Problems/Comments

On 10/24/72 jet fuel loss (5,850 gallons) from a break in the Haines-Fairbanks pipeline reported to ADEC. approximately 1,500 gallons of fuel and 26 barrels of fuel-ice mixture were recovered. Heavy fuel contamination of a shallow valley that merges with Tenderfoot Creek caused fuel contamination of the Creek and possibly the Tanana River. A cleanup effort by the Army was undertaken but found to be inadequate and remaining contamination noted 11/16/72. 3/28/18: There are several mining claims along Tenderfoot Creek. An environmental investigation is currently underway.

2/22/2016 Update or Other Action Rec'd email notification that the military is working on a scope of work for additional investigation at the site. They are in the process of obtaining a right-of-entry for 2016-2021. We have plans for a teleconference to discuss this week. Danielle Duncan
2/23/2016 Meeting or Teleconference Held Had a teleconference with the military to discuss the scope of work for the project. Pending the military paperwork and a contract, we plan on doing a site visit and SI this spring (April/May). The SI will involve determining the trajectory of the spill and possibly doing some drill rig work where the spill occurred. Downslope of the spill is very overgrown and test pitting may be more suitable rather than a drill rig. It is suspected that the spill went to the Tanana River following drainages to its destination. There may also be some co-located sediment and water samples collected. If groundwater is encountered, there will be a maximum of 5 groundwater monitoring wells installed. There may be intermittent permafrost and/or perched groundwater. Danielle Duncan

8/2/2016 Site Visit Joint site visit by ADEC, DNR, USACE, and FES. We looked along the pipeline corridor, adjacent drainage, and creek for evidence of the spill back in 1972. Further investigation involving test pitting is planned. There has been active mining potentially on and near the site that may have disrupted stream and drainage flow. Additionally, the highway, drainages, and stream have likely moved since the spill happened. Upcoming investigation will hopefully shed some light on the issue. No obvious signs of contamination were observed. Danielle Duncan
8/9/2016 Document, Report, or Work plan Review - other Sent comments and letter for the draft work plan. The current scope of work is to investigate the suspected release area, intermittent drainage, and the Tenderfoot Creek drainage. Within the release area, a total of 15 borings using Direct Push Technology will be drilled and sampled at a maximum depth of 20 feet. A PID will be used to field screen soils and a minimum of one soil sample per boring (having the highest PID results) will be submitted for laboratory analysis. In addition, if groundwater is encountered, a soil sample will be collected from the groundwater interface and a maximum of four soil borings will be completed as temporary monitoring wells. Figures were provided depicting the proposed locations of borings although these may change depending on site conditions. Danielle Duncan

4/4/2017 Site Characterization Report Approved Approved the site characterization report this date. The release area is free of contamination exceeding human health cleanup levels and the ADEC concurs with the recommendation of no further action for this area. Tenderfoot Creek had no contaminants exceeding SQuiRT screening levels and the ADEC concurs that no further action is needed in this area. The only area of requiring further action is the intermittent drainage where ADEC human health cleanup levels, SQuiRTs screening levels, and AWQS are exceeded. The site appears to be underlain by permafrost at approximately 3-6 feet below ground surface which may prevent migration of contamination to groundwater. Additionally, groundwater has never been encountered during this or previous investigations. For these reasons, the approved cleanup levels for the site are the Method 2 Ingestion and Human Health Cleanup Levels for the under-40 inch precipitation zone as outlined in 18 AAC 75.340 Tables B1 and B2. 7/19/2017 Site Characterization Workplan Approved Approved the Final Work Plan Addendum Additional Investigation of the Intermittent Drainage work plan this date. Phase 1: The entire length of the drainage will be sampled in 10 foot intervals using a hand driven probe or a bucket auger and field screened using a photoionization detector (PID). From these field screening samples, 30 laboratory samples will be collected from the samples having elevated PID results. Phase 2: Test pit excavations will be made using a small track excavator and up to 20 tons of petroleum contaminated soil may be excavated. Danielle Duncan

3/1/2023 Document, Report, or Work plan Review - other USACE CRREL and FUDS personnel conducted a permafrost evaluation of the site in September 2021. Four transects crossed the site, in the upper and lower drainage areas. Within the drainage permafrost was observed at a maximum depth of 5 feet below ground surface. A work plan was submitted proposing two small excavations around areas of previous MAC exceedances for DRO at SS13 and SS37. Soil will be excavated and confirmation samples collected. 5/22/2024 Meeting or Teleconference Held DEC, DNR, and FUDS personnel met to discuss the path toward closure for the Haines-Fairbanks Pipeline Tenderfoot Creek FUDS. DEC reviewed the results of the 2021 Permafrost Evaluation and reviewed groundwater depths from nearby wells at the site. DEC determined the migration to groundwater pathway incomplete, based on depth to groundwater and permafrost depth across the site. A closure review will be initiated after official approval of the 2023 Additional Investigation Report. Kelly Walker
6/13/2024 Site Characterization Report Approved DEC reviewed and approved the Final 2023 Additional Investigation Report for the Haines-Fairbanks Pipeline Tenderfoot Creek FUDS. This report detailed the removal of diesel range organics (DRO) contaminated soils above Maximum Allowable Concentration (MAC)from two locations within the Intermittent Drainage Area. All DRO contamination above MAC has been removed. Two surface water samples and total organic carbon soil samples were also collected. Kelly Walker

Closure letter is attached to the database file. Remaining concentrations at the site are below Method Two Table B1/B2 Human Health levels and above Migration to Groundwater Cleanup Levels.
