Problems/Comments

This site is located by turning east at the Chevron Station located in Ninilchik and going 10.8 miles up Oilwell Road to the gate of the old gravel 1200 road, than take a left on road intersection of logging roads 1200, 1210, and 1211. Stained soil and stressed vegetation, and also a pit containing partially buried drums were observed during a field inspection at this site (a former logging site). Several surface soil samples were collected from the stained soils in 1991 to characterize the contamination present. Results of the characterization revealed that total petroleum hydrocarbons (TPH); arsenic; 1,1,1-trichloroethane; and trichloroethylene were all present in the surface soils above ADEC cleanup levels. In a letter, dated October 15, 1993, Klukwan Forest Products, Inc. (KFP) indicated that the contaminated soils were excavated and stockpiled. However, excavation confirmation soil sample results were never submitted to the ADEC, and the current status of the stockpiles are unknown.

The site consisted of five areas of concern. Four of the areas had petroleum surface staining. The fifth area was a shallow disposal pit containing partially buried drums. A surface soil sample collected from each of the five areas contained TPH up to 85,000 mg/kg, arsenic up to 55.1 mg/kg, and 1,1,1-trichlororthane up to 1.70 mg/kg. 1/27/1992 Update or Other Action On this date, to determine potential background arsenic levels, ten background soil samples were collected and one sample was collected from a waste oil drum. The soil samples contained arsenic up to 19 mg/kg and the waste oil drum sample was ND. Grant Lidren

12/16/1993 Update or Other Action (Old R:Base Action Code = RARR - Remedial Action Report Review (CS)). Received a letter from Ron Wolfe (Klukwan) which stated that the cleanup of the contaminated site was complete and that the contaminated soils were placed in a liner. Confirmation sampling to determine if all of the contaminated soils were excavated had not been conducted. So, in a departmental letter to Mr. Wolfe on 12/16/93, the department requested soil samples in the locations of the excavations. Former Staff
10/4/1996 Site Visit ADEC performed site visit on this date. The bio-cell was covered with 1 to 2 feet of wood chips (apparently from when a chip truck broke open spilling the load). Klukwan had a local contractor move the chips off the bio-cell and then roto-till or aerate the soil. Reportedly Klukwan planned to have a consultant take lab samples for closure during the summer of 1997. However, according to ADEC files, this did not occur. Bob Krogseng

6/22/2016 Document, Report, or Work plan Review - other Reviewed the Site Investigation of Former Logging Site (Klukwan Forest Products) report, dated June 22, 2016. The purpose of this report was to collect soil samples from four areas where stained soil was removed in 1993 (Areas 1 through 4) and the treatment cell (Area 5) where the impacted soil was stockpiled. Soil samples were collected from Areas 1 through 5 and were field screened using a photoionization detector. Based on field screening results, twelve soil samples (including two duplicates) were submitted for one or more of the following laboratory analyses: GRO, DRO, RRO, VOCs, BTEX, and/or PAHs. DRO was present at Area 2 at 928 mg/kg, which exceeds the most stringent migration-to-groundwater cleanup level of 250 mg/kg. However, this level of contamination is below the human health risk-based cleanup levels and is generally bounded. DRO and RRO were identified at Area 5 up to 18,700 mg/kg and 95,100 mg/kg, respectively, which exceeds the human health risk-based maximum allowable concentrations (MACs) for DRO and RRO of 12,500 mg/kg and 22,000 mg/kg, correspondingly. Based on sample results, the contamination does not appear to be migrating vertically below 2.5 feet below ground surface, however the horizontal extent of contamination is not bounded. 11/8/2017 Document, Report, or Work plan Review - other Reviewed the Report for Removal Action at the Klukwan Forest Products site near Ninilchik, AK dated October 17, 2017. The purpose of this report was to excavate and remove contaminated soils identified during the April 2016 sampling effort. Cleanup activities were conducted at the former treatment cell area (Area 5). The final excavation footprint was approximately 14 feet by 13 feet by 3 feet deep. A total of 15.35 tons of soil were removed and transported to Alaska Soil Recycling in Anchorage for treatment. Analytical laboratory samples collected from the floor and sidewalls of the final excavation contained diesel range organics (DRO) and residual range organics (RRO) up to a maximum of 1230 and 7550 mg/kg, respectively. 12/21/2017 Cleanup Complete Determination Issued Soil contamination at this site has been cleaned up to concentrations below the approved human health cleanup levels suitable for residential land use. Contamination remaining onsite appears to be small in volume and is not migrating vertically toward groundwater; this contamination is considered De-Minimis. No further remedial action is required.
