Problems/Comments

Bunker C and diesel fuel contaminated soil and groundwater. The former fuel tanks were reportedly drained onto the ground during WWII after the initial bombing of Dutch Harbor by the Japanese. Estimates indicate that up to 1,000,000 gallons of fuel may have been discharged. This area was used as a bulk fuel storage location begining in the early 1900s. During World War II the military acquired and used the storage tanks. Currently, the area is used for storage and warehouses supporting the fishing and marine industries.

7/30/1998 Interim Removal Action Approved ADEC received the July 1998 Workplan Addendum - "Pre WWII Tank Farm Interim Removal Action." The Corps was conducting this work as a time critical removal action under the FUDS program. The removal action objectives were to reduce risk, reduce the volume of source area contaminated soil, and collect data for subsequent risk assessment. Plan called for excavating source area, screening soils, washing oversize material, and thermally treating the finer grained material. John Halverson
8/5/1998 Update or Other Action Corps submitted the "1996 Amaknak Interim Removal Action/Investigation Report", dated August 1998, by Jacobs Eng. It included a section describing test pits and well points installed at this site. An area of fuel saturated soil at least 10 feet thick was documented beneath the former tank farm (est. to be 2.5 acres), the contaminated smear zone was estimated to cover a much larger area (~ nine acres). Free product (bunker C) was documented beneath building 551 (warehouse). Sediments along the shoreline were reported as being contaminated with petroleum hydrocarbons and low level PCBs. 10/16/1998 Update or Other Action ADEC approved an amendment to the removal action workplan that allowed stockpiling the finer grained soil on-site, underground. Approval was contingent on the Corps treating the stockpiled soil during 1999. Corps requested this amendment because the thermal treatment plant could not process soil fast enough to keep up with the excavating. Challenges maintaining above ground stockpiles due to wind and weather. Avoided the need to buy "clean" fill. John Halverson
3/9/1999 Update or Other Action ADEC received the "1997 Report - Interim Removal Actions; Site Investigations; Remedial Investigation Amaknak and Unalaska Islands" (Jacobs Eng.). It reported results of sediment sampling and toxicity testing from samples collected along the shoreline. Four toxicity tests and five sediment samples submitted for chemical analysis indicated minimal impact in these samples. Results from one chemical analsis exceed the NOAA effects range - low levels. 3/17/1999 Update or Other Action ADEC sent the Corps of Engineers a letter with comments on the draft workplan for continuing the removal action at this site. ADEC conditionally approved the plan based on the Corps implementing quarterly groundwater monitoring, making a good faith effort to treat the stockpiled soil in 1999 and, if unable to do so, treating it in 2000 (earlier approval to stockpile soil on-site, underground was contingent on treating the soil in 1999, however, the draft plan requested an extension until 2000). 3/19/1999 Update or Other Action ADEC sent the Corps a letter with comments on a draft Treatability Study Technical Memorandum. The memorandum summarize an evaluation of various methods for treating soil that is in the underground stockpiles. One significant comment in the letter was that site specific soil cleanup levels need to be established or else the method two soil cleanup levels will be applicable (Corps wants higher level approved, but needs to go through the steps to do so). 4/16/1999 Update or Other Action ADEC received a Technical Memorandum for Time Critical Removal Action. It serves as the Action Memorandum documenting the need to the removal action under CERCLA. John Halverson
5/17/1999 Update or Other Action ADEC received the 1998 Report - "Pre WWII Tank Farm Interim Removal Action", dated June 1999. It reports ~13,300 cubic yards of contaminated soil was excavated, ~2,200 cubic yards of this was oversize material that was washed, ~750 cubic yards was large rock, ~3,000 cubic yards was stockpiled underground and ~10,900 cubic yards was thermally treated (total volumes do not work balance due to density differences before and after excavation and possibly the methods used to calculate volumes). Work stopped due to winter weather; contractors estimated the removal was ~ 50% complete. John Halverson
7/19/1999 Update or Other Action ADEC sent the Corps a letter responding to a letter requesting approval of method three soil cleanup levels based on an assumption that groundwater is not a potential drinking water source. ADEC did not concur and stated that institutional controls need to be established to make such a determination. If that is not done, soil cleanup levels need to be based on an assumption that groundwater may be used for drinking water. John Halverson
8/25/1999 Update or Other Action ADEC received the "1998 SI/RI/IRA Report Amaknak and Unalaska Islands", dated August 1999. It reported on site characterization work at the Pre WWII tank farm site. Fifteen soil borings were drilled, fourteen monitoring wells were installed in them and eight test pits were installed. Free product was found in 2 MWs, a broad area of low level DRO contamination was reported, further data evaluation and reporting is to be included in a comprehensive RI report. John Halverson
9/8/1999 Update or Other Action ADEC received the "1999 Treatability Study Report, Pre WWII Tank Farm, Amaknak Island", dated September 1999 (Jacobs Eng.). It concluded that using a Hot Air Vacuum Extraction (HAVE) system is the preferred remedial alternative for treating the fuel contaminated soil that is stockpiled underground. John Halverson

2/11/2000 Update or Other Action ADEC reviewed and commented on a December 1999 draft Comprehensive Remedial Investigation Report for Amaknak and Unalaska Islands. It summarizes FUDS site investigation and cleanup work done over the past three years. It recommended treatment of the soil in the underground stockpile and continued groundwater monitoring, but no further soil removal/treatment. ADEC requested steps in 18 AAC 75.350 be followed for making a groundwater use determination and thus establishing soil and groundwater cleanup levels. Other issues such as possible abandoned pipelines, the utilidor that reportedly contains free product, soil exceeding the maximum allowable cleanup levels in 18 AAC 75.340 Table B2, and free product on the watertable still need to be addressed. 3/6/2000 Update or Other Action ADEC reviewed and commented on a draft Thermal Treatment Plan that calls for using a Hot Air Vacuum Extraction (HAVE) system to treat soil that is currently in the underground stockpiles. Clarification was requested on stockpile locations and soil management. 4/3/2000 Cleanup Plan Approved ADEC received the final thermal treatment plan for petroleum contaminated soil that has been excacated and stockpiled on-site (~5,000 cubic yards). 6/5/2000 Site Characterization Report Approved ADEC received the final Comprehensive Remedial Investigation Report, dated May 2000, by Jacobs Engineer, for the Corps. It documents the extent of soil and groundwater contamination, the soil excavation, screening and treatment done to date and recommends the remaining stockpiles treated, long term groundwater monitoring be continued and institutional controls be established to address residual contamination. 9/28/2000 Update or Other Action ADEC was informed that SE Construction, the contractor treating soil at this site, has gone bankrupt and soil treatment has stopped. Soil in the treatment cell has not been treated sufficiently and much of the soil in the underground stockpiles has yet to be treated. 1/20/2001 Update or Other Action ADEC received the "Groundwater Monitoring Program Annual Report - Pre WWII Tank Farm/Ptarmigan Flats" report dated January 2001. Free product (bunker C and diesel range organics) is present in one MW. Chlorinated solvents (carbon tetrachloride and tetrachloroethene) were found in a MW near the power plant. The report compares GW data to the surface WQ standards for wells nearest the bay and ten times the groundwater cleanup levels in Table C, although a future groundwater use determination has not yet been made (no institutional controls are in place to restrict future GW use). 7/27/2001 Update or Other Action ADEC received the Groundwater Monitoring Data Report (June 2001 Sampling Event), dated July 2001 prepared by Jacobs Engineering. The report notes that free product was present in MW13 so it was not sampled, sheen was noted in MW8 - but the analytical results only showed 1.2 mg/l DRO and no exceedance of GW cleanup levels, it also notes that Bunker C was evident in MW-11 - GW sample contained 8.0 mg/l DRO and 2.1 mg/l RRO (no other exceedances of cl/up levels). 9/21/2001 Cleanup Plan Approved ADEC approved a new workplan for thermally treating petroleum contaminated soil that was placed in underground stockpiles at the site (~10,000 cubic yards). The report documents test trenches dug along East Point Loop Road and Delta Way. Water and product reportedly flowed into both trenches at depths around 12-14' bgs. Multiple utilidors and other utility lines were present along E Point Road. Wood and buidling debris from Pre WWII were present in the trench along Delta Way. 8/31/2004 Update or Other Action DEC received the final Summary Report for 2000-2002 Soil Treatment Activities, Pre-World War II Tank Farm, by Jacobs Eng. The report documents soil from the underground stockpiles constructed during 1998-99 cleanup activities has been removed and successfully thermally treated. Residual soil contamination, including lenses of free product remains at the limits of excavation on portions of the site; this is due to it being below groundwater, extending into fractured bedrock or extending beneath other site improvements (building 551, utilidor, roads and utiliites). Free product continues to be observed in MW-2, -8, -11 and -13 along with MW-16 (installed in 2004). Samples from MW-3R and -16 exceeded the surface water quality standards for TAH and TAqH. The 2005 report recommends dropping three MWs from the sampling program (two because they consistently meet Table C groundwater cleanup levels and MW-16 because it contains product {water and product levels will continue to be monitored}) and proposed adding two wells (MW-2 and MWNLF-2) if they do not contain product. 10/9/2006 Update or Other Action DEC received a final workplan to decommission three monitoring wells located on the City of Unalaska powerhouse property. The City plans to build a new powerhouse on the site and the wells would be destroyed. MW-13 located near the loading dock for the Delta Western warehouse was damaged last year and will be repaired; a flush mounted protective well casing and vault rated for 20,000 lbs will be installed. 1/31/2007 Proposed Plan DEC approved Proposed Plan #4 for the Amaknak Island/Unalaska area FUDS. The plan addresses the Pre-WWII Tank Farm site. It recommends excavation and off-site treatment/disposal of petroleum contaminated soil (~ 1,100 cy) north of Bld 549 to meet the soil cleanup goal of 2,300 mg/kg DRO, capping petroleum contaminated soil in the basement/crawl space beneath Bld 551, and long term groundwater monitoring and management. 8/13/2007 Cleanup Plan Approved DEC received the Pre WWII Tank Farm Remedial Action Workplan, final dated August 2007. A backcheck on the response to prior DEC comments (submitted on the draft workplan) indicated the responses were acceptable. 11/23/2007 Update or Other Action DEC reviewed and did not have any comments on the draft 2007 Annual LTM Groundwater Monitoring Report for the Pre WW II Tank Farm site. Dissolved phase petroleum concentrations in groundwater appear stable and below the site specific cleanup levels (ten times the Table C levels), nearly all wells sampled meet the Table C levels and the TAH/TAqH levels. However, free-phase petroleum hydrocarbons remain in several monitoring wells. The apparent hydrocarbon thickness measured in 2007 was significantly greater than in prior years, with measured thickness ranging from 1.5 - 3.5 feet. It is unclear why this increase ocurred. 2/1/2008 Update or Other Action DEC reviewed and commented on a draft 2007 Remedial Action Report for the Pre WWII Tank Farm site. Minor comments were forwarded to the Corps and contractor (Jacobs Eng.). Petroleum contaminated soil was exavated and sent to a disposal facility in OR. Residual contamination remains in the smear zone (~12-15' below ground surface), below the watertable, and in vadose zone soil adjacent to and beneath Buildings 551 and 549; further excavation would jeopordize the integrety of the buildings. Vadose zone soil contamination remains adajcent to and beneath other site improvments (Biorka Drive, East Point Road and the utilidor along it). The remedial action plan called for placing a concrete cap over petroleum contaminated soil in on the basement floor in Building 551. However, due to significant asbestos problems in the basement a cap was not placed. The report documents the location and extent of petroleum on the ground/floor. John Halverson
5/27/2008 Final Cleanup Report Reviewed DEC received the Final Remedial Action Report for the Pre WWII Tank Farm, dated May 2008, prepared by Jacobs Engineering. An additional 2,200 cubic yards of petroleum contaminated soil were exavated and sent to a disposal facility in OR. Contaminated soil has been excavated to the extent feasible. Residual contamination remains in the smear zone (~12-15' below ground surface), below the watertable, and in vadose zone soil adjacent to and beneath Buildings 551 and 549; further excavation would jeopordize the integrety of the buildings. Vadose zone soil contamination remains adajcent to and beneath other site improvments (Biorka Drive, East Point Road and the utilidor along it). 7/10/2008 Update or Other Action DEC received the Final 2007 Annual Groundwater Monitoring Report for the Pre WWII Tank Farm, prepared by Mactec. Fourteen monitoring wells were inspected, water/product levels measured and six of the wells were sampled for DRO, RRO, BTEX and PAHs. DRO in MW-3R exceeded the Table C groundwater cleanup level, but not the ten-times rule level of 15 mg/l. None of the other water samples exceeded the Table C levels or surface water quality criteria for TAH/TAqH. However, LNAPL thickness measured in 5 of the 14 MWs was significantly greater than in prior sampling events and ranged from 1.5 - 3.5'. Groundwater levels were from 1.0 - 3.6 feet lower than in 2006. Although significant LNAPL is present, the petroleum is not disolving into groundwater at significant concentrations. John Halverson
11/12/2008 Update or Other Action ADEC received the Draft Groundwater Monitoring Program 2008 Annual Report for Amaknak Pre-WWII Tank Farm. 12 wells were measured for water and product level and groundwater samples were taken at 6 of these wells. RRO, BTEX, and PAH concentrations taken from all wells were below criteria. Three wells had free product. Meghan Dooley
2/12/2013 Document, Report, or Work plan Review - other ADEC recieved the draft 2012 Groundwater Monitoring Report on January 10 and send comments on February 12. No groundwater monitoring has been conducted since 2009 due to access issues. Several wells installed in 2009 were either not located or free product was encountered. Six wells were sampled and all results were below cleanup levels. Five transducers were installed in wells to monitor groundwater level fluctuations for the next year in order to gain a better understanding of groundwater flow. Meghan Dooley

12/5/2013 Update or Other Action ADEC received the Draft 2013 Groundwater Monitoring Report, Amaknak Pre WII Tank Farm FUDS. Summary: Groundwater samples were collected from eight monitoring wells at the site and continuous groundwater elevation data was collected from four out five wells in which pressure transducers had been placed. A fifth pressure transducer had been removed from one of the wells and has not yet been located. Two trend patterns were observed: a) for wells nearest the presumed contamination source, groundwater contaminant concentrations show the greatest flucutuations, but have generally decreased with time, and b) wells farther away from the source have less fluctuation in DRO and RRO concentrations and are generally below Table C cleanup levels. Recommendations include a new horizontal and vertical survey of all wells in 2014, repair, replacement or decommissioning of well MW-10, and a sampling activity list for 2014. Meredith Savage

4/3/2015 Document, Report, or Work plan Review - other Received Final 2014 Ground Water Monitoring Report for Amaknak Pre-WWII Tank Farm. The report provides description of annual groundwater monitoring field activities conducted during the 2014 field season and provides results of data analysis. Groundwater samples were collected from eight wells and product/water level measurements were collected from eleven wells (including the eight sampled wells). Of the six remaining wells two could not be located and four could not be measured due to the presence of thick black oil in the wells. Residual range organics (RRO) was detected above the 1,000ug/L DEC cleanup level in well MW-11 with a concentration of 2,600ug/L and benzene was detected above the 5.0ug/L DEC cleanup level in well MW-12 with a concentration of 5.9ug/L . Any other contaminants of concern that were detected in the eight wells sampled were below DEC cleanup levels. Meredith Savage

4/15/2021 Update or Other Action ADEC has reviewed the latest round of RTC received on March 18, 2021, on the Final Amaknak FUDS Pre-WWII Tank Farm Technical Memorandum dated January 28, 2021. The document is in support of the determination that groundwater is not a current or reasonable expected potential future source of drinking water, and requests a 350 determination for the site. All comments have been incorporated into the final report, however ADEC does not concur with the tech memo recommendations due to the cited enforcement sections of the City of Unalaska ordinances not providing language that specifically prohibits or limits access to a private drinking water well. The ordinances must explicitly prohibit the installation of drinking water wells and use of groundwater to be considered supportive of a 350 determination. ADEC has concerns on the current status of landowner concurrence regarding the requested 350 determination for the site. ADEC has not yet received a prepared UECA and Notice of Land Use and Limitations. Free product is still being collected at the site as reported in the 2019 Final Groundwater Monitoring Report, and contaminant concentrations remain in groundwater at the site above Method 2, Table C Groundwater Cleanup Levels. The WP addendum proposed maintenance and replacement of several monitoring wells in the Pre-WWII Tank Farm well monitoring program, in accordance with the Final Work Plan, HTRW Long-Term Management Site Inspection, Pre-World War II Tank Farm. 7/23/2024 Meeting or Teleconference Held Comment resolution meeting attended by ADEC and USACE. ADEC does not agree that the remedies continue to be protective of human health and the environment for the following reasons: 1) In order to meet the alternate remedy for asbestos-containing material present in the basement crawlspace of Building 551, annual inspections are required to verify the half-inch concrete fiber board is functioning as intended to prevent human exposure to meet the objective of the 2007 Decision Document. 2) There is contamination in groundwater above ADEC's 18 AAC 75.345 Table C groundwater cleanup values, and free product is seen in the monitoring wells on the site. 3) Cited enforcement sections of the City of Unalaska ordinances do not provide language that prohibits or limits access to a private drinking water well and are therefore not currently protective of human health. DEC recommends moving towards a covenant on the property. ADEC continues to recommend that annual groundwater monitoring occur and that current groundwater contaminant concentrations are evaluated against current Table C cleanup levels. Residual range organics (RRO) and diesel range organics (DRO) trend data should continue to be collected until the plume is confirmed to both be decreasing in size and below Table C cleanup levels. 7/26/2024 CERCLA ROD Periodic Review Today DEC returned the draft third periodic review for 2023 comments to USACE. The report has two new developments of concern. First, a crew of city employees reported seeing sheen on stormwater draining from the site to the beach at Dutch Harbor, documented in the report HTRW Long-Term Management Site Inspection Pre-World War II Tank Farm Amaknak Formerly Used Defense Site F10AK0841-03 Unalaska, Alaska (USACE, 2024a). The second is that the DRO plume from the site looks to be under Dutch Harbor. DEC is recommending monitoring of the shoreline sediments and porewater in addition to the anticipated revision of the Decision document through ESD. Kathleen Iler-Galau
9/4/2024 Meeting or Teleconference Held August 27, 2024 Qawalangin Restoration Advisory Board (RAB) Meeting USACE sites meeting link: https://www.youtube.com/watch?v=7oXK48tMVmc Several DEC staff attended the Qawalangin RAB meeting on October 27, 2024. Sites include Amaknak, Chernofski, Cape Wislow, Fort Learnard, and Ugadaga Bay FUDS. The meeting was both in person and virtual, and held at the Unalaska Public Library. In attendance was the United States Army Corp of Engineers (USACE), ADEC, representatives of the Ounalashka Corporation, the RAB members, and several members of the public. The meeting focused on public comments regarding specific sites of concern and how sites are selected for upcoming seasonal work by the USACE. There is public concern regarding a site with contamination that could impact areas that have been cleaned, and questions regarding health issues of community members. The USACE listened to the public comments and answered questions. USACE will be working with the RAB to receive more public input, and they also agreed to meet with the Ounalashka Corporation. 10/17/2024 Update or Other Action DEC received a letter from USACE determining that the response is complete for this site on September 17, 2024. DEC responded in a letter dated October 17, 2024 that the response is not complete. There are numerous aspects of both the characterization and cleanup efforts undertaken by FUDS that are inconsistent with Alaska regulations in 18 AAC 75. ADEC is requesting additional characterization and cleanup at the Amaknak FUDS Pre-WWII Tank Farm to address the concerns for remaining contamination and compliance with state regulations. 11/6/2024 Site Visit The area under Building 551 left contamination in place due to concerns for building integrity. Recent excavations along the north wall of Building 551 uncovered POL contaminated soil and groundwater at 2-5 foot depth. Interview with excavators indicated that the soil under 2 feet had a strong odor of petroleum. Once the excavation reached 4-5 feet depth, oily water coming into the excavation prevented further digging. Samples taken and analyzed by OC found exceedances DRO as high as 37,100 mg/Kg in the sidewall sample of the excavation, several feet from building 551. OC removed 530 tons of soil from the area. The characterization sample analysis results showed DRO 25,400 mg/Kg and RRO 34,400 MG/Kg, far above decision document cleanup levels. Inspection found several open access panels allowing entry to the crawlspace below the building. This is the second inspection that found the covers removed. Kathleen Iler-Galau
11/6/2024 Meeting or Teleconference Held The Qawalangin FUDS Restoration Advisory Board (RAB) Meeting was held at the Unalaska Public Library. This regional RAB incorporates five FUDS in the Qawalangin region: Amaknak FUDS, Chernofski FUDS, Cape Wislow FUDS, Fort Learnard FUDS, and Ugadaga Bay FUDS. RAB Board Members, USACE-FUDS, DEC, and members of the public were in attendance in-person, with additional stakeholders participating virtually. FUDS PMs provided updates on the status of FUDS sites. The RAB membership also updated their charter and added new members. Kathleen Iler-Galau
