Problems/Comments
Received anonymous complaint via EPA regarding an alleged 5,000 gallon diesel spill at generator building. Extensive surface contamination associated with heavy equipment repairs, oil draining, and parking (suspected waste oil, diesel, and some antifreeze). This Reckey deals with collective problems of the mine site except for dam blow-out (Reckey 1981220330001). After investigation it appeared spillage occurred over time and 5,000 gallon estimate is not able to be substantiated. Last staff assigned was Krieber (2/12/97) then Frechione.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
8/15/1991 | Update or Other Action | (Old R:Base Action Code = RAU - Remedial Actions Underway (General)). Excavated until building foundation and power pole integrities were thought to be in danger. Cleanup still underway 5/29/92. | Former Staff |
9/1/1991 | Update or Other Action | (Old R:Base Action Code = SA1 - Phase I Site Assessment (General)). Samples indicate acceptable remaining levels. RP requested no further action at this time due foundation and power pole integrity. Proposed cleanup to be completed at time the mine is reclaimed. | Former Staff |
9/26/1991 | Update or Other Action | (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)). Require further excavation at this time. | Former Staff |
5/29/1992 | Site Added to Database | Site added to database. | Mike Krieber |
12/9/1992 | Site Ranked Using the AHRM | Population value changed. | Former Staff |
12/19/1994 | Update or Other Action | (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)). Cleanup level matrix evaluations and PID field measurements need to be discussed and further evaluated. | Mike Krieber |
1/20/1995 | Preliminary Assessment Approved | (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)). Reviewed a phase 1 site assessment. | Mike Krieber |
1/20/1995 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Remedial action plan review. | Mike Krieber |
2/28/1995 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Target cleanup matrix score evaluation clarifications. | Mike Krieber |
3/24/1995 | Site Number Identifier Changed | Appended actions from Reckey 1991220120601 into this Reckey per Krieber request. | Mike Krieber |
6/5/1995 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Reviewed the 1995 site assessment and corrective action plan submitted by Woodward-Clyde Consultants. The department approves using the Thin Layer Chromatography procedure for porposed field testing. The proposed lab confirmation sampling frequency is acceptable. A minimum number of samples needs to be determined. | Mike Krieber |
8/9/1995 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). ADEC approves the Thin Layer Chromotography field analysis method for this project site only, using the less than 250 ppm TLC standard and 10% of the samples to have lab confirmation. | Mike Krieber |
8/31/1995 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Reviewed and commented on a corrective action plan. Substantial agreement exists regarding the proposed table of actions to be completed, however, there are areas for which no action is proposed and it appears that at least sampling is needed. Some of the depths of excavation need to be revised based upon the PID readings obtained in 1994. | Mike Krieber |
9/11/1995 | Site Characterization Report Approved | (Old R:Base Action Code = SA2R - Phase II SA Review (CS)). Reviewed the 1995 Site Assessment Report. Generally concur with the results of the assessment work. | Mike Krieber |
9/11/1995 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Reviewed the 1995 Corrective Action Plan. Generally concur with the proposed corrective actions. Confirmation samples will be needed from the bottom of the excavation (and sidewalls, where appropriate) to determine if the unacceptable levels of contamination have been removed. There might be the need for excavation at the pickup truck gasoline fuel tank site, depending upon the field testing (TLC) and/or lab results. | Mike Krieber |
5/28/1996 | Cleanup Plan Approved | (Old R:Base Action Code = CAPA - Corrective Action Plan). Reviewed and approved of a proposed corrective action plan. | Mike Krieber |
9/11/1996 | Update or Other Action | Reviewed an on-site lab request. The target cleanup level for the Deadline/Generator Building has been revised to 1,000 mg/kg DRO based on current site conditions. | Mike Krieber |
2/5/1997 | Update or Other Action | The field testing method, Thin Layer Chromatography (TLC), was revised from 250 to 500 ppm action level. Formal approval given for revision of TLC action levels. In 1996, the DRO cleanup levels in the vicinity of the Deadline and Generator Building were revised from 500 to 1,000 mg/kg based on the confirmed abandonment of the drinking water wells at this former mine site. No further assessment nor cleanup actions are required at "pit 1" of the Staging Area, as depicted in the 1995 cleanup actions report. | Mike Krieber |
4/23/1997 | Update or Other Action | COBC terminated. | Jim Frechione |
4/28/1997 | Update or Other Action | Site remediation report was reviewed and Cambior (or their consultant Woodward Clyde) were requested for clarification of sampling issues. | Jim Frechione |
4/29/1997 | Update or Other Action | Long term monitoring will be transferred to the Solid Waste Program since the contaminated soil was placed in disposal cells authorized by SWP under a permit. | Jim Frechione |
6/3/1997 | Site Closure Approved | A "No Further Action" letter was issued. All cleanup requirements have been met as far as the CS Program. Long-term monitoring will continue under the solid waste program. | Jim Frechione |
2/24/2004 | Update or Other Action | File number assigned: 190.38.003. | Sarah Cunningham |
