Problems/Comments

The fuel line for a 2,500 gallon diesel tank leaked 1,500 gallons under the school building. All fuel lines have since been replaced and the tank system is now operational. A finger-sized corrosion hole was determined to be the source of the leak under the floor of the mechanical room. Contact person with the Borough is Lanie Hughes. The engineering firm working the site is Hart Crowser, Inc. of Anchorage.

Action Information

Action Date Action Description DEC Staff
1/1/1992 Site Added to Database Diesel contamination. Former Staff
6/5/1992 Site Characterization Workplan Approved (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Conditional bioremediation work plan approval. Former Staff
12/28/1992 Site Ranked Using the AHRM Recreational Area value changed from site managers form. Former Staff
4/14/1993 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). Groundwater sampling on 4/14/93. BTEX and EPH were not detected in monitor wells 2,3, or 4. EPH was below the detection limit in monitor well 1, however, it was noted that the EPH pattern indicated the presence of low level early eluting hydrocarbons. Former Staff
4/17/1993 Update or Other Action (Old R:Base Action Code = RAU - Remedial Actions Underway (General)). Vapor extraction system installed by Hart Crowser and started up at 10:30 AM on 4/17/93. VES was installed to remediate, through vapor extraction and bioventing techniques, soils impacted by a diesel fuel release. Former Staff
5/26/1993 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). Exhaust gas sampling and flow measurements from the operating VES system (5/26/93, 7/30/93, and 8/27/93) show that the system is removing petroleum hydrocarbons from the subsurface as well as oxygenating the soils. Former Staff
10/14/1993 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). Groundwater sampling on 10/11/93. BTEX and EPH were not detected in monitor wells 2, 3, or 4. No BTEX was detected in MW 5, however, 1.99 mg/l of EPH was detected. No EPH was detected in MW 1. The concentration of benzene in MW 1 has been reduced below the MCL. Exhaust gas samples and flow measurements from the operating VES system (9/15/93 and 10/14/93) show that the system continues to remove hydrocarbon vapors from the subsurface. Former Staff
12/30/1993 Update or Other Action File review completed. Former Staff
3/4/1994 Update or Other Action (Old R:Base Action Code = RARR - Remedial Action Report Review (CS)). Comments provided to RP. Former Staff
11/30/2000 Institutional Control Record Established Contamination above cleanup levels still exists beneath foundation. Former Staff
3/17/2004 Update or Other Action File number assigned and entered into the Fileroom DB and CS DB. Alyce Hughey
9/2/2005 GIS Position Updated Using the address in the file, in conjunction with TopoZone Pro and the KPB Parcel Lookup, entered the coordinates for this site. Metadata includes No Topo Basemap, TopoZozne Pro Street Maps, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:10,000, Coordinate Datum NAD83. High degree of confidence in accuracy of location. Alyce Hughey
1/12/2006 Update or Other Action Talked with Tom Barrett, KPB. He was unable to locate any files on the site. apparently they have been misplaced &/or lost over the years. He will be contacting Hart Crowser, who conducted the environmental work, to get copies of the reports and summaries of work. If no file information can be found or retrieved, additional assessment may be required to ensure protection of human health Donald Seagren
1/18/2007 Update or Other Action Work with KPB staff to recreate the missing file. Discussed site and possible actions required with Jim Frechione. Drafted a conditional closure letter and sent it to the KPB for comment, review and additional information/details based on their knowledge of the cleanup and their file search. Donald Seagren
3/15/2007 Exposure Tracking Model Ranking Donald Seagren
3/16/2007 Update or Other Action Discussed draft CC letter with Tom Barrett, Kenai Peninsula Borough staff-person. He had no comments on the letter. He had searched the files at the school and found little useful information and no reports or data. Revised the CC letter and sent it to ADEC management for review & comment. The site could just as easily be fully closed with no adverse impacts to human health or the environment. Donald Seagren
4/2/2007 Conditional Closure Approved Conditional Closure letter finalized and sent to Macia Briggs for final formatting, signature and issuing. Donald Seagren
4/2/2007 Institutional Control Record Established Residual soil contamination remins under the building exceeding the most stringent 18 AAC 75.341 soil cleanup levels. If the soil ever becomes accessible the Kenai Peninsula Borough must notify ADEC for appropriate actions. No soil may be removed from the site without ADEC approval in accordance with 18 AAC 75.325(i). Site closure without conditions will be considered when soil samples confirm that the soil meets the established ADEC soil cleanup levels for this site. Donald Seagren
6/11/2008 Update or Other Action Site transferred from Don Seagren to Paul Horwath per Linda Nuechterlein. Alyce Hughey
11/10/2014 Update or Other Action Staff changed from Paul Horwath to IC Unit. Kristin Thompson
