly low. System will be shutdown for rebound study and semi-annual groundwater including natural attenuation paramenters will be conducted. A bioremediation feasibility study will be conducted for treating two hot spots of chlorinated solvent contamination. Addition groundwater monitoring wells will be installed along the eastern property boundary to determine if low-level contamination is migrating from an off-site source. Sharon Richmond

The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. 6/26/2019 Document, Report, or Work plan Review - other DEC approved the 2018 OU2 Monitoring Report. Groundwater sample results show that PCE remains above the Record of Decision (ROD) Remedial Action Goals (RAG) at the Defense Reutilization Marketing Office (DRMO) 3-party sites, and DEC concurs with continuation of annual sampling at these locations. Groundwater samples showed continuing exceedances of diesel range organics (DRO) and volatile organic compounds (VOC) at the Building 5010 Subarea for DRMO 2-party sites, and DEC concurs with continued annual sampling of the Building 5010 Subarea and Water Supply Well. DEC concurs with continued annual sampling for DRO and VOC analysis at Former Building 1168. The institutional control (IC) inspection found that most IC’s were properly in place.No monitoring wells are recommended for installation or removal based on the monitoring results, although six non-functional wells were replaced. The report describes 2019 groundwater sampling activities at the Defense Reutilization Marketing Office (DRMO) Yard 3-party sites; DRMO1 and DRMO4. Tetrachloroethylene (PCE) remains slightly above the Record of Decision (ROD) remedial action goal (RAG) in one well at the DRMO1 site. Diesel Range Organics (DRO) continues to exceed DEC cleanup levels at DRMO1. Contaminants of concern (COC) were identified at the DRMO4 site, but the concentrations were below the ROD RAGs. 7/31/2023 Long Term Monitoring Workplan or Report Review DEC conducted a review of the Draft 2022 Operable Unit 2 (OU2) Monitoring Report, which details site activities and presents groundwater monitoring results from 2022 at OU2 on Fort Wainwright, Alaska (FWA). OU2 monitoring currently consists of two Three-Party sites within the Defense Reutilization Marketing Office (DRMO) yard, denoted as DRMO1 and DRMO4. Chlorinated solvents and petroleum contaminants have been detected in groundwater consistently at these sites for decades. Tetrachloroethylene (PCE) and trichloroethylene (TCE) showed increasing trends at DRMO1 and the plume may be migrating downgradient. Meanwhile, PCE and TCE are exhibiting decreasing to stable trends in DRMO4 monitoring wells. The report recommends continued monitoring at both DRMO1 and DRMO4. Tim Sharp
