Problems/Comments

Alaska State Troopers reported 18,833 gallons of unleaded gasoline leaked from a buried fuel line at Holy Cross reported on 1/10/1991. Approximately 4,004 gallons of this gasoline has been reportedly cleaned up. The site is located on the west bank of Ghost Creek Slough off the Yukon River. Flooding and surface water is a high risk for contaminant migration. No groundwater or soil samples were taken. Extent of contamination remains unknown. Based on discussions with the fuel Co. rep., it was the district's opinion that appropriate cleanup actions were taken. This consisted, in part, of placement of a boom down gradient to capture any migrating gasoline to 55-gallon drums and disposal of contaminated snow to lined containment areas. Coast Guard inspected the spill site and agreed with the assessment of District staff.

Appears that clean up was abandoned. Probable scenario - gasoline ladden snow and ice washed from the slough into the Tanana during spring break up. Sent file information. Discussed this site with the Brownfield Coordinator, he felt the site would be a good candidate for an EPA Targeted Brownfield Assessment Grant. 1/31/2006 Update or Other Action Received fax and phone calls from Larry Lau of Holy Cross Oil Co. Still looking for any information about the January 1991 spill. Made calls to the Emergency Response offices in Anchorage and Wasilla. Bob Carlson (PERP) lived across the river from Holy Cross in 1991-92. He remembers a big flood during breakup of that year which flooded the Shagaluk airport for over a week. He was very familiar with the area and felt certain that the slough where the spilled product pooled was likely flooded during breakup. Kim DeRuyter

4/1/2022 Site Characterization Report Approved Characterization report received on 2/24/2022. ADEC has reviewed the characterization report and it is now approved. Letter sent on this date. In August 2021, Shannon & Wilson advanced six test pits, installed one temporary groundwater monitoring well, and collected field screening and soil and groundwater samples for laboratory analysis. According to soil analytical results, gasoline range organics (GRO), benzene, toluene, ethylbenzene, xylenes, 1,2,4-trimethylbenzene, 1,2-dibromoethane, 1,3,5-trimethylbenzene, chloroform, and/or naphthalene were present above ADEC Method Two cleanup levels. Soil sample TP4-S5 contained 15,500 mg/kg of diesel range organics (DRO), which exceeds the ADEC Maximum Allowable Concentrations. Samples containing detectable concentrations of contaminants ranged from 2 to 14 feet below grade surface (bgs). Groundwater was encountered at approximately 1.86 feet bgs. The groundwater sample contained concentrations of benzene up to 178 µg/L, ethylbenzene up to 22.3 µg/L, and 1,2,4-trimethylbenzene up to 62.7 µg/L, all in exceedance of ADEC groundwater cleanup levels. Additionally, miscellaneous household items, wire, and automotive parts were discovered in one of the test pits at approximately 2 to 3 feet bgs. The horizontal and vertical extent of contamination has not yet been determined, nor have the potential impacts to the sediment and surface water of the Ghost Bank River Slough. Naomi Mason
4/11/2022 Meeting or Teleconference Held Teleconference held on this date with Holy Cross Oil Company/Deloycheet and Shannon & Wilson to discuss the recent characterization and future plans for the site. Holy Cross Oil Co./Deloycheet informed ADEC that the five aboveground storage tanks were removed from the site around 2019 and transported to the landfill. Alaska Village Electric Cooperative constructed a new tank farm directly west of the old tank farm that the community of Holy Cross now uses. Shannon & Wilson and Holy Cross Oil Co. and Deloycheet will discuss the scope and submit a work plan for Summer 2022. Naomi Mason
