Simon Mawson issued a NFRAP for this site. ADEC states that there are three areas remaining where minor amounts of contaminated material remain. These are some of the seams of the lapped 3" polystyrene foundation insulation, under the vault area and on the north side of the vault excavation. ADEC agreed that the risk to the integrity of the tank and pad of removing the contamination outweighs the benefits of removing the foundation material. |

ADEC received SLR PS 1 Tank 111 Investigation report. Ten soil borings were advanced in the PS1 Tank 111 area. Soil field screening and analytical results indicated that soil adjacent to Tank 111 is impacted with petroleum hydrocarbon constituents. Results from two of the ten soil sample locations exceeded ADEC Method 1 cleanup levels for DRO (B7-0.8 and B8-1.5) and RRO (B7-0.8). Groundwater and surface water samples collected between Tank 111 and the margin of the gravel pad did not contain concentrations of petroleum hydrocarbons above ADEC groundwater cleanup levels. Napthalene, DRO and RRO were detected in the groundwater samples. No petroleum hydrocarbon constituents were detected in surface water samples. |

ADEC received the PS 1 Tank 111 Area, Water Quality Monitoring Report, 2005.
Groundwater and surface water samples collected between Tank 111 and the margin of the gravel pad did not contain concentrations of petroleum hydrocarbons above ADEC groundwater cleanup levels. Naphthalene, DRO, and RRO were detected in the groundwater samples. No petroleum hydrocarbon constituents were detected in surface water samples. These results are similar to results from the 2004 site investigation, indicating stability in the groundwater plume.
SLR recommends continued groundwater and surface water sampling. |

ADEC received the SLR report entitled PS 1 Tank 111 2006 Groundwater Monitoring Report. According to the report, ground and surface water samples collected between Tank 111 and the margin of the gravel pad did not contain concentrations of petroleum hydrocarbons above ADEC cleanup levels. DRO and RRO were detected in ground water samples from MW-1, MW-2 and MW-4. Naphthalene was detected in MW-4. |

Receipt of Pump Station 1 Tank 111 2007 Water Monitoring Report. Four groundwater samples were collected and further support plume stability with some concentrations decreasing. Two surface water locations were sampled - with results less than TAqH and TAH standards. SLR recommends discontinuing monitoring and APSC requests a conditional closure. Report review including laboratory QA/QC performed 3/26/08. |

There is contamination remaining above established cleanup levels at Alyeska Pump Station 01 Tank 111 but ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be conditionally closed.
This decision is subject to the following conditions:
1. A Notice of Environmental Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels;
2. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.370 (b)

The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, reviewed the environmental records associated with site Pump Station 1 Tank 111. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that Pump Station 1 Tank 111 can be closed subject to the conditions outlined in this document. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. |
