Submitted letter to Clarence Larson requesting that he or a third party stakeholder, such as previous property owner, hire an environmental consultant to construct a site investigation work plan for Departmental review. The work plan should be submitted to the Department and describe the means and methods to perform the following:
• Evaluate if groundwater contamination is present on the property by installing monitor wells throughout the subject property and sampling groundwater from those wells to test for DRO, RRO and VOC’s by methods AK102, AK103, and SW8260; respectively. Review of past documents indicates that either three or four monitor wells will be needed. The Department is particularly interested in determing the concentrations of dissolved tetrachloroethylene.
• Evaluate the levels of petroleum constituents in soil by collecting one soil sample from each soil boring that will be eventually completed as a monitor well;
• Evaluate local groundwater flow gradient and direction by measuring groundwater elevations from all monitor wells;
• Construct a conceptual site model which describes all of the known or suspected sources of contamination, considers how or where the contaminants are likely to move (or pathways) and exposure routes such as migration to groundwater, and identifies who is likely to be affected by the contaminants; and
• Dispose of investigative derived waste generated during the groundwater sampling event.

Recieved letter from Clarence Larson in which he stated his belief that the property was clean before he purchused the property. Mr. Larson stated that he is not willing to be the responsible party. He also suggusted that the Department visit the site. |

A letter was submitted to Clarence Larson in order to clarify why the Department is requesting a site investigation. In addition, recomended that Mr. Larson meet with the Department to discuss the cleanup process and what level of effort would be needed for the Department to make a closure or conditional closure determination. |

A letter was reviewed that was issued by Clarence Larson's attorney's office. Attached to the letter were two letter's issued by Mr. Larson's attorney, Paul J. Nangle to the former owners of the Pioneer Service Station. Mr. Nangle requested money from the former owners to cover the costs of advancing a soil boring at the former lube oil pit gallery. |

DEC staff discussed this site with Jennifer Parker of EPA's Underground Injection Control Program. According to Jennifer's records, there is a injection well on-site and she wondered if this well was still active. Staff informed Jennefer that DEC is not aware if the injection well was decommissioned. |

Reviewed Site Characterization Report for Pioneer Service Station, 1880 South Glenn Highway. Two boreholes were advanced in the area of the former oil/lube pit, which had formerly contained a floor drain that discharged to the subsurface below the drain in the pit. The boreholes were advanced to 15 and 20 feet below ground surface, groundwater was not encountered. Three soil samples were collected from the three boreholes at depths ranging from 5-12.5 feet below ground surface. Soil samples did not contain contaminants above ADEC cleanup levels, except for arsenic and chromium. The detections of arsenic and chromium are considered representative of background concentrations and not related to potential contamination at the site. The septic crib located behind the service station is on a lot that was subdivided and has a new owner and was not investigated as part of this effort. |

The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Pioneer Service Station, located at 1880 South Glenn Highway in Palmer, Alaska. The legal description is Lot 2, Rambler Subdivision. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed. |
