Problems/Comments
Waste drums of oil with RCRA action levels of lead and mercury. Suspected discharge of petroleum hydrocarbons between 8/90 and 11/90. Above ground spills of oil and oil water separator not working so it was discharging improperly. Total extent of contamination is unknown. Quest performed a Phase II Environmental Evaluation, 3/20/91, for FDIC but no available copies and limited information available on site. Leaseholder, Schnell, in default of the Deed of Trust Note for this property to Alaska Mutual Bank, subsequent Alliance Bank, foreclosure to FDIC. Lot 7A, Block "I" Murray Subdivision. Last staff assigned was Bailey.

5/24/1990 | Potentially Responsible Party/State Interest Letter | on 5/24/1990, DEC issued a notification to FDIC regarding the subject property of an oil spill on the subject property and request to provide information how to cleanup the spill. The letter was in followup to a DEC inspection that was in response to a citizen complaint. The letter noted that a minor oil spill and 6 55 gal. drums of unknown contents were observed, and that FDIC and James Schnell are the owners of the property. The letter also noted that the 60 sq. ft. spill appeared to have come from leakage of the 6 drums or other drums that were moved off site. The spill also was on an asphalt pad where the 6 drums were located. DEC also requested information how FDIC would dispose of the contents of the drums. | Rich Sundet |
3/20/1991 | Update or Other Action | In a report by Quest Environmental on behalf of FDIC, Quest provided information regarding their Phase II audit of the site performed in February and March 1991. The recommendation was that a Phase III remedial acton is required. The report noted that at the time of the report Magnum Marine of Marine owned the property, and preivously the 1985 construction housed Kawaski/Big Boys Rentals and it appeared that the drums of waste oil was left by the previous tenants. A waste oil spill was identified along the southwest corner of the building and a waste oil suspected spill along a property line near a wetland. Regarding the contaminated soils, at ID #2: TPH was detected at 174 ppm, and at ID #1 (along the fence) TPH was detected at 350 ppm. Barium (max. 270 mg/kg), chromium (max. 30.5 mg/kg) and lead (max. 9.3 mg/kg) were also detected. The report concluded that because the field work was done in the winter, that other soil staining may exist and further characterization and remedial action is required. 3/9/2007 | Site Closure Approved | On 3/6/07, DEC closed the subject contaminated site. A review of the file was requested on 2/28/07 for potential closure by Don Doughtery the consultant for the property owner Jim Wilke. DEC determined to close the contaminated site based upon review of the original 1990 inspection report, the 1991 Quest Environmental report, and information provided by Jim Wilke on 3/8/07 that showed that deminimus contamination existed at the site and that the site posed no unacceptable risk to human health and the environment. Wilke noted that he had employees remove some comtamination in 1993 and transported to ASR for thermal treatment. In addition, the area where the release occurred was filled in and no potential surface exposure exists at this time. | Rich Sundet |
3/9/2007 | Update or Other Action | Sundet inspected the site after discussion with Jim Wilke. The business Power Sports was out of business. The property pretty much appeared as photos in the Quest 1991 report. Where the spill occurred along the eastern property line, a large fence separates the subject property to the residential subdivision to the east as Wilke noted in his summary to DEC. A stormwater sewer runoff pond exists about 300 ft. to the southeast of the subject site that apparently collects runoff from the residential subdivision. | Rich Sundet |
