Problems/Comments
Over 5,500 gallon diesel spill from 2" fuel feed line running from the storage tanks to the generator building and leaks from 6" line running from storage tanks to dock. Total extent of contamination and impact to human health is unknown. Point of contact is the U.S.C.G. Civil Engineering Unit. Last staff assigned were Connor, Lawn, Krogseng, and Sundet.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
4/26/1991 | Notice of Violation | In response to report received on 4/26/91 of a 3,500 gallon spill of diesel at site, a letter from ADEC requested within 5 working days an interim report. The interim report needs to contain: method used to determine the amount of discharge, cause of the discharge, cleanup actions undertaken, actions being taken to prevent recurrence of the discharge, a general site remediation plan, a copy of the case report for the late march spill that is suspected of cause of the contamination. | Former Staff |
5/1/1991 | Update or Other Action | (Old R:Base Action Code = FI - Field Inspection (General)). D. Connor (DEC PWSDO staff) arrived at site to document cleanup activity related to diesel fuel spill at site. Some discoloration of the concrete pad and soil next to the generator building was observed. Sheen along the dirt road providing access for the backhoe to site was observed. | Dave Connor |
6/5/1991 | Update or Other Action | (Old R:Base Action Code = FI - Field Inspection (General)). Connor and Kotula found 19 sealed 55 gallon containers used to store oil waste in. 17 were full and 2 were half full. Containment sorbent boom still in place but has deteriorated beyond a useful condition. 3 apparent leaks in the 2" fuel feed line from storage tanks to generator building and 5 apparent leaks in 6" line from storage tanks to dock. | Dave Connor |
6/19/1991 | Update or Other Action | (Old R:Base Action Code = MS - Monitoring/Sampling). R. Easley from Oil Spill consultants took a series of grab samples from four areas from site. Oil Spill Consultants will have a recommended cleanup plan to Coast Guard within 14 days. | Former Staff |
7/16/1991 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). U.S.C.G. draft remediation plan sent in for ADEC review. | Former Staff |
9/11/1991 | Site Added to Database | Diesel contamination. | Former Staff |
7/18/1994 | Cleanup Plan Approved | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Conditional plan approval for cleanup plan. | Former Staff |
8/4/1994 | Update or Other Action | (Old R:Base Action Code = FI - Field Inspection (General)). | Former Staff |
8/18/1994 | Site Characterization Report Approved | (Old R:Base Action Code = SA2R - Phase II SA Review (CS)). | Former Staff |
9/15/1994 | Update or Other Action | No further action associated with the spills is required. Continued attention to the remediation of the soils in the bio-cell still required. No Further Remedial Action Planned action changed to Update action based on the fact that the bio-cell is not remediated and there are no ICs nor LTM established. | Dan Lawn |
2/15/1995 | Site Ranked Using the AHRM | Site ranked earlier but no related action added to the database. | Mike Krieber |
6/11/1997 | Update or Other Action | Biocell Closure Sampling Plan approved. | Bob Krogseng |
3/18/1998 | Update or Other Action | Staff reviewed the 1997 Biocell Closure report and agreed with their conclusion that the Potato Point Biocell is not ready for closure at this time. Annual sampling will continue at the site until DRO levels meet the ADEC criteria for Level C clean-up. | Bob Krogseng |
3/27/2003 | Update or Other Action | Sent e-mail to Mark Ridgway CEUJrequesting additional reprots, informaiton on sampling of the bio-cell. Spill was closed by Lawn, but contaminant levels in bio-cell are above cleanup levels. Work tentatively scheduled for 03 was postponed until 04. | Donald Seagren |
5/20/2004 | Update or Other Action | File number assigned and entered into the Fileroom DB and CS DB. | Alyce Hughey |
5/6/2005 | Update or Other Action | Approved workplan for biocell closure onsite. Consultant proposed draining water from biocell - approved after consulting CS engineering staff. This is a small one-time release of water, so no formal system will be needed. Recommended watch for sheen and halt to draining if discharge is observed. Letter is located at G:\SPAR\CS\Contaminated Site Files (38)\2264 Valdez\2264.38.019 USCG Potato Point Radar Facility\2005 Workplan Approval.doc | Mike Jaynes |
4/10/2006 | Update or Other Action | Final report approved this date. Letter also outlines required steps to meet closure - USCG needs to come up with a mechanism to track sites with remaining contamination/institutional controls. | Anne Marie Palmieri |
4/7/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Anne Marie Palmieri |
12/17/2009 | Cleanup Complete Determination Issued | Cleanup complete determination issued this date in accordance with new closure policy. The USCG remains responsible for the appropriate future management of the remaining soil which contains concentrations of DRO below the ACLs but above the default method 2 level of 230 mg/kg. | Anne Marie Palmieri |
11/25/2016 | Update or Other Action | Administrative update: the hard file for this site could not be located in the Juneau office. | Kristin Thompson |
