Problems/Comments

Petroleum impacted soil and groundwater are documented at the various FAA sites and former Naval facilities. Land conveyed to the native corporation by 1985 includes the former FAA housing area on the east side of the island. Other FAA structures and former naval facilities are located on the west side of the island. Contamination is associated with abandoned UST and AST tanks (both diesel and gasoline), piping, drums, and potential sources such as floor drains. Initial FAA remedial actions included general debris cleanup in 1996 and removal of abandoned tanks and associated piping from an old military tank farm in 1997. Woody Island is 1.5 miles east of Kodiak Island. FAA (then the CAA) began activities here in 1941, on a 728-acre tract and 9-acre right-of-way on the east side of the island. Additional land was acquired by FAA from the Navy in the 1960s, including a 1929 building, tank farm, and dock site. In 1969 FAA leased 4.5 acres from the Woman's American Baptist Home Mission Society (WABHMS) for a VHF/UHF communications site. Transfer of east-island lands through BLM to the Lesnoi, Inc. Native Association, was begun in 1975 and completed in 1985, with additional lands made available for selection on the west side of the island. In 1986 FAA leased 10.8 acres from WABHMS for the VORTAC navigational aid. The remaining active FAA sites on the leased property are the VORTAC, an active RCAG, and a NDB (non-directional radio beacon facility). The WABHMS leaseholds are owned by National Ministries American Baptist Church, Valley Forge, PA and include FAA UST #s: 31-A-1 and 31-C-1 at the VORTAC site.

8/9/1991 Update or Other Action Former SA1 R:Base Action. A 1,000 gallon diesel fuel tank was decommissioned in place because it extends beneath a building. Strong fuel odor and visible staining in soil. Less than one cubic yard of soil was removed. Groundwater was present at 1.8 feet below ground surface. A heavy sheen was present on the ground water. The tank was filled from 55 gallon drums. No secondary containment was used in the drum handling area, surface spills and stressed vegetation were present. No known wells on the island, surface water is used as a drinking water supply for island residents. A 500 gallon gasoline tank was removed. Three cubic yards of fuel impacted soil was placed in supersacks and taken to the USCG base on Kodiak Island. Ground water was encountered at 3.5 feet below ground surface. A light sheen was present on the ground water. Approximately 100 gallons of water suspected of being contaminated was contained and stored on site. SA report states a release investigation is necessary for the diesel impacted area but not the gasoline UST area. Work to be done under the Corps’ TERC contract, with Jacobs Engineering. Soil will be placed in "supersacks", transported by landing craft to Kodiak, and trucked to the USCG base where the supersacks will be covered and stored until they are remediated in the fall. 9/27/2001 Update or Other Action Email and telephone communications with FAA regarding the Lesnoi area. The area encompassing Buildings #400, #401, and #603 is to be transferred over to Lesnoi Native Corp. without site closure. Building #603 was given site closure status this week. 3/12/2003 Update or Other Action Confirmation of contaminated soil remediation was provided to the Department. The soil was generated from three sites on Woody Island totaling 7c.y. The fourth site was on Kodiak Island and was 20 c.y. The soils from Woody island were transported to Kodiak Island where they were thermally treated and disposed of properly at the USCG station. 8/26/2005 Update or Other Action Underground Storage Tank (UST) 31-C-1 (Active RCAG) – This 500-gallon UST was in service from 1961 until removal in 1991. 8/26/2005 Update or Other Action Non-Directional Beacon – FAA has requested site closure at this area. The Environmental Compliance Investigation Report (ECIR) dated 1992 reported the presence of a transformer which had been shot with a bullet at Building 402, however no stained soil was found. This area has been regraded and the transformers removed. No further investigation is required at the Non-Directional Beacon area. Anne Marie Palmieri
8/26/2005 Update or Other Action AST 31-D-1 (Building 404, Inactive RCAG) – FAA has requested site closure at the location of the former AST 31-D-1. This 1000-gallon tank was removed in 1990. Three (3) cy of soil were removed and later treated on Kodiak. Confirmation samples from the excavation showed the presence of elevated concentrations of diesel-range organics up to 14,772 mg/kg. Closure cannot be granted as petroleum contaminated soil remains. Furthermore, the dead vegetation and stained soil south of Building 404, shown on Figure 3-6 of the Environmental Compliance Investigation Report (ECIR) dated 1992, and the petroleum contaminated soil at the concrete piers, documented in Section 5.5 of the Remedial Action Report dated December 2000, should be addressed. 8/26/2005 Update or Other Action Building 201 (Inactive RCAG) – FAA has requested site closure specifically for the polychlorinated biphenyls (PCBs) contamination at Building 201. As part of the Expanded Site Investigation dated 1996, soil contaminated with petroleum hydrocarbons and PCBs was excavated. PCBs confirmation samples showed one result of less that 5 milligrams per kilogram (mg/kg) PCBs and five results of non-detect. One petroleum hydrocarbon sample result showed an elevated concentration of 13,500 mg/kg for diesel-range organics. Closure is evaluated for an area of concern and cannot be split by the various contaminants of concern. As there is residual petroleum hydrocarbon contamination at Building 201, DEC is unable to grant closure. Also, the current default soil cleanup level for PCBs is 1 mg/kg. Further discussion on PCBs in soil at this site is needed before additional work is performed in the field. Anne Marie Palmieri
8/26/2005 Update or Other Action AST 31-B-4 (Tank Farm) – This 20,000-gallon diesel tank was one of five AST(s) in the tank farm. As reported in the Technical Memorandum dated December 1997, field screening showed contamination present around the dispenser and tanks 31-B-1, 31-B-2, and 31-B-3. No contamination was found to be present at tank 31-B-4 and no soil was removed. Therefore, the department requires no further investigation at this tank. Anne Marie Palmieri

8/26/2005 Update or Other Action Pipeline (Tank Farm) – A total of approximately 700 linear feet of 2-inch pipe and 600 linear feet of 4-inch pipe were removed in 1997 and 2000. Field screening along the joints and junctions of the pipeline showed that no contamination was present. These activities are documented in the Technical Memorandum dated 1997 and the Remedial Action Report dated December 2000. 8/26/2005 Update or Other Action AST 31-E-10 (Building 600) – This 3000-gallon AST was decommissioned in 2000. No evidence of contamination was noted during the field screening while decommissioning the tank. Thus, the decision was made in the field not to collect any soil samples. No soil was removed. A description of this tank is located in the Remedial Action Report dated December 2000. 2/10/2009 Document, Report, or Work plan Review - other Based upon the information provided in the 1997 ROST Site Investigation, DEC has closed multiple areas of concern; details on specific areas will follow in separate comment fields. Remaining areas where additional investigation or cleanup is needed include: Building 605 (repair shop), inactive RCAG, Building 405 (vortac), Building 404, Tank Farm, and Building 300. For those areas where contamination above the department’s most stringent cleanup levels is being left in place; i.e. DRO greater than 230 mg/kg, the presence of this contaminated soil should be tracked. If in the future this contaminated soil is excavated by FAA, the landowner, or another party, the department should be notified as the soil will need to be managed in accordance with department regulations current at that time. 2/10/2009 Update or Other Action Building 605: Repair Shop – During the ROST investigation, 25 probes were advanced and 12 samples were collected. Diesel range organics (DRO) was found at concentrations up to 5910 milligrams per kilogram (mg/kg) with the main part of the plume on the northern side of the former building location. The ROST investigation found the fuel present at relatively shallow depths, however in the footprint of the former building there was fuel indicated at 21 feet below ground surface (bgs). Samples were also analyzed for polychlorinated biphenyls (PCBs) with the highest concentration detected of 0.08 mg/kg, well below the department’s cleanup level of 1 mg/kg. No additional investigation of PCBs is required. Given the concentrations of and extent of petroleum contamination found, this area needs to be addressed further. Anne Marie Palmieri
2/10/2009 Update or Other Action Aboveground Storage Tank (AST) 31-D-1 (Building 404, Inactive RCAG) – This 1000-gallon tank was removed in 1990. Three (3) cy of soil was removed. Confirmation samples from the excavation showed the presence of elevated concentrations of diesel-range organics up to 14,772 mg/kg. Closure was not granted in the department’s August 25, 2005 letter as petroleum contaminated soil was suspected to remain. During the ROST investigation, 10 probes were advanced. No fuel was indicated in any of the probes and the analytical results from the one sample collected were non-detect for all petroleum constituents. 2/10/2009 Update or Other Action Inactive RCAG – In the department’s August 25, 2005 letter, it requested that the petroleum contaminated soil at the concrete piers, documented in Section 5.5 of the Remedial Action Report dated December 2000, be addressed. During the ROST investigation, 22 probes were advanced and levels of DRO up to 1500 mg/kg were found to be present, however based upon the florescence readings higher levels are suspected to be present. Contamination was found to be present from the ground surface to depths of 5 feet bgs in an area approximately 100 feet by 100 feet. 2/10/2009 Update or Other Action Former Disposal Area (Dump) – A former disposal area (dump) was located near the Communication Transmitter where debris was scattered on the ground across an approximately 3 acre area. The debris was collected and buried. During the ROST investigation, 3 probes were advanced in this area. No fuel was indicated in any of the probes and no analytical samples were collected. 2/10/2009 Update or Other Action ASTs 31-B-1, 31-B-2, 31-B-3 (Building 605 Tank Farm) – Five large bulk fuel ASTs were present in this tank farm and have now been removed. As reported in the Technical Memorandum dated December 1997, field screening showed contamination present around the dispenser and tanks 31-B-1, 31-B-2, and 31-B-3. No contamination was found to be present at tanks 31-B-4 and 31-B-5; thus, the department required no further investigation at those tanks, as documented in it August 25, 2005 letter. Contamination was suspected to be present in the areas of ASTs 31-B-1, 31-B-2, 31-B-3 and the dispenser. As the tanks have been removed, specific tank locations are difficult to accurately identify and all three tanks will be treated as one area of concern. Twenty-five probes were advanced during the ROST investigation and one sample was collected. Analytical results showed DRO concentrations of 4480 mg/kg present, however based upon the florescence readings, higher levels are likely. Contamination is present in two separate areas, with the larger being approximately 150 feet by 120 feet and the smaller being 100 feet by 50 feet. Given the concentrations of and extent of petroleum contamination found, this area needs to be addressed further. Anne Marie Palmieri
2/10/2009 Update or Other Action Building 600 – During the 2004 decommissioning activities and documented in the Remedial Action Report dated December 2004, samples were collected at the septic outfall and analytical results showed elevated levels of DRO and PCBs. During the ROST investigation, five probes were advanced and five samples collected at the outfall. No fuel was indicated in any of the probes and all sample results were non-detect for all petroleum constituents and PCBs. Soil samples were collected and elevated concentrations of DRO up to 2180 mg/kg were detected and ½ cubic yard (cy) of soil was removed. During the ROST investigation, 6 probes were advanced. Fuel contamination was indicated to a deepest point of 10 feet bgs at the former tank location and is projected to extend laterally in an area of 30 feet by 30 feet. One sample was collected and analytical results showed DRO of 795 mg/kg; based upon the florescence readings the remaining contamination is suspected to be at lower levels within a fairly limited and discontinuous contaminant plume. One analytical sample was collected and results for DRO and RRO were non-detect. Given the lack of confirmation of the presence of contamination, this area does not need to be addressed further. Soil samples were collected and elevated concentrations of DRO up to 35,600 mg/kg were detected and no soil was removed. During the ROST investigation, 3 probes were advanced. Fuel contamination was indicated to a deepest point of 4 feet bgs at the former tank location and is projected to extend laterally in an area of 60 feet by 120 feet. One sample was collected and analytical results showed DRO of 24700 mg/kg; this sample location was directly below the former tank. Although the extent of contamination is fairly limited, the concentrations exceed the department’s maximum allowable concentrations. One sample was collected at the area of highest florescence and analytical results showed DRO of 129 mg/kg; based upon the florescence readings the remaining contamination is suspected to be at lower levels within a fairly limited and discontinuous contaminant plume. 12/9/2011 Document, Report, or Work plan Review - other ADEC reviewed the draft Work Plan Remedial Investigation of Contaminated Groundwater and Soil and sent comments. The investigation includes installation of several wells at 4 different areas at the site as well as collecting soil samples to delineate the extent of contamination. 8/16/2012 Site Visit ADEC conducted a site visit to the Woody Island FAA facility on August 16. The FAA is investigating petroleum contamination in the soil and groundwater at four locations throughout the facility. 3/20/2019 Document, Report, or Work plan Review - other ADEC reviews and provides comment on the Draft Report for "Woody Island Demolition and Environmental Remediation: dated February 2019. The Direction Finder has been demolished, removed, and lead is all below clean up levels. The former north drum area at the VOR was sampled, and samples show that contamination is below cleanup levels. Debris and soil was removed from the CT Dump, areas of lead and PCB contamination remain, 1,100 cubic yards of material was removed offsite in 2018, and containerized non-hazardous waste remains to be disposed of in 2019. ADEC does not have any requests for revisions, and will wait for the final draft before approving. This report documents 2020 work at the Dump location PCB08. DRO has been removed and now meets cleanup levels. PCBs exceed cleanup levels with a max value of 58 mg/kg. This work plan is to remove and dispose of petroleum contaminated soils, pilings, and debris, and and collect confirmation samples at excavation walls at the CT site and Building 300 site. 450 yards of soil are expected to be removed from the CT site, and about 30 yards from the Building 300 site.
